Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
Bring TWO corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
. To facilitate rechecking, please identify, next to each item, the sheet of the
plans upon which each correction on this sheet has been made and return
this sheet with the revised plans.

Please provide section & elevation plans for the shoring members including
W8x10's, 7W Alum Stringers, cross bracing elements, etc.
Please detail a positive connection between the scaffolding member(s) and the
floor/ or roof member(s) to be supported.
Please provide shoring calculations as applicable to this phase of the project.
[The testing results from the manufacturer are not a replacement for calc's].
The project engineer to demonstrate that the existing floor (ribs) have the
capacity to support the reactions from the shoring legs. I.e., see gridline "D".
The project engineer to stamp the shoring plans & documents stating they have
been reviewed and no exceptions are taken.
A reminder that the revised plans and calculations need to be stamped and
signed by the shoring design engineer responsible for their preparation. CA

Assemble the scaffold to three tiers high in accordance with manufacturer's instruction.
Use a reaction frame for loading. Apply a vertical load, equally distributed on 4 standards, steadily
increase the load until failure of any part of the scaffold occurs or the load can not be increased availably.
Record the maximum load and observe the sample's condition.

1. EXECUTIVE SUMMARY
The Shoppes at Carlsbad retained Clark Seif Clark, Inc. (CSC) to perform limited asbestos and lead-based
paint survey of Units 105, 107, and 109 at 2525 El Camino Real, Carlsbad, California. Mr. Norbert E.
Kramer, Jr., State of California Certified Asbestos Consultant #92-0582 and Accredited Lead
Inspector/Assessor #1291 conducted the survey on July 11, 2016. The survey included visual
observations for ACM and suspected lead-based paint, sampling of accessible suspect materials, and
laboratory analysis. Findings of the survey, recommendations and conclusions are summarized below.
Materials containing detectable quantities of asbestos - legally defined in California as materials
containing percentages of asbestos greater than one percent (1%) by area - were not found at this facility.
Materials with these concentrations of asbestos are regulated by various government agencies.
Materials containing less than 1% asbestos were not identified in the building. In the State of California,
materials that contain between <1% asbestos but greater than 0.1% by weight asbestos are considered to
be Asbestos Containing Construction Material (ACCM). ACCM must be abated by a licensed and
register asbestos abatement contractor, but can be disposed of as construction debris.
The State of California defines LBP as those materials, which contain greater than 1.0 mg/cm2 or 5,000
parts per million (ppm) lead. The County of San Diego defines LBP as having a lead concentration
greater than 0.5 mg/cm 2. LBP identified in the building. The State of California also requires that if LBP
with a lead concentration over 600ppm is to be disturbed, that the individuals performing the work have
the proper lead training and wear personal protective equipment.
The purpose of this limited investigation is to sample and test suspect asbestos-containing materials
(ACM) and lead-based painted components, which may present an exposure risk or will be disturbed
during the upcoming renovation/demolition activities
2. BUILDING PROFILE
The retail units consisted of a former restaurant and two clothing stores. CSC believes that the date of the
buildings construction was in the 1970's.
3. SURVEY DESCRIPTION
ASBESTOS
The asbestos survey was performed in accordance with EPA regulations and the criteria of the Asbestos
Hazard Emergency Response Act (AHERA, EPA 40 CFR 763).
CSC collected twelve (12) samples of suspect asbestos containing materials. The samples were submitted
to L.A. Testing, Inc., in Garden Grove, California for analysis by Polarized Light Microscopy (PLM).
L.A. Testing is accredited for bulk asbestos analysis through the Environmental Laboratory Accreditation
Program (ELAP) and the National Voluntary Laboratory Accreditation Program (NVLAP) of the
National Institute of Standards and Technology. The results are presented in units of area percentage, and
are compared to the EPA threshold of 1% by area for classification as ACM.

The lead survey was performed using a Niton XLp Series 703, X-Ray Fluorescence analyzer (XRF). The
XRF provides on-site readings of the concentration of lead. HUD defines lead-Based Paint (LBP), as
those materials, which contain 1.0 mg/cm2 of lead by XRF analysis. However, the County of San Diego
has a criterion for LBP at 0.5 mg/cm2 of lead by XRF analysis. The San Diego criterion was used for this
survey. The survey was conducted in accordance with HUD guidelines, and the materials tested were
selected based on color, component type, and substrate.
A total of 23 readings, including calibrations, were taken in the complex.
CSC referenced all building components as existing on either side "A", "B", "C", or "D" of the building.
For the building's interior, CSC reports designated side A, B, C and D as follows:
Side A is the side facing the mall hallway
Side B is the side to the left of Side A
Side C is the rear of the unit
Side D is the wall directly to the right of side A.

LEAD RESULTS
The results of the XRF analysis indicated that, none of the components tested had a lead concentration
over 0.5 mg/cm2. This is below both the San Diego and HUD criteria. All of the interior painted
surfaces were intact or in fair condition.
5. CONCLUSIONS
ASBESTOS
Based on the analytical results, none of the samples collected indicated the presence of asbestos.
Therefore, no further action is required.
The insulation on the water pipes, above the ceiling, was visually identified as being insulated with
fiberglass.
LEAD
LBP was not identified in the units tested.
6.0 LIMITATION
The field observations, measurements, and research reported herein are considered sufficient in detail and
scope to form a reasonable basis for a limited asbestos and lead-based paint survey of this subject
property. The assessment, conclusions, and recommendations presented herein are based upon the
subjective evaluation of limited data. They may not represent all conditions at the subject property as they
reflect the information gathered from specific locations. CSC warrants that the findings and conclusions
contained herein have been promulgated in accordance with generally accepted industrial hygiene
methodology and only for the subject property described in this report. No other warranties are implied or
expressed.
USE BY THIRD PARTIES
This report was prepared pursuant to the contract CSC has with the Client. That contractual relationship
included an exchange of information between CSC and its Client about the subject site that was unique,
and serves as the basis upon which this report was prepared. Because of the importance of the

to the removal of asbestos containing material(s) in the contained work areas at the conclusion of the
abatement work at the aforementioned property.
Mr. Grover Montano, of Clark Seif Clark, Inc. performed the visual and clearance inspection at the
conclusion of the abatement work in the aforementioned area(s) on June 14, 2016.
Clark Seif Clark's report is for the exclusive use of Rouse Properties and applies only to the areas
designated. No one other than Rouse Properties may utilize reference or otherwise rely on this report
without prior written consent from Clark Seif Clark, Inc.
The clearance inspection included visually inspecting the work area(s) in its entirety for any remaining
visible asbestos containing materials and debris. The building materials removed included VCT flooring
and mastic, Transite panels, and pipe insulation. The following observations were made:
No visible debris, area clean and encapsulated.
On the survey date, a total of three (3) Phase Contrast Microscopy (PCM) air samples were collected
inside the above contained work areas.
All samples during this process were analyzed via NIOSH 7400 Method, utilizing Polarized Contrast
Microscopy (PCM) and were analyzed on-site by an accredited NIOSH 582 analyst.

INTRODUCTION
Clark Seif Clark, Inc. (CSC) performed a limited wipe sampling, for lead containing dust, inside of
Basement Office 3 at 2525 El Camino Real, Carlsbad, California. Mr. Grover Montano, CDPH
Accredited Lead Inspector/Assessor, No. 19066, of Clark Seif Clark, Inc. conducted the survey on July
22,2016.
Clark Seif Clark's report is for the exclusive use of Harbor Environmental Group and applies only to the
areas referenced above. No one other than Harbor Environmental Group may utilize reference or
otherwise rely on this report without prior written consent from Clark Seif Clark, Inc.
PURPOSE AND SCOPE
The purpose of this limited investigation was to collect lead wipe samples from areas that were suspected
to be contaminated with lead dust created by the demolition of lead containing ceramic tile.
Dust wipe samples were collected in accordance with the HUD guidelines, Appendix 13, and ASTM
method E 1728. Our inspectors collected dust wipe samples from interior floors and windowsills. All
samples were collected using the Ghost Wipe TM sample media as recommended by the ASTM. After
each sample was collected, it was placed in a sealed hard plastic container and delivered to the laboratory
for analysis.
Title 17, California Code of Regulations, Division 1, Chapter 8, Accreditation, Certification, and Work
Practices For Lead-Based Paint and Lead Hazards, defines lead contaminated dust as dust that contains
greater than 40 micrograms of lead per square foot (40 ig/ft2).
CSC collected random wipe samples from a one square foot area on the floor of the bathrooms from
which the tiles were removed.
METHODOLOGY
CSC collected two (2) wipe samples of suspect lead containing dust. The samples were submitted to L.A.
Testing in Huntington Beach, California, for analysis by EPA reference method SW 846 3050B and 7420.
L.A. Testing is accredited for lead analysis through the Environmental Laboratory Accreditation Program
(ELAP) for lead.

BULK SAMPLING RESULTS
Clark Seif Clark, Inc. does not perform destructive sampling. Areas sampled were those accessible to
visual inspection and per Client's request as the sampling was limited to the structures. No additional
suspect lead-based paint was observed that are not mentioned in this survey report.

CONCLUSION
The analytical results of the samples collected indicated the presence of lead below the State of California
criteria of 40 lg/ft2.
Based on the analytical results, no further action is required.
LIMITATIONS
The field observations, measurements and research reported herein are considered sufficient in detail and
scope to form a reasonable basis for a limited lead contamination investigation of this subject property.
The assessment, conclusions, and recommendations presented herein are based upon the subjective
evaluation of limited data. They may not represent all conditions at the subject property and they reflect
the information gathered from specific locations. CSC warrants that the findings and conclusions
contained herein have been promulgated in accordance with generally accepted industrial hygiene
methodology and only for the subject property described in this report. No other warranties are implied or
expressed.

This report was prepared pursuant to the contract CSC has with the Client. That contractual relationship
included an exchange of information between CSC and its Client about the subject site that was unique,
and serves as the basis upon which this report was prepared. Because of the importance of the

UNIDENTIFIABLE CONDITIONS
This limited lead investigation has been developed to provide the Client with information regarding
apparent conditions relating to the subject property. Although CSC believes that the findings and
conclusions provided in this report are reasonable, the assessment is necessarily limited to the conditions
observed and to the information available at the time of the work. Due to the nature of the work, there is a
possibility that there may exist conditions which could not be identified within the scope of the
assessment or which were not apparent at the time of our site work. The assessment is also limited to
information available from the Client at the time it was conducted. It is also possible that the testing
methods employed at the time of the report may later be superseded by other methods. CSC does not
accept responsibility for changes in the state of the art.
CSC does not guarantee that all lead-based paint on the subject property was recognized during our
evaluation. This report is limited only to the samples taken and locations sampled. Additional sampling
may be needed to further identify other materials inside the property.
We have employed state-of-the-art practices to perform this analysis of risk and identification, but this
evaluation is limited in scope to the areas listed above and per Client's request. No demolition or product
review was performed in attempts to reveal material compositions. Our services consist of professional
opinions and recommendations made in accordance with generally accepted engineering principles and
practices, and are designed to provide an analytical tool to assist the client. CSC or those representing
CSC bear no responsibility for the actual condition of the structure or safety of a site pertaining to fungal
contamination regardless of the actions taken by the Client.

Method of Removal: All asbestos shall be removed wet, in small sections and cleaned up promptly.
Use of local exhaust ventilation and collection system designed and operated to capture the particulate asbestos
material produced by stripping. Asbestos containing materials will be placed in double 6-mil poly bags or
wrapped in double 6-mil poly sheeting and properly labeled. MILLER ENVIRONMENTAL, INC. personnel
will be provided with the required protective clothing, rubber gloves and respirators with HEPA filters attached.
