Please include the California license number, seal, date of license expiration and the date the plans are signed. Business and Professions Code. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2001 editions of the California Building which adopt the 1997 UBC. UBC Section 107.2 requires the Building Official to determine the total value of all construction work proposed under this permit. The value shall include all finish work, painting, roofing, electrical, plumbing, heating, air conditioning, elevator, fire extinguishing systems and any other permanent equipment. Please provide the designer's or contractor's construction cost estimate of all work proposed. When special inspection is required, the architect or engineer of record shall prepare an inspection program which shall be submitted to the building official for approval prior to issuance of the building permit. Please review Section 106.3.5. Please complete the attached form. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1 804.(includina the recommendation for caisson.) Specify on the foundation plan or structural specifications sheet the soil classification, the soils expansion index and the design bearing capacity of the foundation. Section 106.3.3. Investigate the potential for seismically induced soil liquefaction and soil instability in seismic zones 3 and 4. Section 1804.5 Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soil report are properly incorporated into the plans (when required by the soil report). The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The foundation excavations comply with the intent of the soils report." The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. (including the recommendation for caisson.) GEl Response: The project soils report is titled "Report of Limited Geotechnical Investigation, La Costa Fairways...", and is dated December 22, 2005. The report was prepared by Mr. Jaime Cerros, Registered Civil Engineer R.C.E. 34422/ G.E. 2007. Section X, subsection B, Recommendation 4 (Page 19) of this report provides caisson design recommendations. Item No. '6: Specify on the foundation plan or structural specifications sheet the soil classification, the soils expansion index and the design bearing capacity of the foundation. Section 106.3.3. Item No. 7: Investigate the potential for seismically induced soil liquefaction and soil instability in seismic zones 3 and 4. Section 1804.5. GEl Response: On this site, the risk of liquefaction of foundation materials due to seismic shaking is considered to be low due to the firm to stiff nature of the natural- ground material and the lack of a shallow static groundwater surface under the site. The site does not have a potential for soil strength loss to occur due to a seismic event. Item No. 8: Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soil report are properly incorporated into the plans (when required by the soil report). GEl Response: The foundation plan and specifications have been reviewed. Recommendations within the above-referenced soils report, where applicable, have been incorporated into the plans. A letter under separate cover will be issued. No grading report was prepared since the project consists essentially of foundation underpinning. Four out of 10 drilled piles were observed to have been satisfactorily drilled as of February 12, 2007. Pile Nos. 2, 4, 6, 8, 10 were drilled in February 2007. Additional piles (Nos. 1, 3, 5, and 7) were drilled in September 2007. PILE DRILLING OBSERVATIONS Pile drilling observations for the underpinning project started on January 31, 2007. The drilling contractor started on Pile #2. The pile drilling was completed on February 2, 2007, to a depth of 34.5 feet. Wet soil conditions were encountered starting at -29 feet below ground surface when drilling. Pile #4 was completed on February 2, 2007. Pile #6 drilling started on February 5, 2007, and was suspended on February 6, 2007, after encountering refusal at feet in depth. The drill rig moved to pile #8. Drilling work resumed on Pile #6 on February 8, and the contractor completed drilling on February 9, 2007, to a depth of -28 feet below ground surface. No groundwater was encountered. Pile #8 drilling started on February 6, 2007, and suspended the same day due to drilling refusal. Drilling resumed on Pile #8, and contractor was able to drill to -29 feet in depth on February 7, 2007. No groundwater was encountered. Pile #10 was finished to -29 feet on February 12, 2007. No groundwater encountered. Pile #1 was partly drilled in May 2007 and observed by our representative on May 24, 2007. This pile was drilled to -5.5 feet when rock was encountered. No groundwater was encountered, but some loose soils were encountered. On September 19,'2007, the general contractor called for site observations and drilling on Pile #1 when the equipment broke down. Drilling of Pile #1 was completed to 29 feet in depth on September 25, 2007. On July 23, 2007, a site meeting was called by the general contractor. As of that date no steel had been placed in the previously drilled excavations. The meeting was called to decide how to place the steel reinforcing (5-inch-diameter steel pipe). On August 8, 2007, the general contractor called for site observations. The contractor had placed steel in the drilled holes and was ready to place concrete. Drilled pile excavations completed in February 2007 were left open due to permit processing, and drilling work resumed on May 24, 2007. ITT La Costa Fairways Job No. 05-8947 Carlsbad, California Page 3 Drilled pile excavations Nos. 3, 5, and 7 were measured by our representative on September 27, 2007. They were measured to have been drilled to -29 feet below the ground surface. On September 28, 2007, our representative measured Pile #9 to have been drilled to 29'3". No groundwater was encountered. On October 2, 2007, our representative. remeasu red drilled excavation #2 to extend to -35.5 feet. On November 19, 2007 (our last site visit), our representative was called back to the site and re-measured drilled excavation #2 to -27.5 feet. The drilling contractor indicated that he had placed a sonotube at the bottom of the drilled excavation to help reduce the soil caving. The lower 8 feet of the previously drilled excavation encountered loose and saturated soils. The contractor was ready to place steel and concrete on November 19, 2007. Pile #2 was drilled 3 feet away from Pile #1 rather than 6 feet as called for in the plans. The pile excavations for the residential underpinning were drilled between Units B and C, in substantial compliance with the structural plans by Flores Lund Consultants, dated November 17, 2006. Recommendations for the structural design of the drilled piles were presented in our "Report of Limited Geotechnical Investigation, La Costa Fairways, 2544 Navarra Drive, Carlsbad, California," dated December 22, 2005, Job No. 05-8947. The recommended drilled pile embedment depths along the south wall were anticipated to range between 20 and 30 feet, with an average of 25 feet. The allowable frictional strength was 1,000 psf. End bearing allowable capacity recommended in our December 22, 2005, report was 8,000 psf. The bottoms of the drilled excavations were cleaned to the best feasible cleaning operation with the available tools. The underpinning contractor was RICJO Enterprises.
