This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
B. The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding

Please make all corrections on the original tracings, as requested in the correction list. Submit
three sets of plans for commercial/industrial projects (two sets of plans for residential projects).
For expeditious processing, corrected sets can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad
Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will
route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire
Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets
of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to
their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
1. Door A116 shown on sheet A-3.1 opening into the 1 HR rated corridor must be 20 min rated self
closing. See the door schedule on sheet A-3.5.
2. Include a door note on sheet A-3.5 & A-3.6 that doors equipped with card reader security will be
openable from the inside without the use of the card reader and upon power failure the card
reader security system will be deactivated.
3. Note 7 on sheets A-4.1, 4.2, 4.3 & 4.4 indicates" Refer to sheet A-4 for suspended ceiling..."
there is no sheet A-4. the suspended ceiling construction detail occurs in detail 137 A-10.1.
Revise the general note referencing 13/A-10.1.
4. General note 14 on sheets A-4.1, 4.2, 4.3 & 4.4 indicates draft stops every 3000 sq ft, 100 ft
max and references detail -/A-8.1. There is no draft stop construction detail found on sheet A-
8.1. Clarify where the detail can be found. Also, show on the reflected ceiling plans the location
of the draft stops and reference the draft stop construction details to the location where it
applies on the reflected ceiling plans.

2. Please provide statements on the Title Sheet of the plans stating compliance with current Code
as follows:
a) The 2001 edition of the California Building Code (CBC) adopts the 1997 Uniform Building
Code (UBC) and the 2001 California Amendments.

3. Show the required ceiling rated fire dampers at duct openings in the fire rated ceiling
membranes. UBC, Section 713.11 #4.
4. Provide data on proposed hazardous material to be stored and used. UBC, Section 307 and
UFC.
a) Clearly show types of hazardous material is being stored or used. Provide a list of the
proposed hazardous materials as per the types in UBC, Tables 3-D, and 3-E. Provide
the material safety data sheets (MSDS).
b) Clearly show the amounts of each type of hazardous material to be stored and in use.

• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
• Maximum service and meter size is a 2" service with a 2" meter.
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand, (manifolds are considered on case by case basis to limit
multiple trenching into the street).
12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of connection
In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
fj D-D 12c- Irrigation Use (where recycled water is available)
1. Recycled water meters are sized the same as the irrigation meter above.
2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
.subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

After examination of Application No. 985443 for an Air Pollution Control District
(District) Authority to Construct / Permit to Operate for an emergency engine, driving a
fire pump, to be located at 2548 Campbell Place Carlsbad CA 92009, the District has
decided on the following action:
Authority to Construct is granted pursuant to Rule 20 of the Air Pollution Control District
Rules and Regulations for:
An emergency standby engine: One (1) 685 BHP Detroit Diesel Model 6063-
HV35 4- cycle Diesel fired Engine, with Turbocharging and Aftercoojing,
driving a450 kW Kohler Model 450REOZDD generator. EPA Tier 111 Family
No. 7DDXL14.0VLD .
This Authority to Construct is granted with the following conditions:
1. This Authority to Construct shall be posted on or within 25 feet of the engine, or
maintained readily available at all times on the operating premises.
2. Engine operation for maintenance and testing purposes shall not exceed 50 hours
per calendar year. (17 CCR 93115) (ATCM reportable)
3. This engine shall only use CARB diesel fuel. Records of CARB diesel fuel
certification shall be maintained on-site and made available to District personnel
upon request. (Rule 69.4.1, 17 CCR 93115)
4. Visible emissions including crank case smoke shall comply with Air Pollution
Control District Rule 50. (Rule 50)
5. The equipment described above shall not cause or contribute to a public nuisance.

6. This engine shall not operate for non-emergency use during the following periods,
as applicable:

a. Whenever there is any school sponsored activity, if engine is located on
school grounds or
b. Between 7:3 Oam and 3:30pm on days when school is in session, if the
engine is located within 500 feet of, but not on, school grounds.
This condition shall not apply to an engine located at or near any school grounds
that also serve as the students' place of residence. (17 CCR 93115) (ATCM
reportable)
7. . A non-resettable engine hour meter shall be installed on this engine, maintained in
good working order, and used for recording engine operation hours: If a meter is
replaced, the Air Pollution Control District's compliance division shall be notified
in writing within 10 calendar days. The written notification shall include the
following information:
a. Old meter's hour reading.
b. Replacement meter's manufacturer name, model and serial number if
available and current hour reading on replacement meter,
c. Copy of receipt of new meter or of installation work order. A copy of the
meter replacement notification shall be maintained onsite and made
available to the Air Pollution Control District upon request. (Rule 69.4.1,
17 CCR 93115)
8. The owner or operator this engine shall conduct periodic maintenance of the
' engine and add-on control equipment, if any, as recommended by the engine and
control equipment manufacturers or as specified by the engine servicing
company's maintenance procedures. The periodic maintenance shall be conducted
at least once each calendar year. (Rule 69.4.1)
9. The owner or operator of the engine shall maintain the following records on site
for at least the same period of time as the engine to which the records apply is
located at the site:
a. Documentation shall be maintained identifying the fuel as CARB
diesel.
b. Manual of recommended maintenance provided by the manufacturer,
or maintenance procedures specified by the engine servicing company; and
c. Records of annual engine maintenance including date the maintenance was
performed. These records shall be made available to the Air Pollution
Control District upon request. (Rule 69.4.1)( 17 CCR 93115)
10. The owner or operator of this engine shall maintain a monthly operating log
containing, at a minimum, the following:
a. dates and times of engine operation whether the operation was
maintenance and testing purposes or emergency use; and the nature of the
emergency, if known;

b. hours of operation for all uses other than those specified above and
identification of the nature of that use. (Rule 69.4.1, CCR 93115)
11. The owner or operator shall document fuel use through the retention of fuel
purchase records that account for all fuel used in the engine and all fuel purchased
for use in the engine, and, at a minimum, contain the following information:
a. amount of fuel purchased
b. date when the fuel was purchased
c. signature of owner or operator or representative of owner or operator who
received the fuel. .
d. signature of fuel provider indicating fuel was delivered;
e. amount of fuel added to the engine tank.(17 CCR 93115)
12. All operational and maintenance logs and fuel use and type and purchase records
required by this permit shall be kept for a minimum of 36 months from their date
of creation unless otherwise indicated by the conditions of this permit. The
records shall be maintained onsite for a minimum of 24months from their date of
creation. Records for the last 24 months of operations shall be made available to
t^e Air Pollution Control District upon request. Records for operation for the last
25 to 36 months shall be made available to the Air Pollution Control District
within 5 working days of request. (69.4.1, 17 CCR 93115)
13. The permittee shall notify the Air Pollution Control District compliance division
immediately upon detection of any violation of a condition identified as "ATCM
Reportable". Such violations shall be subject to Air Pollution Control District
Compliance action.( 17 CCR 93115)
14. Engine operation in response to notification of an impending rotating outage, shall
be subject to all the following restrictions:
a. The utility distribution company has ordered rotating outages in the
control area where the engine is located.
b. The engine is operated no more than 30 minutes prior to the time when the
utility distribution company officially forecasts a rotating outage in the
cited control area, and '
c. The engine operation is terminated immediately after the utility
distribution company advises that a rotating outage is no longer in effect.
This condition shall not apply to engines operating pursuant to the .rolling blackout
reduction program as defined in 17 CCR 93115 and operating in accordance with 17 CCR
93115(e)(2)(f). (17CCR93115)(ATCMreportable)
15. The exhaust stacks shall be vertical at the exhaust exit point. Vertical exhaust
flow shall be unrestricted. A flapper valve may be installed on the exhaust stacks.

16. This Authority to Construct authorizes temporary operation of the above-specified
unit. This temporary Permit to Operate shall take effect upon written notification
to the District that construction has been completed in accordance with this
' Authority to Construct. This temporary Permit to Operate will remain in effect,
unless withdrawn or modified by the District until the unit is inspected by the
District and a revised temporary permit (Startup Authorization) is issued or a
Permit to Operate is granted or denied.
17. Upon completion of construction in accordance with this Authority to Construct
and prior to commencing operation, the permittee must complete and mail, deliver
or fax the enclosed Construction Completion Notice to the District. Applicant
shall also state the serial number of the unit on the notice or attachment. After
mailing, delivering or faxing the Notice, the permittee may commence operation .'
of the unit. Operation must be in compliance with all of the conditions of the
Authority to Construct and Applicable District Rules.
This Air Pollution Control District Authority to Construct does not relieve the holder from
obtaining permits or authorizations, which may be required by other governmental agencies.
Within thirty (30) days after receipt of this Authority to Construct, the permittee may petition the
Hearing Board for a hearing on any conditions imposed herein in accordance with Rule 25.

This Authority to Construct is not transferable and will expire 1 year from the date of this letter
unless an extension is requested in writing.
