WATER METER REVIEW •' • O 0 0 12a. Domestic (potable) Use . Ensure that the meter proposed by the owner/developer is not oversized. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. All single family dwelling units received "standard" 1" service with 5/8" service. Rev. 7114100 BUILDING PLANCHECK CHECKLIST 1ST 2ND 38D If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. Maximum service and meter size is a 2" service with a 2" meter. If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the Street). EJ E E 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: i-I O STA 1+00 Install 2" service and L_J 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case- irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: Hydraulic grade line Elevation at point of connection (POC) Pressure at POC in pounds per square inch (PSI) Worse case zone (largest, farthest away.from valve Total Sprinkler heads listed (with gpm use per head) Include a 10% residual pressure at point of connection 3. In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees However, if they front a Street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority .(SDCWA) for a refund. This letter shall serve as a supplement to the submittal to retroactively permit said improvements and clarify the structural analysis performed and structural impact. The structural analysis. was based on the record as ;built construction documents by Robert F. Ardent Architect dated 10/23/80 on file at the City. An overall structural analysis was first performed to verify the existing framing could support the new loading conditions and determine if the improvements made have compromised any existing structural elements. Under vertical analysis it was found that the existing framing members remained well within the allowable limit states under the new loading conditions. Further, it was determined that the improvements involving the removal of an interior kitchen wall and the new pass-thru opening in the adjacent wall did not compromise the existing gravity-load structural elements. However, the interior kitchen wall that was removed was found to be a shear wall. Upon further review, it was determined said shear wall was comprised of 1/2", gyp. board each side with 8d coolers at 4" o/c and was responsible for a, tributary area consisting of the middle third of the uppermost floor system and did NOT include any roof tributary. Said shear wall was designed to transfer the lateral loads to the floor diaphragm below which then redistributes the loads to adjacent shear walls. A lateral analysis was then performed using 2001 CBC lateral loading to determine the impact and performance of the remaining lateral-load resisting elements given the loss of the shear wall. It was found that the remaining shear walls could not support the additional lateral loading due to the loss of the wall. Further, it was determined that none of the existing plywood/gyp. board shear walls could resist any of the-2001 CBC seismic loading conditions had the kitchen shear wall remained in place or not. Given this information, it is my professional opinion that relative to balance of the lateral load resisting system remaining in place, the removal of the kitchen shear wall does not significantly compromise the performance of the-structure. Furthermore, it needs to be recognized that a lateral analysis of a given unit does not reflect the true performance of the structure. Under a seismic event the structure will perform as a whole and not as an individual unit. The shear wall in question lies in the longitudinal direction of the building and represents and extremely small portion of the entire lateral load resisting system in that direction relative to the building as a whole. It is my opinion the remaining interior walls sheathed with gyp. board (not called out as shear walls) are more than capable of resisting the loading the kitchen shear wall was originally, designed for. Ultimately all of the longitudinal lateral loads are-transferred though the floor diaphragm to the CMU basement wall and garage portals that have not been compromised or altered in any way by the improvements. It is my professional opinion that requiring an additional structural element or retrofit of the remaining elements to comply with 2001 CBC standards to address the loss, of the kitchen shear wall would require the balance of the structural to comply with 2001 CBC standards. It is my opinion that doing so would cause an undo hardship for the owner and would ignore a) the relative lack of importance and role of the removed shear wall with respect to the original lateral design, b) the remaining interior longitudinal walls sheathed with gyp. board and c) the structural advantages inherent to the building as a whole in the longitudinal direction. Given the above information and understanding, it is my professional recommendation that the removal of the kitchen shear wall be allowed and permitted without any further structural lateral improvements.
