Gentlemen:
This is to report the results of our inspection of the footing excavations for the proposed
condominium buildings to be constructed on the subject lots in the La Costa area of Carlsbad,
California.
The excavations were inspected on March 28, 1984. The soils in the upper three feet below
finished grade on Lot 248 of La Costa Meadows Unit No. 1 and on Lot 369 of La Costa Meadows
Unit No. 2 were dassified as Type B (marginally expansive) and all continuous footings on
these two lots were founded in suitable bearing soils at a minimum depth of 1. 5 feet below
the lowest adiacent ground surface. Isolated interior column footings were founded at least
2. 0 feet below the existing subgrade soils.
The upper soils on Lot 215 of La Costa Meadows Unit No. 1 were classified as Type A (critically
expansive) and all continuous footings on this lot were founded in suitable bearing soils at a
minimum depth of 2. 0 feet below the lowest adiacent ground surface. Isolated interior cohmn
footings were founded at least 2. 5 feet below the existing subgrade soils.
It is concluded that the depths of the footing excavations were in accordance with the
recommendations for construction on these lots presented in our previous report on this project
dated September 22, 1983.
It is understood that Inspection of the final clecmout of the excavations prior to pouring concrete
will be accomplished by a representative of the City of Carlsbad.

It is concluded from the field observations of the various soil types and the final results of the
moisture determinations that the soils in the upper three feet below finished grade at the locations

It is recommended that positive drainage, 6 inches of vertical fall in 6 feet horizontally, should
be provided around the perimeter of the house in landscaped areas. Drainage systems should also
be provided to collect all runoff from roofs and conduct the water in watertight pipes either into
the streets or storm drains. All surface drainage should be prevented from ponding acfiacent to or
runnirlJ over the tops of slopes. Inlet boxes and watertight pipes should be installed when necessary
to com_ply with the above requirements.

This is to report the results of field density tesh token in compacted subgrade soils in the proposed
building areas on the subiect lots in the La Coste area of Carlsbod, California.
The lots were brushed, existing loose fill soils were removed, and the upper soils were scarified,
moistened to optimum, and unfformly compacted to at least 90 percent of maximum dry density.

LEUCADIA COUNTY WATER DISTRICT
APPLICATION FOR SEWER SERVICE
The application must be signed by the owner (or his representative) of the property
to be served. The total charges must be paid to the District at the time the application is
submitted.
APPLICANT MUST SUBMIT EVIDENCE OF BUILDING PERMIT WITHIN 60 DAYS.
FAILURE TO MAKE SUCH SUBMITTAL WILL RESULT IN AUTOMATIC CANCELLATION
OF THE SEWER PERMIT. THE SE.WER CONNECTION FEE LESS A $50 ADMINISTRA-
TIVE FEE WILL BE REFUNDED.
A six-month construction period shall be provided and sewer service charges for the bal-
ance of the fiscal year shall be collected at the time of application for sewer permits.
Sewer service charges for subsequent fiscal years shall be collected on the tax roll in the
same manner as property taxes. If the six-month construction period extends into the sub-
sequent fiscal year, a prorated sewer service charge for that fiscal year shall be collected
on the tax roll in the same manner as property taxes. The full sewer service charges for all
subsequent years shall be collected on the tax roll in the same manner as property taxes.
There will be no additional fee or refund if service actually commences on a different date.
The prorated sewer service charge shall not be required in those applications for sewer
permits for subdivisions. Such applicants shall be required to notify the District, on
forms provided by the District, of escrow closings on individual properties within the
subdivision. Sewer service charges shall commence upon close of escrow and will be the
responsibility of the buyer.
If a service late:r;al is reqµired, it will be ins~lled·by the Leucadia County Water
District. The service' lateral is that part of the sewer system that extends from the main
collection line in the street (or easement) to the point in the street (at or near the
applicant's property line) where the service lateral is connected to the applicant's building
sewer. The applicant is responsible for the construction, at the applicant's expense, of
the sewer pipeline (building sewer) from the applicant's plumbing to the point in the street
(or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the District's
specifications, rules and regulations~ and
IT MUST BE INSPECTED AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM
MAY BE USED BY THE APPLICANT. THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE
MUST NOTIFY THE DISTRICT. AT THE TIME INSPECTION IS DESIRED. ANY CONNECTION
MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
The Inspection Deposit will be refunded upon the completion of satisfactory inspection of
the connection to the District's sewer system. The inspection deposit shall not apply in those
cases in which the applicant has paid plan check and inspection fees for a subdivision.
