This is to report the results of tests to determine the moisture contents of the soils in the
upper three feet below finished grade in the proposed building areas at the subject sites
in Carlsbad, California.
I The results of tests conducted on samples obtained from Lot 168 on July 29, 1977 indicated
that the moisture contents in the subgrade soils were less than required prior to pouring
concrete footings and slabs. The final group of samples were obtained on August 12, 1977
after additional water had been added to the soils on Lot 168.
The results of the final moisture determinations are presented as follows:

It is concluded from the field observations of the various soil types and the final results of
the moisture determinations that the sails in the upper three feet below finished grade at
the locations samples have been sufficiently moistened to minimize the potential expansion
of the sails as recommended in our report under Project No, 70-10-28D, dated October 12, 1971.

Whereas the requirements of the California Environmental Quality Act and the
City of Carlsbad Environmental Protection Ordinance of 1973 relating to the
subject proposed parcel map have been examined by the Planning Director and
declared to have a nonsignificant impact upon the environment; and whereas
negative findings delineated by Section 20.24.130 of the Carlsbad Mu~icipal
.Code have not been made; and whereas this minor subdivision is found~ be
in conformity with the General Plan of the City of Carlsbad; therefore~ a
... final decision has been made to approve the subject tentative parcel map
subject to the following conditions:
1. Approval of this Minor Subdivision is for two condominium lots. Each
lot shall contain a maximum of two dwelling units. Lot 167 as shown
on the Tentative Parcel Map shall be designated as Lot 1 on the Final
Pa_rcel Map. Similarly, Lot 168 shall be designated as Lot 2.
2. All structures within this subdivision shall be constructed to meet
Building Department requirements for condominium developments.
3. The subdivider shall provide separate sewer laterals and separate water,
gas and electric services with meters to each of the units.
4. The subdivider shall sign a written statement to the effect that he has
read Section 66427.l of the Subdivision Map Act and that he shall make
the required notifications to any tenants occupying the units at the
time the Final Parcel Map is recorded. ·
5. The subdivider shall enter into a lien contract agreement for future
installation of 5 foot wide sidewalk improvements along the subdi-
vision's frontage on Alga Road. The agreement shall be based on an
estimate prepared by the City which shall include retaining walls

incidental to the required sidewalk improvements. The agreement must
be executed prior to recordation of the Final Parcel Map.
6. Prior to occupancy of any structures built within this subdivision.
the subdivider shall construct wheelchair ramps within the existing
curb, gutter and sidewalk at street intersections upon which the
subdivision fronts.
7. All required fees and deposits shall be paid prior to Final Map recor-
dation. See attached list.
8. The Tentative Parcel Map approval shall expire one year from the date

The application must oe signed by the owner (or his authorized representative) of the
property to be served. The total charges must be paid to the District at the time the
application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends froin the
main collection line in the street (or easement) to the point in the street (at or near
the applicant's property line) where the service lateral is connected to the applicant's
building sewer. The applicanll. is responsible for the construction, at the applicant,s
expense, of the sewer pipeline (building sewer) from the applicant's plumbing to the
point in the street (or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the
District's specifications, rules and regulations; and IT MUST BE INSPECTED AND APPROVED
BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT. THE APPLICANT, OR
HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE TIME INSPECTION IS DESIRED.
ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
After connection is complete, the property described above is subject to a monthly
sewer service charge, billed bi-monthly in advance. The rate will be governed by the
use of the property, single family, multiple dwelling or connnercial •. Non-payment of
the sewer service charge is subject to a 5% penalty per month, plus disconnection if
