Mr. Miles Warner is currently in the employ of the Army and Navy Academy, Carlsbad,
California. Mr. Warner serves as the Director of Facilities, a position he has held since
February, 2006.
In his capacity, Mr. Warner is responsible for running a department that is responsible for
minor work, maintenance and repair, janitorial services and landscaping services.
In the course of his duties, Mr. Warner must occasionally obtain permits of various types
from the City of Carlsbad in order to support our annual capital program. This

and Redevelopment Department does not have any objection to the issuance of the
building permit for the project as shown on the building plans. Please refer to the
letter from Debbie Fountain to General Bliss dated August 21, 2006 for further

RE:ADDITION OF TEMPORARY OFFICE STRUCTURE
Dear General Bliss:
Thank you for your letter of July 31, 2006 requesting permission to add a temporary office
structure to the Army Navy Academy campus. It is my understanding that you wish to add a 12
foot by 60 foot temporary office structure (trailer) that will be utilized by your residential life
staff, including your Commandant of Cadets and the Deputy Commandant, for cadet supervision
purposes. It is your intent at this time that the temporary building (trailer) will remain until such
time as the new office building is constructed on the site.
Due to the emergency nature of the need for the temporary structure to ensure the continued
accreditation of the Army Navy Academy School, the temporary structure will be permitted
under the following conditions only:
1. This temporary approval for the noted structure is granted at this time for one (1) school
year only. The temporary structure may remain with this written approval until June 30,
2007. By no later than June 30, 2007 school year, the Army Navy Academy must receive"
Housing and Redevelopment Commission approval of its Master Plan. If the Master Plan
is not approved by the noted date, the temporary structure must be removed. If the Master
Plan is approved, the Army Navy Academy will then be required to process an
administrative redevelopment permit to allow the noted structure to remain until
construction of the new office facility can be completed. The subsequent redevelopment
permit will include milestones that must be met on an annual basis in order for the
temporary structure to be allowed to remain until the new office building is constructed. ~
2. The Army Navy Academy must obtain a building permit to install the temporary
structure and comply with all applicable building codes related to said installation.
3. The Army Navy Academy must complete external improvements to the temporary
structure to ensure that it has design compatibility with surrounding buildings on the
school campus. These improvements must be completed concurrently with installation of
the building on the site and before it is occupied by the noted staff.

Please note that this request for a temporary structure is being approved solely because it is
emergency in nature and impacts your school accreditation. As I have indicated in the past, I will
approve no additional new structures, whether temporary or permanent, on the Army Navy
Academy campus until such time as the Master Plan has been approved. After the Army Navy
Academy has received approval of its Master Plan, redevelopment permits may be requested for
additional structures on the campus.
