For expeditious processing, corrected sets can be submitted in one of two ways: 1. All sheets of the plans and the first sheet of the calculations are required to be signed by the California licensed architect or engineer responsible for the plan preparation. Provide a statement on the site plan stating: "All property lines, easements and buildings, both existing and proposed, are shown on this site plan." 7. Show dimensioned parking layout, including any required disabled access spaces. 8. Show the location of any designated flood plains, open space easements, or other development restricted areas on the site plan (if any). • FOUNDATION 9. Per the City of Carlsbad, all new buildings require a soil's report. 10. Provide a CURRENT copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. 11. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in the soils report and on the plans. Section 1629.4.2. 12. Specify on the foundation plan or structural specification's sheet the soil classification, the soils expansion index and the design bearing capacity of the foundation. Section 106.3.3. 13. Investigate the potential for seismically induced soil liquefaction and soil instability in seismic zones 3 and 4. Section 1804.5 14. Provide notes on the foundation plan listing the soils report recommendations for foundation slab and building pad preparation. 15. Note on plans that surface water will drain away from building and show drainage pattern. Section 1804.7. 16. The soil's engineer may require that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The building pad was prepared in accordance with the soils report, b) The utility trenches have been properly backfilled and compacted, and c) The foundation excavations comply with the intent of the soils report." Carlsbad 99-2868 August 12, 1999 17. Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soil report are properly incorporated into the plans. (When required by the soil report). 18. The following footing requirements shall apply in Seismic Zones 3 and 4, per Section 1806.7: a) Foundations with stemwalls shall be provided with a minimum of one No. 4 bar at the top of the wall and one No. 4 bar at the bottom of the footing. b) Slabs-on-grade with turned-down footings shall have a minimum of one No. 4 bar at the top and bottom. Exception: For slabs-on-grade cast monolithically with a footing may have one No. 5 bar located at either the top or bottom. 19. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per Section 1806.6.1: a) The minimum nominal anchor bolt diameter shall be 5/8-inch (for Seismic Zone 4 only). Note: This will require a minimum distance from the ends of sill plates to be 4-3/8" (and a maximum of 12"). b) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each anchor bolt. 20. The foundation plan provided on the 8-1/2" x 11" worksheet is illegible & unclear. Redo for clarity purposes. By the way, is this a state approved foundation plan? If so, provide the adequate stamp from the state. If not, wood cannot be used to support piers on finished grade (soil). Additional corrections may follow. 21. Show foundation bolt size and spacing on the foundation plan. Section 1806.6. Additional corrections may follow. 22. Show pier size, spacing and depth into undisturbed soil per soil's report. 23. Show minimum under floor ventilation equal to a 1 sq. ft. for each 150 sq. ft. of under floor area. Openings shall be as close to corners as practicable and shall provide cross ventilation on at least two approximately opposite sides, unless open at all sides (exposed foundation system?). Section 2306.7. 24. Show minimum under floor access of 18 inches by 24 inches, unless open at all sides (exposed foundation system?). Section 2306.3. 25. Include the equipment-grounding conductor from the service to each coach on the single line diagram: conductor sizing and description of conductor interior of the conduits. This correction does hot refer to the grounding (electrode system) detail shown on sheet E-2. 2. The new service, MSB, appears to be a dedicated (to the relocatable classroom buildings) service. However, it is installed on a building that has another electrical service providing power to it. Show the location of the other service(s) on the Academic Building and: * Detail the signage to be installed at both services announcing the existence and location of the other service. * Show the common grounding electrode connection between the multiple services. * Detail the signage to be installed at the Dormitory Building announcing the existence of and location of the (new) service. One issue is our need for temporary relief from the requirement to incorporate handicapped-accessible rest room facilities into the modular building plans. Our broader plan for the new dormitory (to be submitted to the City this week) accommodates all such requirements and we expect to have the new building up and operational by August 2000. Therefore we request relief from the requirement at this time as we commit to full compliance as a by-product of our bigger project.
