This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments. -
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform BuildingCode, the approval of.the plans does not permit the violation of any
state, county or city law.
To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.

* Submit (two sets of plans for residential projects). For expeditious processing, corrected
sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123; (858)560-1468. Deliver all
remaining, sets of plans and calculations/reports directly to the City of Carlsbd Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will hot be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
T. All sheets of plans must be signed by the person responsible-for their preparation.
(California Business and Professions Code).
2. Specify on the Title Sheet of the plans the gross floor area of each element of this
project, including dwelling addition. Section 106.3.3.
Provide a statement on the Title Sheet of the plans stating thatthis project shall comply
with the 1998 edition of the California Building Code (Title 24), which adopts the 1997
UBC, UMC and UPC and the 1996 NEC. .
Show location/direction of north arrow on site plan for clarity purposes.
When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms
are created, smoke detectors shall be provided, except that smoke detectors added at
existing construction need only be battery powered. Section 310.9.1.2.
o. 'GENERAL RESIDENTIAL REQUIREMENTS
Glazing in the following locations should be of safety glazing material in accordanóe with
Section 2406.4 (see exceptions): Specify tempered glass on floor plan.
a) Doors and enclosures for hot tubs, whirlpools, saunas, steam rooms, bathtubs
and showers and in any portion of a building wall enclosing these compartments
where the bottom exposed edge of the glazing is less than 60 inches above a
standing surface and drain inlet. *

. ROOFING
7. Provide skylight details to show compliance with Sections 2409 and 2603, or specify on
the plans the following information for the skylight(s), per Section 106.3.3:
Manufacturer's name.
Model name/number.
ICBO approval number, or equal.
8. Per local ordinance, a Class 'A' minimum roof covering is required. Please note.
9. Wood shakes and shingles are prohibited as a roof covering .on all new structures and on
all replacement roofs.
10. Specify roof material and application. Chapter 15.
. FOUNDATION REQUIREMENTS
11. The City (upon final transmittal) to place their "soils notice" stamp on the plans.
12. Note on plans that surface water will drain away from building and show drainage
pattern Section 1804.7..
13 Note on plans that wood shall be 6" minimum above finish grade Section 1806.1.
14. Show foundation sills to be pressure treated, or equal. Section 2306.4.
The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per Section
1806.6.1:
a) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each anchor bolt
Specify size, I.C.B.O. number and manufacturer of power driven pins, expansion anchors
or epoxy anchors. Show edge and end distances and spacing. Section 106.3.3.
Show size, embedment and location of hold down anchors on foundation plan. Section
106.3.3.
Note on plan that hold down anchors must be tied in place. prior to foundation inspection.
Section 108.5.2.
FRAMING
Show or note that nailing will be in compliance with Table 23-I1-13-I.

20. For Conventional Light-Frame Construction, buildings shall be provided with exterior and
interior braced wall lines. Spacing shall not exceed 34' (25' for Seismic Zone 4 or for
wind speeds >80 mph) on center in both directions in each story. Sections 2320.4.2 and
2320.5.1 and Table 23-IV-C-1.
21. Show the following on the plans for the required braced wall panels. If the requirements
of braced wall panels in conventional light frame construction are not possible, provide
design calculations from a licensed Engineer or Architect.
Show on the plans the location, length and type of braced wall panel as per UBC
Section 2320.11.3 and Table 23-IV-C-1.
I) Braced wall panels shall start at not more than 8' from each end of a
braced wall line.
ii) In all Seismic Zones, braóed wall panels in one-story structures shall be
installed at each end and not more than 25' on center along the length of
the braced wall line.
Any braced wall panel required by Section 2320.11.3 may be replaced by an
alternate braced wall panel. UBC Section 2320.11.4. For alternate braced wall
panels in one story buildings, show compliance with the following on the plans:
I) Minimum braced panel length is 2'-8" in width & a maximum height of 10'.
A minimum of two anchor bolts installed in accordance with Section 1806.6
between hold down devices.,
An approved hold down device fastened to the foundation and capable of
providing an uplift capacity of not less than 1,800 pounds is provided at
each panel end.
The foundation that supports the braced panels is continuous across the
entire length of the braced wall line and reinforced with a minimum of I # 4
bar top and bottom. -
22. Detail shear transfer connections, including roof diaphragms to shear walls. Section
2315.
23. Specify nail size and spacing for roof diaphragm. Specify plywood and/or particleboard
thickness, grade and panel span rating. Table 23-II-E-1. . - •
24. Ridges, hips, and valleys shall be at least one size larger than supported rafters. 'Section
2320.12.3. See specified sizes on plans and correct. -
25. In open beam construction, provide strap ties across the beams at the ridge suppàrt.
Section 2303.8.
PLUMBING (UNIFORM PLUMBING CODE)
26. Provide a note on the plans: In showers and tub-shower combinations, control valves
must be pressure balanced or thermostatic mixing valves. UPC Section 412.7.

New water closets and associated flushometer valves, if any, shall use no more than 1.6
gallons per flush and shall meet performance standards established by the American
National Standards Institute Standard A112.19.2. H & S Code, Section 17921:3(b).
. ENERGY CONSERVATION
Provide tabulation showing glazing not to exceed 20% of the floor area of the room.
Provide plans, calculations and worksheets to show compliance with current energy
standards if item #32 cannot be met.
The requirements for the prescriptive package components have been updated as of
June 1, 2001. If using the prescriptive compliance approach, show compliance with the
new Package C or D, or the alternate component package for C or D (Packages A and B
have both been eliminated).
The window schedule shall clearly describe the required U-factor and solar heat gain
coefficient (SHGC) values and demonstrate compliance with the Title 24 energy
calculations.
Cloth backed duct tape is no longer permitted to be used as the sole connection for

requirements of ULI8I, 181A, or 181B, shall be used or additional duct attachment
devices such as tie wraps or mastic will be required for installing mechanical ducting.

MINIMUM CONSTRUCTION SPECIFICATIONS
(Reference: USC 1997 Edition)
These are minimum specifications established by the Uniform Building Code and shall not supersede any more
restrictive specifications shown on the approved plans.
A. Foundation and Underfloor
Concrete: Concrete for footings shall have a
minimum compressive strength of 2,500 psi at
28 days and shall be composed of I part
cement, 3 parts sand, 4 parts 1" maximum
size rock, and not more than 7 1/2 gallons of
water per sack of cement.
Wood and Earth Separation: Foundations
supporting wood shall extend at least 6"
above the adjacent finish grade (Sec. 2306.8
and 1806.1). Provide 18" clearance under
wood joists and 12" clearance under wood
girders. (Sec. 2306.3)
Concrete Slabs: Slabs on grade shall be at
least 3 1/2" thick. (Sec. 1900.4.4)
Treated Wood: All foundation plates or sills
and sleepers on a concrete slab, in direct
contact with earth, and sills which rest on
concrete or masonry foundations, shall be
treated wood or approved wood of natural
resistance to decay as listed in Section
2306.4:
Anchor Bolts and Sill Plates: Foundation
plates or sills shall be bolted to the foundation
or foundation wall with not less than 5/8" by
10' steel bolts embedded at least 7" into'
concrete or masonry and spaced not more
than, 6' apart. There shall be a minimum of
two bolts per piece with one bolt located
within 12" of each end of each piece. Plate
washers a minimum of 2" x 2" x 3/16" thick
shall be used on each bolt. (Sec. 1806.6)
Underfloor Ventilation: Underfloor areas
shall be ventilated by an approved
mechanical means or by openings in
foundation walls. Vent openings shall have a
net area of not less than 1 sq ft for each 150
sq ft of underfloor area. The openings shall be
arranged to provide cross ventilation and shall
be approximately equally distributed along at
least two sides of the building. At each wall
line containing vents at least one vent should
be located as close as practical to building
corners., Vents shall be covered with
corrosion-resistant wire mesh with mesh
openings of 1/4" in dimension. (Sea. 2306.7)
Underfloor Access: Underfloor areas shall
be accessible by a crawl hole not less that 18"
by 24", unobstructed by pipes, ducts. or similar
construction. (Sec. 2306.3)
Foundation Reinforcement.' Foundations
and stem walls shall be provided with a
minimum of one No. 4 bar at the top and
bottom of the footing.
B. Wood Framing
Lumber: All joists, rafters, beams and posts
2" to 4" thick shall be No. 2 grade Douglas
Fir-Larch or better. All posts and beams 5"
and 'thicker shall be No. 1 grade Douglas Fir-
Larch or better. .(See item B.15 for grade
requirements for studs.)
Braced wall lines: Buildings shall be
provided with exterior and interior braced wall
lines. Spacing shall not exceed 25 feet on
center in both the longitudinal and transverse
directions in' each story. (Sec. 2320.5.1)
Bracing shall comply with the requirements of
U.B.C. Sec. 2320.11.3.
Cross Bridging: Floor joists and rafters 12"
or more in depth and spanning more than 3'
shall be supported laterally by bridging or full
depth blocking at intervals not exceeding 8'
unless:
Both edges of the member are held in line
or,
The compression edge of the member is
supported throughout its length to prevent
lateral displacement, as by adequate
sheathing or, subflooring, and the ends
and all points of 'bearing have lateral
support to 'prevent rotation.(1991 NDS

4. Blocking of Joist and Rafters: Provide.
blocking at ends and at supports of floor joists
and rafters. (Sec. 2320.8.3)
5.. Blocking of Roof Trusses: Provide solid
blocking at the ridge line and at the exterior
walls of truss roofs.
Double Joists: Floor joists shall be doubled
under bearing partitions running parallel over
the joists. (Sec. 2320.8.5)
Rafter Bracing: Rafter purlin braces are to be
not less than 45 degrees to the horizontal.
The unbraced length of purlin braces shall not
exceed 8'. In no case shall purlins be smaller
than the supported rafters. (Sec. 2320.12.7)
Ridges, Hips and Valleys: Rafters shall be
framed directly opposite each other at the
ridge. Hips, valleys and ridges should be 2"
nominal thickness and not less in depth than
the cut end of the rafters. (Sec. 2320.12.3)
Rafter Ties: Rafter ties shall be placed not
more than 4' on center where rafters and
ceiling joists are not parallel. Rafter ties shall•
be not more than 24" on center with tile
roofing. Rafter ties shall be provided as low
as possible on each rafter pair. (Sec.
2320.12.6)
Truss Clearance: Provide 1/2" minimum
clearance between top plates of interior non-
bearing partitions and bottom chords of
trusses.
Top Plates: Provide double top plates with
minimum 48" lap splice. (Sec. 2320.11.2)
NaIling: Nailing will be in compliance with
Table 23-I1-B-1 of the U.B.C. (See sheet 5 of
this form)
FlrestoppIng: Firestopping shall be provided
in the following locations: (Sec. 708.2.1)
In concealed spaces of stud walls and
partitions including furred spaces at the
ceiling and floor levels and at 10'
intervals both horizontal and vertical.
EXCEPTION: Fire stops may be omitted
at floor and ceiling levels when approved
smoke-actuated fire dampers are installed
at these levels
At all interconnections between concealed
vertical and horizontal spaces such as
occur at soffits, drop ceilings and cove
ceilings.
In concealed spaces between stair
stringers at the top and bottom of the run
and between studs along and in line with
the run of the stairs if the walls under the
stairs are unfinished.
In openings around vents, pipes,
chimneys, fireplaces and similar openings
which afford a passage for fire at ceiling
and floor levels. Firestops used in these
locations must be of non-combustible
materials.
At openings between attic spaces and
chimney chases for factory-built
chimneys.
Where wood sleepers are used for laying
wood flooring on masonry or concrete fire-
resistive floors, the space between the
floor slab and the underside of the wood
flooring shall be filled with noncombUstible
material or fire blocked in such a manner
that there will be no open spaces under
the flooring which will exceed 100 sq ft in
area and such space shall be filled solidly
under all permanent partitions so that
there is no communication under flooring
between adjoining rooms. V
EXCEPTIONS:
Fire blocking need not be provided in such
floors when at or below grade level in
gymnasiums.
Fire blocking need be provided only at the
juncture of each alternate lane and at the
ends of each lane in a bowling alley.
Fire Block Construction: Except as
provided in 13d. above, fireblocking shall
consist of 2' nominal lumber or two
thicknesses of 1" nominal lumber with broken
lap joints or one thickness of 23/32 inch wood
structural panel with joints backed by 23/32
inch wood structural panel or one thickness of
3/4 inch Type.2-M particleboard with joints
backed by 3/4 inch Type 2-M particleboard.
Fire blocks may also be of gypsum board,
cement fiber board, batts or blankets of
mineral or glass fiber, or other approved
materials installed in such a manner as to be
securely retained• in place. Loose-fill
insulation material shall not be used as a fire
block unless specifically tested in the form
and manner intended for use to demonstrate
its ability to remain in place and to retard the
spread of fire and hot gases. Walls having
parallel or staggered studs for sound-
transmission control shall have fire blocks of
batts or blankets of mineral or glass fiber or
other approved flexible matériais.(Sec.
708.2.2)
Studs: In one or two story buildings, studs for
exterior walls and interior bearing walls shall
be not less than 2"x4" at not more than 16" on
center. Studs for interior non-bearing
partitions may be 2"x3" at 16" on center.
Studs not more than 8' long shall be Stud
grade Douglas Fir-Larch or better when

Studs longer than 8' shall be No. 2 grade
Douglas Fir-Larch or better.
16. Glue-lam Lumber: An A.I.T.C. Certificate of
Conformance for glued laminated wood
members shall be given to the Building
Inspector prior to framing inspection.
C. General Material Specifications
Mortar Mix: Mortar to be used on
construction of masonry wails, foundation
walls, and retaining walls shall consist of I
part portland cement, 3 1/2 parts sand, and
1/4 to 1/2 part hydrated lime.
Grout Mix: The mix for grout shall be I part
portland cement, 2 to 3 parts sand, 1/10 part.
hydrated lime, and 2 parts gravel. Grout shall
attain a minimum compressive strength of
2000 psi at 28 days.
Masonry: The masonry units shall comply
with A.S.T.M. Spec: C90, Grade N, for hollow
unit concrete blocks.
Reinforcing Steel: The reinforcing steel used
in construction of reinforced masonry or
concrete structures shall be deformed and
comply with A.S.T.M. Spec. A615, Grade 40.
Structural Steel: Steel used as structural
shapes such, as wide flange sections,
channels, plates, angles shall comply with
A.S.T.M. Spec. A36. Pipe columns shall
comply with A.S.T.M. Spec. A53. Structural
tubes shall comply with A.S.T.M. Spec A500,
Grade B.
D. Roofing and Weatherproofing
Wood Siding: All wood siding shall be placed
over an approved weatherproofing barrier of
15# felt, minimum. (Sec. 1402.1)
Flashing Around Openings: Every opening
in any exterior wall shall be flashed with sheet
metal or water proof building paper. (Sec.
1402.2) ,
Flashing: All flashing, counter flashing and
coping, when of metal, shall be of not less
than No. 26 U.S. gauge corrosion-resistant
metal. See Sec. 1508 for roof valley flashing
requirements. At the juncture of roof and
vertical surfaces, flashing and counterfiashing
shall be provided as required in Sec. 1509.
Roof Covering: All roof covering shall be
installed per applicable requirements of
Tables 15131, 15132, 15C, 15D1, 15D2, and
15E. Roof covering must meet the
requirements for a Class "A" rating 'for
residential structures and a Class "B" rating
for commercial structures.
Roof Drainage: Unless roofs are sloped to
drain over edges or are designed to support
accumulated water, roof drains shall be

drains shall be adequate in size to convey the
water tributary to the roof drains. Where roof
drains are required, overflow 'drains having
the same size as the roof drains shall be

Foundation Dampproofing: Foundation
wails enclosing a basement below finished
grade shall be dampproofed outside by
approved methods and materials. (Sec.
1402.4)
Attic Ventilation: Attic ventilating area shall
be not less than 1/150 of the area of the
space ventilated, except that the area may be
reduced to 1/300 provided at least 50 percent
of the ventilating area is located a minimum of
3' above eave or cornice vents with the
balance of the required ventilation provided
by eave and/or cornice vents. The openings
shall be covered with corrosion-resistant
metal mesh with mesh openings of 1/4" in
dimension. Where eave or cornice vents are
installed, insulation shall not block the free
flow of air. A minimum of 1 inch of air space
shall be provided between the insulation and
the roof sheathing. (Sec. 1505.3)
Weep Screed: A weep screed with a
minimum vertical attaching flange of 3 1/2"
shall be provided at or below the foundation
plateline for all exterior stud walls finished on
the exterior with stucco. The screed shall be
placed a minimum of 4" above grade or 2"
above paved areas. (Sec. 2506.5)
E. General
Attic Access: Attic areas shall be accessible
by an opening no less than 22" x 30". (Sec.
1505.1 U.B.C.) With a furnace in the attic, the
opening shall be large enough to remove the
largest piece of equipment (U.M.C.. 307.3).
Shower Enclosures: Shower wails must be
finished to a height of 70 above the drain
inlet with smooth, hard, non-absorbent
surfaces. (Sec. 807.1.3) Glazing used in
walls, doors and panels of shower and
bathtub enclosures shall be fully tempered,
laminated safety glass or approved plastic.
(Sec. 2406.4)

If owner/developer proposes a size other than the "standard",, then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit. -
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).

All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines: •.
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water, meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

2. If the improvement plans do not list the irrigation meter: and the
service/meter will be installed via another instrument such as the building
plans or grading, pjans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach) Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressUre at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
E 12c. Irrigation Use (where recycled water is available)
Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with. potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego -County Water Authority (SDCWA) for a. refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SD.CWA for this. •
