The majority of the foundation excavation is excavated to a depth of 18 inches as outlined in ou ' r 'Report of Grading Supervision and Field Density Testing", dated September 14, 1981. However, in localized are~s, hard underlying rock was encountered and the excavation equipment took refusal between a depth of a few inches and 18 inches. It is our opinion, in the localized areas, when the foundations are less than 18 inches in, depth, but at least 12 inches in depth and founded in dense rock, the foundation depth is adequate. I n the are , as where the foundation is, less than 12 inches . in depth, it is recommended that No. 4 steel bars be dowled into the rock every 12 inches. Th ' e No. 4 steel bars ihall be dowled a minimum of 4 inches into the rock and shall extend a minimum of 4 inches into the concrete.
