It is our understanding that site development will consist of a three story, wood frame structure with slab-on-grade construction and the first floor elevation cut about 9 feet below street grade. It is further understood that a moderate amount of grading consisting of building pad preparation will be necessary to develop the site, and that earth retaining walls will be incorporated in the structure design. The site configuration and exploration locations are shown on Plate No. 1 of this report. PROJECT SCOPE This investigation consisted of: surface reconnaissance; subsurface explorations; obtaining representative disturbed and undisturbed samples; laboratory testing; analysis of the field and laboratory data; research of available geological literature pertaining to the site; and preparation of this report. The analysis of our findings was intended to: SOUTHERN CALIFORNIA SOIL AND TESTING. INC. SCS&T 13486 October 17, 1979 Page Two Determine the nature and pertinent physical properties of the on-site soils, including their bearing capacities, expansive potential and settlement characteristics. Define the general geology of the site including possible geologic hazards that may affect site development. Develop guidelines for site grading. Provide recommendations for foundation and retaining wall design. Determine potential construction difficulties and provide recommendations concerning these difficulties. PT Wfl TM( C Site Description The subject site is a rectangular parcel of land that fronts on the southwest side of Ocean Street in Carlsbad, California and is bounded by lots containing occupied residences on the northwest and southeast and by the ocean beach on the southwest. The parcel slopes to the southwest with an average slope of approximately 5:1. An approximate topographic cross-section is given on Plate No. 2. The site presently supports an occupied single family residence and its associated utilities. A few small trees and shrubs are present and the slopes behind the residence are covered with iceplant. General Geology and Subsurface Conditions Geologic Setting and Soil Description: The subject site is located in the Coastal Plains Physiographic Province of San Diego County and is underlain by Pleistocene marine and SDUTHERN CALIFORNIA SOIL AND TESTING. INC. SCS&T 13486 October 17, 1979 Page Three marine-terrace deposits. The soils found to exist at the site consist of yellow brown, silty sand. These soils are loose in the upper one foot but become dense below this depth. Tectonic Setting: No faults are known to traverse the subject site but the northern extension of the Rose Canyon Fault Zone lies approximately three miles west of the site. The Rose Canyon Fault Zone is a series of northwest trending faults that were active during Pleistocene time, but because no movement has been substantiated during the last 11,000 years, it is currently classified potentially active rather than active. The site is also within a 15 mile radius of a few small, apparently inactive faults that characterize the area. These have a general northerly to northeasterly trend, display apparently normal movement, and usually have thrusts of less than ten feet. In addition, it should be recognized that much of Southern California is characterized by major, active fault zones that could possibly affect the subject site. The nearest of these are the Elsinore Fault Zone, located approximately 25 miles to the northeast, and the San Jacinto Fault Zone, located approximately 48 miles to the northeast. Geologic Hazards: The most likely geologic hazard to affect the site is ground shaking as a result of movement along one of the major, active fault zones mentioned above. Based on a maximum probable earthquake of 7.3 magnitude along the Elsinore Fault Zone or 7.8 along the San Jacinto Fault Zone, maximum ground acceleration at the site could be as high as 0.2 g. There is also a remote possiblity that movement could occur along one of the local, minor, fault zones during the life of the proposed development and subject the SOUTHERN CALIFORNIA SOIL AND TESTING. INC. SCS&T 13486 October 17, 1979 Page Four site to accelerations substantially higher than those associated with Elsinore Fault movement. However, it is our opinion that due to the unresolved status of activity along these minor fault zones, they should not be used for design purposes. Construction in accordance with the minimum standards of the most recent edition of the Uniform Building Code should minimize potential structural damage resulting from seismic activity. Other potential geologic hazards such as seiches, liquifaction, or landsliding should be considered negligible. Due to the sites location in relation to the ocean, there is the theoretical possibility that a hazard could be imposed by a tsunamis. However, the San Diego County coastline has been historially free of any such event and any risk due to a tsunamis is considered negligible. Groundwater: No groundwater was encountered during our subsurface investigation and we do not anticipate any major groundwater related problems either during or after construction. However, it should be recognized that minor groundwater seepage problems may occur at a site after development even where none previously existed. These are usually cosmetic phenomenon and are often the results of an increase in irrigation or rain water and alteration of permeability characteristics of drainage patterns. RECOMMENDATIONS AND CONCLUSIONS Site Preparation General: During demolition operations, all construction debris and deleterious materials should be removed and disposed of off-site. SCS&T 13486 October 17, 1979 Page Five abandoned should be removed and their depressions should be backfilled with compacted soil. Because demolition operations tend to disturb the surface soils, it is recommended that all disturbed soils be densified to at least 90% relative compaction. In the area were first floor excavation will remove loose soils no special site preparation is necessary. Because of the proximity of the residences existing on the properties to the northwest and southeast of the subject site, consideration must be given to the possibility that the proposed retaining wall footing excavations may undermine the existing neighboring foundation. This problem is most likely to arise if the proposed footing excavation intercepts an imaginary line drawn at 1:1 downward slope form the outer edge of the existing neighboring footing as shown in the following diagram. Suggested measures that could be implemented might be to provide a stepped shoring as the excavation progresses or to underpin the neighboring foundations. SDUTHERN CALIFORNIA SOIL AND TESTING. INC. SCS&T 13486 October 17, 1979 Page Six It is recommended that the footing excavations be inspected by a representative of this office prior to forming to verify that the existing soil conditions are as anticipated. Earthwork: All earthwork and grading contemplated for site preparation should be accomplished in accordance with the attached Recommended Grading Specifications and Special Provisions. All special site preparation recommendations presented in the sections above will supersede those in the standard Recommended Grading Specifications. All embankments, structural fill and fill should be compacted to a minimum of 90%. Utility trench backfill within 5 feet of the proposed structures and beneath asphalt pavements should be compacted to a minimum of 90% of its maximum dry density. The maximum dry density of each soil type should be determined in accordance with A.S.T.M. Test Method 1557-70T, Method A or C. Foundations General: Conventional spread footings are recommended for the support of the proposed structure. Conventional spread footings should be founded a minimum of 18 inches below the lowest adjacent finish grade for the three story structure and have a minimum width of 12 inches. Spread footings may be designed for an allowable soil bearing pressure of 1600 pounds per square foot. The allowable bearing pressures for other size continuous footings may be computed from the following formula. q = 0.4 + 0.63 D+ 0.27 B SOUTHERN CALIFORNIA SOIL AND TESTING, INC. SCS&T 13486 October 17, 1979 Page Seven Where: q = Allowable soil bearing pressure as limited in shear in kips per square foot for full live and dead loads. D = Footing depth below adjacent grade in feet. B = Footing width or diameter in feet. Adjacent footings founded at different bearing levels should be so located that the slope from bearing level to bearing level is flatter than one horizontal to one vertical. It is recommended that footings not be founded nearer than five feet measured horizontally inward from the face of the existing slope. Settlement Characteristics: The anticipated total and/or differential settlements for the proposed structure may be considered to be within tolerable limits provided the recommendations presented in this report are followed. Expansive Characteristics: The prevailing foundation soils were found to be nondetrimentally expansive and will not require special consideration and/or design. Earth Retaining Structures Allowable Passive Pressure: The allowable passive pressure for the prevailing soil condition is 230 psf. This passive pressure has been computed using a factor of safety of 1.5 and may be increased by one-third for wind and/or seismic loading. SOUTHERN CALIFORNIA SOIL AND TESTING. INC. SCS&T 13486 October 17, 1979 Page Eight The coefficient of friction of concrete to soil may be assumed to be 0.35 for resistance to horizontal movement. When combining frictional and passive resistance, the latter should be reduced by one-third. Active Soil Pressure: Active -soil pressures for the design of earth retaining structures may be assumed to be equivalent to the pressure of fluid weighing 35 pcf and 45 pcf for unrestrained and restrained retaing walls, respectively. These soil pressures .are for no surcharge and for a drained and level backfill condition. If the backfill will not be level, or if a surcharge is anticipated, this office should be contacted for the necessary increase in soil pressure. LIMITATIONS The recommendations and opinions expressed in this report reflect our best estimate of the project requirements based on an evaluation of the subsurface soil conditions encountered at the subsurface exploration locations and the assumption that the soil conditions do not deviate appreciably from those encountered. It should be recognized that the performance of the foundation and/or cut and fill slopes may be influenced by undisclosed or unforeseen variations in the soil conditions that may occur in the intermediate and unexplored areas. Any unusual conditions not covered in this report that may be encountered during site development should be brought to the attention of the soils engineer so that he may make modifications if necessary. In addition, this office should be advised of any major changes in the project scope or proposed site grading so that it may be determined if additional investigation would be necessary. SCS&T 13486 October 17, 1979 Page Nine FIELD EXPLORATIONS A subsurface exploration was made at the location indicated on the attached Plate Number 1 on October 8, 1979. This exploration consisted of a hand-dug pit. The field work was conducted under the observation of our engineering geology personnel. The exploration was carefully logged when made. This log is presented on the following Plate Number 3. The soils are described in accordance with the Unified Soils Classification System as illustrated on the attached simplified chart. In addition, a verbal textural description, the wet color, the apparent moisture and the density or consistency are given as either very loose, loose, medium dense, dense or very dense. The consistency of silts or clays are given as either very soft, soft, medium stiff, stiff, very stiff, or hard. Disturbed and undisturbed samples of typical and representative soils were obtained and returned to the laboratory for testing. LABORATORY TESTING Laboratory tests were performed in accordance with the generally accepted American Society for Testing and Materials (A.S.T.M.) test methods or suggested procedures. A brief description of the tests performed are presented below: a) Classification: Field classifications were verified in the laboratory by visual examination. SCS&T 13486 October 17, 1979 Page Ten the Unified Soil Classification System. b) Direct Shear Tests: Direct shear tests were performed to determine the failure envelope based on yield shear strength. The shear box was designed to accomodate a sample -having diameters of 2.375 inches or 2.50 inches and a height of 1.0 inch. Samples were tested at different vertical loads and at saturated moisture content. The shear stress was applied at a constant rate of strain of approximately 0.05 inches per minute. The recommendations contained in the preliminary soil investigation report and/or the attached Special Provisions are a part of the. Recommended Grading Specifications and shall supersede the provisions contained hereinafter in the case of conflict. INSPECTION AND TESTING A qualified soil engineer shall be employed to inspect and test the earthwork in accordance with these specifications. It will be necessary that the soil engineer or his representa- tive provide adequate inspection so that he may certify that the work was or was not accomplished as specified. It shall be the responsibility of the contractor to assist the soil engineer and to keep him appraised of work schedules, changes and new information and data so that he may make these certifications. If, in the opinion of the soil engineer, substandard condi- tions are encountered, such as questionable soil, poor moisture content, inadequate compaction, adverse weather, etc., he will be empowered to either stop construction until the conditions are remedied or corrected or recommend rejection of the work. Soil tests used to determine the degree of compaction will be performed in accordance, with the following American Appendix a, Page Two October 17, 1979 SCS&T 13486 Society for Testing and Materials test methods: Maximum Density & Optimum Moisture Content - A.S.T.M. D - 1557 - 70. Density of Soil In-Place - A.S.T.M. D - 1556 - 64. PREPARATION OF AREAS TO RECEIVE FILL All vegatation, brush and debris shall be removed, piled and burned or otherwise disposed of. After clearing, the natural ground shall be scarified to a depth of 6 inches, brought to the proper moisture content, compacted and tested for the minimum density specified in the Special Provisions or the recommendation contained in the preliminary soil investigation report. When the slope of the natural ground receiving fill exceeds 20% (5 horizontal units to 1 vertical unit), the original ground shall be stepped or benched. Benches shall be cut to a firm competent soil condition. The lower bench shall be at least 10 feet wide and all other benches at. least 6 feet wide. The horizontal portion of each bench shall be compacted prior to receiving fill as specified herein before for compacted natural ground. Ground slopes flatter than 20% shall be benched when considered necessary by the soil engineer. FILL MATERIAL Materials placed in the fill shall be approved by the soil engineer and shall be free of vegetable matter and other deleterious substances. Granular soil shall contain sufficient fine material to fill the voids. The definition and disposition of oversized rocks, expansive and/or detrimental soils are covered in the Special Provisions. Expansive soils, soils of poor gradation or strength characteristics may be thoroughly Appendix A, Page Three October 17, 1979 SCS&T 13486 mixed with other soils to provide satisfactory fill material, but only with the explicit consent of the soil engineer. PLACING AND COMPACTION OF FILL Approved fill material shall be placed in areas prepared to receive fill in layers not to exceed 6 inches in compacted thickness. Each layer shall have a uniform moisture content in the range that will allow the compaction effort to be efficiently applied to achieve the specified degree of compaction. Each layer shall be uniformly compacted to a minimum specified density with adequately sized equipment, either specifically designed for soil compaction or of proven reliability. The minimum degree of compaction to be achieved is specified in either the Special Provisions or the recommendations contained in the prelimimary soil investigation report. Field tests and inspections to check the degree of compaction of the fill will be taken by the soil engineer or his representative. The location and frequency of the tests shall be at the soil engineer's discretion. In general, the density tests will be made at an interval not exceeding 2 feet in vertical rise and/or 500 cubic yards of embankment. SEASON LIMITS Fill shall not be placed during unfavorable weather conditions. When work is interrupted by heavy rain, filling operations shall not be resumed until the proper moisture content and density of the fill has been achieved. Damage resulting from weather shall be repaired before acceptance of work. Appendix A, Page Four October 17, 1979 SCS&T 13486 UNFORESEEN CONDITIONS In the event that conditions are encountered during the site preparations and construction that were not encountered during the preliminary soil investigation, Southern California Soil & Testing, Inc. assumes no responsibility for conditions encountered which differ from those conditions found and described in the preliminary soil investigation. RECOMMENDED GRADING SPECIFICATIONS SPECIAL PROVISIONS The minimum degree of compaction to be obtained in compacting natural ground, in the compacted fill, and in the compacted backfill shall be 90 percent. Detrimentally expansive soil is defined as soil which will swell more than 3 percent against a pressure of 150 pounds per square foot from a condition of 90 percent of maximum dry density and optimum moisture content to saturation. Oversized fill material is defined as rocks or lumps over 6 inches in diameter. At least 40 percent of the fill soils shall pass through a No. 4 U.S. Standard Sieve.
