sions of Chapter 9 (commencing with Section
7000) of Division 3 of the Business and Profes-
sions Code, and my license is in full force and ef-
fect.
OWNER-BUILDER DECLARATION

tractor's license Law for the following reason
(Sec. 7031.5_Business and Professions Code), Any
city or county which reQuires a permit to con-
struct, alter, improve, demolish, or repair any
structure, prior to its issuance also requires the
applicant for such permit to file a signed state-
ment that he is licensed pursuant to the provi-
sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that is ex·
empt therefrom and the basis for the alleged ex•
emption. Any violation of Section 7031.5 by an ap·
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
($500).

Structural anq Drainage Recommendations
Existing Residence at 2628 La Costa /l.venue-
Dave Arnold, Agent.
The undersigned performed a visual reconnaissance of the above referenced
site on June 27, 1980. We hereby make the following recommendations per-
taining to the drainage of the site and the sidewalk at the northeast
corner of the structure:
(1) The soil berm adjacent to the west property line and located on the
property to the west should be brought up to minimum standards.
(2) Provide five inches minimum of fall per five feet horizontally from
structure on west side of structure.
(3) Provide proper catch basin at ground level on west side and slope
finish grade on west side only a minimum of 1 percent to catch basin.
Connect catch basin to existin9 drainaqe facilities on west side.
Permanently connect roof downdrain on west side to catch basin and/
or drainage facility on west side.
( 4) Pro vi de 5" minimum of fa 11 per 5' hori zonta 11.v on south side ( front
of structure) near southeast corner. Provide prooer soil berm on
east side at top of slope and a minimum 1 percent gradient adjacent
to berm from southeast corner of structure to street.

(5) Provide typical downdrain at northeast corner of structure in
planter area; connect to existing downdrain at northwest corner
of structure with typical drainage pipe to match existing.
(6) Provide minimum 1 percent gradient in northeast planter towards
new downdrain near center of planter area.
(7) Install three cast-in-place concrete piers under the thickened
footing of the sidewalk at the northeast corner of the structure.
These will be located on the east side where the wood retaining
wall exists. One should be installed at the northeast corner of
the walk; two additional piers on east side, each 5 feet apart.
Each pier shall be founded a minimum of four feet into approverl
competent soil materials. Piers shall be a minimum 12 inches in
diameter with (4) number 4 bars vertical and number 2 ties at 18
inches O.C. All rebar shall have a minimum concrete cover of 3
inches. Concrete shall attain a minimum compressive strength of
2500 psi at 28 days and shall be internally vibrated with a
mechanical vibrator.
All work shall be inspected by this office. All concrete work shall be
continuously inspected by this office.
