The provisions of Section 304(c) of the Uniform Building Code state:
Sec. 304(c) Expiration of Plan Check. Applications for which no permit is
issued within 180 days following the date of application shall expire by
limitation and plans submitted for checking may thereafter be returned to the
applicant or destroyed by the Building Official. The Building Official may
extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant showing that circumstances beyond
the control of the applicant have prevented action from being taken. In
order to renew action on an application after expiration, the applicant shall
resubmit plans and pay a new plan check fee.

Code is amended by the addition of Subpara-
graphs 5 and 6 to read:

of vehicular access for fire department
apparatus, as determined by the Fire Chief.
"6. In all buildings, where the aggregate
floor area of all floors exceeds 10,000 square
feet.
EXCEPTIONS: (1) Where a four-hour rated area
separation wall with no openings or
penetrations therein has been constructed
such that no aggregate floor area
between such walls exceeds 10,000
square feet.
(11) Where a sprinkler system has

Subject: Limited Soil Investigation for a Proposed Second Story
Addition Located at 2641 and 2643 Ocean Street,
Carlsbad, California
Gentlemen:
In accordance with your request, we have completed a limited soil
investigation of the area beneath the proposed second story
addition. The purpose of this investigation was to determine the
size of the existing footings, establish an allowable soil bear-
ing value and to express our opinion regarding the suitability of
the existing structure to receive the proposed addition. It is
our understanding that the new addition is to go over the exist-
ing residence and west into the planted slope in the backyard
area.
Our on-site observations made on May 8, 1985, revealed the fol-
lowing information. The parcel is a westerly sloping lot
situated in Carlsbad, California. The existing two bedroom
residence appears to be founded in native soil, although no grad-
ing plans were available for our review. This home is a single
story, wood-frame structure with raised floor.
The hand dug excavation completed on the west, side of the
residence revealed the existing footing to be founded on
sandstone, typical of the Baypoint Formation. The footing was
measured to be 14 inches wide at the base and 12 inches below ad-
jacent finish grade. A soil sample was obtained beneath this
footing. Please refer to Plate No. 1.
A direct shear test was performed to determine the failure en-
velope based on yield strength. The shear box was designed to
accommodate a sample having diameters of 2.375 inches or 2.50
inches and a height of 1.0 inch. Samples were tested at dif-
ferent vertical loads and at saturated moisture content. The
shear stress was applied at a constant rate of strain of ap-
proximately 0.05 inches per minute. The results of these tests
are presented below:

Based on the above site observations, the condition of the exist-
ing home, and the results of the shear test, it is our opinion
that the second story addition may be constructed as proposed.
For the existing footings an allowable soil bearing value of 2100
pounds per square foot may be used for design. We suggest that
the roof rafters and floor joists be placed perpendicular to each
other in order to distribute the new loads more evenly around the
existing structure. Further, please refer to Pleite No. 2 for
foundation and retaining wall constraints. It should be realized
that some minor distress may appear after the new addition is
placed as the new loads are redistributed into the existing
structure, but no structural damage is anticipated.
Retaining walls and Lateral Loads
The foundation for the proposed retaining structures should con-
sist of spread footings founded in the firm native soils or com-
pacted fill. Firm natural ground is defined as soil having an
in-situ density of at least 85% of its maximum dry density.
Footings may be designed for an allowable bearing pressure of
2100 psf.
We recommend that retaining walls not restrained from movement at
the top and required to support lateral earth pressures due to
differential soil height be designed for an equivalent fluid
pressure of 30 pcf where the retained earth within 5 feet of the
wall is non-expansive. Retaining walls restrained from movement
at the top, such as basement or structural walls, should be
designed for an equivalent fluid pressure of 40 pcf where the
retained earth within 5 feet of the wall is non-expansive.
These pressures are based on horizontal ground surface
conditions, and adequate drainage to prevent buildup of hydros-
tatic pressure in the backfill.
To provide resistance for lateral loads, we recommend that pas-
sive pressure be assumed equivalent to a fluid pressure of 470
pcf for footings and shear keys founded in cut formational soils
or properly compacted fill soils. The upper 12 inches of
material in areas not protected by floor slabs or pavements
should be included in design for passive resistance to lateral
loads. This lateral pressure is based on the assumption that the
ground surface adjacent to the footing is nearly horizontal for a
minimum distance of 10 feet from the face of the footing or three
times the height of the surface generating passive pressure,
whichever is greater.

In calculation of frictional resistance to lateral loads, we
recommend using a value of 0.4 as the allowable coefficient of
sliding friction between concrete and the underlying soil. If
combined frictional and passive lateral resistance are utilized
in design, the friction coefficient should be reduced to 0.3.
Backfill placed behind walls should be compacted to not less than
90% of maximum dry density using light compaction equipment. If
heavy equipment is used, the walls should be appropriately
braced. Expansive or clayey soils should not be used for back-
fill material within a distance of 5 feet from the back of the
wall. The retaining structure should not be backfilled until the
materials in the wall have reached an adequate strength.
