This is to mport the rslulta of tests and obwrvations made in order to inspect the compaction af
Riled grwnd placed on certain areas of La Costa Mecldows Unit No. 3 in Carlsbad, California,
formerly a part of the County of San Dlego. The fills were placed during the period between
July 15, 1971 and July 20, 1972.
The approximate amas and deptha of filled ground placed under our inspection in accordance
wlth the approved speciffcations am shown on the attached Drawing No. 1, entitled "Locoticin
of Compaoted Filled Ground." The grading plan used for the placement of filled ground m
prepared by Rick Enginwring Company and approved March 15, 1971.
The approximate locations at which the tests wm taken and the final test mulb am presented
on pages T-1 to T-26, inclusive, under the "Table of Test kults." The laboratory determina-
tim of tho maximum dry donsitla and optimum moisture contents of the major fill malurials am
presented on pager T-27 +d T-28, under the "Laboratory Test Rsrulb." Some of the maximum
dry donsitiu shown in tha "Toble of Test Rdb" wm combinations of those. The tests wore

The final results of testa and observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 1930 pounds per square foot for one foot wide continuous footings founded at a minimum
depth and placed five feet or mom inside the top of compacted filled ground slopes. If footings
are placed closer to the exposed slop than 5 feet inside the top of compacted filld ground
slopes, thew should be deepened one foot below a 1 1/2 horizontal to 1 vertical line prolactad
outward and downward from a paint 5 kt horizontally inside the top of compacted fllld
ground slopes. Tarts indicate that the compacted filled ground is adequate to satisfactorily
support the pmposed woad frame dwellings without detrimental settlements.
Expmsive clay, s11ty clay, and sandy clay mils were placed in the upper three feet in certain
compacted fill area and also exist in the upper three feet below finished grade in certain cut

It is recommended that the following special design and precautions be taken for the how ta
be constructed on the above lots in order to minimize the possible damaging effects due to
differential movements of the potentially expansive soils:

Avoid the use of isolated interior piers, Use continuous interconnected
reinforced footings throughout, and place these at a minimum depth of
two feet below the lowest adjacent exterior final ground surface.
Reinforce and interconnect continuously with steel bars all interior and
exterior footings with-one #5 bar at 3 inches above the bottom of the
footings and one 15 bar placed 1 1/2 inches below the top of the stems
of the footings.
Exercise every effort tu assure that the moisture content of the soils in
the upper 18 inches below Rnihed gmde is 1 percent to 3 percent greater ,
than optimum at the time of placing fwndations and slab.
Raised wooden floors that span between continuous footings om best, or use
concrete slabs with at least 6x6 -10/10 welded wire reinforcement ond o
minimum of 4 inches of crushed rock 3/4 to 1 inch in size beneath all
concrete slabs. A"moirtum barrier should be provided over the crushed rock
and this should be covered with 2 inches of sand below concrete slabs.
Separate garage slab from perimeter footings by a 1/2 Inch thickness of
construction felt or equivalent, to allow independent movement of gamge
slabs relative to perimeter footlw. Psrure complete separation by extending
the felt over the full depth of the front thickened edge of th. garage slab. Also, cut off the garage door stops at least 1/2 inch above th. slab.

6. Provide poaitivs drainage away from all perimeter footings with a
vertical fall of at le& 6 inches in a horizontal distance of 5 to
6 feet outside the house walls.
Type B Lob
Those lob listed as Type B lots &&Id follow all the above-listed recommendations with the
following exceptions:
1. The continuom btingl may be placed at a minimum depth of 18
inches below the lowest odlacent exterior final grwnd surface rather
than the two feet recommended for Type A lots.
2. Single 64 bar placed as dimcted (above) near tops and bottoms of all
interior and exterior btins may be substituted for the #5 bars
racommended For Tp A lob.
Recommendations 3 to 6, inclusive, as listed for the Type A lots, are also applicable to the
Type B lots.
Only nonexpansive soil conditions wem observed In the upper three feet on the Type C lots
and therefore specially designed footings and slab will not be required on them lob.

Gentlemen:
Pursant to your request, a study was made of an alternatfve for the hlgn of concrete slab
built on the critically expansive soils encountered at the finished grades of some lots within
the sublect areas.
On pace 4 of our report dated October 12, 1971 (Project No. 70-10-ZED) and Page 3 of out
report dated October 19, 1972 (Proiect No. 71-7-17D), we recommended that the moisture
contents of the solls under the foundations and slabs should be kept 1 percent to 3 percent
unlformly greohr than optimum throughout the top 3 feet and 1.5 feet, respectively, below
finished grade at the time of placing faundatiom and slabs. It is our understandiw, this pre-
soaking approach Is dlfflcult to accomplish.
lt~& our oplnlon, that #4 bars placed 24 inches canter to center In two directions of concrete
slabs may be used to replace the wire mesh and pre-soaking requirement dascrlkd above. A four inch thickness of crushed rock 3/4 to 1 inch size should be used beneath all concrete slabs. All other previous recommendatlorn contuinsd in the sublect reports to mlnimlze the effect of J,

The application must be signed by the owner (or his authorized representative) of the property
to be served. The total charges must be paid to the District at the time the application is
submitted:
If a service lateral is required, it will be installed by the Leucadia~ County Water District.
The service lateral is that part of the sewer system that extends from the main collection line
in the street (or easement) to the point in the street (at or near the applicant's property line)
where the service lateral is connected to the applicant's building sewer.
The applicant is responsible for the construction, at the applicant's expense, of the sewer
pipeline (building sewer) from the applicant's plumbing to the point in the street (or easement)
where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service iateral shall be made by the
applicant at his expense. The connection must be made in conformity with the District's
specifications, rules and regulations; and it must be inspected and aoproved bv the District
before the sewer system may be used by the applicant. The applicant, or his authorized rep-
resentative, must notify the District at the time inspection is desired. Any connection made
to the service lateral or collection line without prior approval and inspection by the District
will be considered invalid and will not be acknowledged.
After connection is complete, the property described above is subject to a monthly sewer serv-
ice charge. The rate wiil be governed by the use of the property - residential, commercial, or
multiple dwelling. Non-payment of the sewer service charge is subject to a 5% penalty per
month, plus disconnection if necessary.
