Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and disabled access. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,

The following corrections are items that were not completely addressed from the
previous plan review.
Items 19 and 20 Provide a listing reference for the party wall assembly shown at detail
W/1 for the sound rating STC of minimum 50 decibels. A list of standard details for wall
assemblies that do comply will accompany this list. Also, a reference from the Gypsum
Association Manual is acceptable. Please show how the electrical subpanel and wall
heater located in the party wall are to be installed so as to maintain the required sound
transmission rating. The standard electrical receptacle and plumbing penetration sound
control requirements are included in the accompanying sheets.
Item 21 Please show the state energy efficiency rating for the proposed wall furnace.
Please show that the heat source proposed meets the minimum rating.
Item 23 Please state on the returned correction list that the City of Carlsbad will accept
the shown parking on the plans as per the City Ordinance 9792.

This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009,
(619) 438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619) 560-
1468. Deliver all remaining sets of plans and calculations/reports directly to the City
of Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Provide mechanical ventilation capable of providing five air changes per hour in
bathrooms, water closet compartments. Section 1203.3.
3. Walls separating units in a duplex shall be of one-hour fire resistive construction.
Provide details of the assemblies. Section 310.2.2.
4. In duplexes, draft stops shall be provided in floor-ceiling assemblies and attics in
line with walls separating units and separating units from common areas. Section
708.3. 1. 1.2.
5. Note on plans that surface water will drain away from building and show drainage
pattern and key elevations. Section 1804.7.
FRAMING
6. Please attach the Minimum Construction Standards documents to the plans.
7. Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans.
8. Per UBC Section 2343.6, provide the following note on the plans if trusses are
used: "Each truss shall be legibly branded, marked or otherwise have permanently
affixed thereto the following information located within 2 feet of the center of the
span on the face of the bottom chord:
Identity of the company manufacturing the truss.
The design load.
The spacing of the trusses."

Show location of attic access with a minimum size of 22"x30", unless the maximum
vertical headroom height in the attic is less than 30". Access must be provided to
each separated attic area, shall be located in a hallway or other readily accessible
location and 30" headroom clearance is required above the opening. Section
1505.1.
MECHANICAL (UNIFORM MECHANICAL CODE)
Show the size, location and type of all heating and cooling appliances or systems.
Every dwelling unit shall be provided with heating facilities capable of maintaining a
room temperature of 70 degrees F at 3 feet above the floor in all habitable rooms.
Show basis for compliance. UBC, Sec. 310.11.
ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan the amperage of the electrical service, the location of the service
panel and the location of any sub-panels. If service is over 200 amps, submit single
linediagram, panel schedule and load calculations.
Note on the plans that receptacle outlet locations will comply with 1993 NEC Art.
210-52(a).
For a single-family dwelling unit (and for each unit of a duplex), show that at least
one receptacle outlet accessible at grade level will be installed outdoors at the front
and back of the dwelling. NEC Art. 250-52 (e). This receptacle must be GFCI
protected.
Show on the plans that countertop receptacle outlets comply with 1993 NEC Art.
210-52(c), which reads as follows:
In kitchens and dining areas of dwelling units a receptacle outlet shall be installed
at each counter space wider than 12 inches. Receptacles shall be installed so that
no point along the wall line is more than 24 inches measured horizontally from a
receptacle outlet in that space. Island and peninsular countertops 12 inches by 24"
long (or greater) shall have at least one receptacle for each four feet of counter top.
Counter top spaces separated by range tops, refrigerators, or sinks shall be
considered as separate counter top spaces.
PLUMBING (UNIFORM PLUMBING CODE)
Show water heater size, type and location on plans. UPC, Section 501.0.
Provide a note on the plans: In showers and tub-shower combinations, control
valves must be pressure balanced or thermostatic mixing valves. UPC Section
410.7

Show all plumbing fixtures have shutoff valves (especially the Tub and Shower) or
show that the attached unit has accessible hot and cold shutoffs to the unit.
NOISE INSULATION (DUPLEXES)
Show details of duplex common (party) walls and floor/ceiling assemblies to achieve
a Sound Transmission Class (STC) rating in walls of 50 decibels and an Impact
Insulation Class (lIC) rating on floor/ceiling of 50 decibels. Title 24.
Show how penetrations of assemblies for piping, electrical devices, recessed
cabinets, bathtubs, soffits, or heating ventilating, or exhaust ducts shall be sealed,
lined, or insulated to maintain required sound transmission rating. Title 24.
ENERGY CONSERVATION
Show the make, model, type and efficiency of the space heating (or cooling) system.
Provide a note on the plans stating "All new glazing (fenestrations) will be installed
with a certifying label attached, showing the U-value."
CARLSBAD S.F.D. & DUPLEX SUPPLEMENT
City Ordinance 9792 requires two parking spaces/unit with clear area of 20'x20' i.e.
no washing machines, etc. Show compliance.

APPLICATION FOR SEWER SERVICE
The application must be signed by the owner (or his representative) of the property to be served. The total
charges must be paid to the District at the time the application is submitted.
APPLICANT MUST SUBMIT EVIDENCE OF BUILDING PERMIT WITHIN 60 DAYS. FAILURE TO MAKE SUCH
SUBMITTAL WILL RESULT IN AUTOMATIC CANCELLATION OF THE SEWER PERMIT. THE SEWER
CONNECTION FEE LESS A $50 ADMINISTRATIVE FEE WILL BE REFUNDED.
A six-month construction period shall be provided and sewer service charges for the balance of the fiscal
year shall be collected at the time of application for sewer permits. Sewer service charges for subsequent fiscal
years shall be collected on the tax roll in same manner as property taxes. If the six-month construction period
extends into the subsequent fiscal year, a prorated sewer service charge for that fiscal year shall be collected on
the tax roll in the same manner as propertytaxes. The full sewerservice charges for all subsequent years shall be
collected on the tax roll in the same manner as property taxes. There will be no additional fee or refund if service
actually commences on a different date.
The prorated sewer service charge shall not be required in those application for sewer permits for
subdivisions. Such applicants shall be required to notify the District, on forms provided by the District, of escrow
closing on individual properties within the subdivision. Sewer service charges shall commence upon close of
escrow and will be the responsibility of the buyer.
If a service lateral is required, it must be installed by the owner/applicant in conformance with
the specifications, rules and regulations of the District and subject to inspection by the District.
A DISTRICT INSPECTOR MUST BE ON THE SCENE ATTHE TIME OF CONNECTION.
The service lateral is that part of the sewer system that extends from the main collection line in the street
(or easement) to the point in the street (at or near the applicant's property line) where the service lateral is
connected to the applicant's building sewer. The applicant is also responsible for the construction, at the
applicant's expense, of the building of sewer from the applicant's plumbing to the point in the street (or
easement) where a connection is made to the service lateral and for construction, maintenance and connection
of the service lateral to the main line.
IT MUST BE INSPECTED AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE
USED BY THE APPLICANT. THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE MUST NOTIFY THE
DISTRICT AT THE TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL
OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CON-
SIDERED INVALID AND WILL NOT BE ACKNOWLEDGED. ALL SUCH CONNECTIONS MUST BE MADE
WITH AN LCWD INSPECTOR ATTHE SCENE ATTHE TIME OF CONNECTION. IF, FOR ANY REASON, A CON-
NECTION IS IMPROPERLY MADE, IT SHALL BE THE RESPONSIBILITY OF THE APPLICANT, AT THE
APPLICANTS EXPENSE, TO DIG UP OR OTHERWISE RE-EXPOSE THE CONNECTION SO THAT AN
INSPECTION MAY BE MADE AND THE APPLICANT AT THE APPLICANTS EXPENSE SHALL MAKE ANY
CORRECTIONS OR ALTERATIONS REQUIRED BY LCWD. IN THE EVENT THAT THE APPLICANT, FOR ANY
REASON, FAILS TO TAKE APPROPRIATE ACTION, THE DISTRICT RESERVES THE RIGHT TO DIG UP AND
INSPECT THE CONNECTION AND MAKE ANY CORRECTIONS NECESSARY, AT THE APPLICANTS
EXPENSE: OR IN THE ALTERNATIVE, TO DISCONNECT SERVICE ANY COSTS INCURRED BY LCWD IN
TAKING SUCH CORRECTIVE ACTION SHALL BE BILLED TO THE APPLICANT AND MAY BE RECORDED AS
A LIEN AGAINST THE APPLICANTS PROPERTY EQUAL IN PRIORITY TO A TAX LIEN.
