Present California law mandates that residential construction comply with Title 24 and the following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994 UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1994 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 99-2523 07/20/99 PLANS Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009, (760) 438-1161. Plans, specifications and calculations shall be signed and sealed by the California state licensed engineer or architect responsible for their preparation, for plans deviating from conventional wood frame construction. Specify expiration date of license. (California Business and Professions Code). 3. Provide a statement on the Title Sheet of the plans stating that this project shall comply with Title 24 and the 1997 UBC, UMC and UPC and the 1996 NEC. . FIRE PROTECTION 4. Show locations of permanently wired smoke detectors with battery backup: Inside each bedroom. Centrally located in corridor or area giving access to sleeping rooms. In rooms adjacent to hallways serving bedrooms, when such rooms have a ceiling height 24 inches or more above the ceiling height in the hallway. 5. When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms are created, smoke detectors shall be provided per the above, except that smoke detectors added at existing construction need only be battery powered. Section 310.9.1.2. . GENERAL RESIDENTIAL REQUIREMENTS 6. Show how windows open in family /kitchen area to verify that ventilation is still Ok with removal of glass slider. 1203.3. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. Sidelights and 2'x5' windows at entry. GARAGE 8. Garage requires one-hour fire protection on the garage side of walls and ceiling common to the dwelling at new walls. Table 3-B, Section 302.4. 9. Show a self-closing door, either 1-3/8" solid core or a listed 20 minute assembly, for openings between garage and dwelling. Section 302.4. 10. Doors may open into the garage only if the floor or landing in the garage is not more than one inch lower than the door threshold. Section 1003.3.1.6. 11. Show foundation sills to be pressure treated, or equal. Section 2306.4. 12. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per Section 1806.6.1: The minimum nominal anchor bolt diameter shall be 5/8-inch (for Seismic Zone 4 only). Note: This will require a minimum distance from the ends of sill plates to be 4-3/8" (and a maximum of 12"). Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each anchor bolt. . FRAMING 13. Provide detail at intersection of glue lam beam and girder. 14. If girder is being cut will need to provide design to show adjeuate. 15. Note on the plans that an A.I.T.C. Certificate of Compliance for glued laminated wood members shall be given to the building inspector prior to installation. Section 2304. 16. Provide skylight details to show compliance with Sections 2409 and 2603, or specify on the plans the following information for the skylight(s), per Section 106.3.3: For new bath skylight. Show height of chimney above roof per I.C.B.O. approval or UBC Table 31-B. Note on the plans that approved spark arrestors shall be installed on all chimneys. UBC, Section 3102.3.8. ELECTRICAL (NATIONAL ELECTRICAL CODE) 19. Show on the plans that countertop receptacle outlets comply with NEC Art. 210-52(c), which reads as follows: In kitchens and dining areas of dwelling units a receptacle outlet shall be installed at each counter space wider than 12 inches. Receptacles shall be installed so that no point along the wall line is more than 24 inches measured horizontally from a receptacle outlet in that space. Island and peninsular countertops 12 inches by 24" long (or greater) shall have at least one receptacle for each four feet of counter top. Counter top spaces separated by range tops, refrigerators, or sinks shall be considered as separate counter top spaces. 20. Note whether cooktop is gas or electric.(No propane allowed) ENERGY CONSERVATION 21. Provide plans, calculations and worksheets to show compliance with current energy standards or note because less than 100 sg ft addition that R-30 in ceiling and R-13 in walls and new windows to be dual glazed.
