Clearly show on plans that the windows at the new bedrooms on the second floor shall provide the minimum required 20" of openable width. The regulations require a properly completed and properly signed Form CF-IR to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to allow the building inspector to readily compare the actual construction with the requirements of the approved energy design. Clearly show on plans that the windows at the new bedrooms on the second floor shall provide the minimum required 20" of openable width. 9. Openable window area in habitable rooms must be 1/20 of the floor area and a minimum of 5 square feet. In bathrooms, laundry rooms and similar rooms, 1/20 of area is required and minimum is 1.5 sq. ft. Section 1203.3. Provide mechanical ventilation capable of providing five air changes per hour in bathrooms, water closet compartments, laundry rooms and similar rooms if required openable windows are not provided. Sections 1006.3, 1006.15 and 1006.2. a) Minimum headroom is 6'-8". b) Minimum width is 36". 17. Handrails: a) Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous. 18. The handgrip portion of all handrails shall be not less than 1 -1/4 inches nor more than 2 inches in cross-sectional dimension. Provided Limited soils investigation is not a complete soils report. 33. Investigate the potential for seismically induced soil liquefaction and soil instability in seismic zones 3 and 4. This does not apply to detached, single- story dwellings. Section 1804.5 34. Per soils report, note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 1804.3. 35. The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The building pad was prepared in accordance with the soils report, b) The utility trenches have been properly backfilled and compacted, and c) The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." In the Limited Soils Investigation provided the soils engineer states that if new foundations are to be constructed they shall inspect the foundation excavations. 36. Show height of all foundation walls. Chapter 16. Provide complete details for all foundations; new and existing. 37. Show foundation bolt size and spacing. Foundation bolt size and spacing for shear walls must be clearly shown on the foundation plan. Section 1806.6. 38. For a single-family dwelling unit (and for each unit of a duplex), show that at least one receptacle outlet accessible at grade level will be installed outdoors at the front and back of the dwelling. Island and peninsular countertops 12 inches by 24" long (or greater) shall have at least one receptacle for each four feet of counter top. November 18, 1997 Project No. CE-5448 Mr. & Mrs. Doug Ellis 2654 Davis Place Carlsbad, CA, 92008 Subject: ' Soils Investigation /Proposed House Additions 2654 Davis Place Carlsbad, California Dear Mr. & Mrs. Ellis: We have reviewed our previously submitted report entitled, "Limited Soils Investigation, Bearing Capacity of Existing Foundation", dated September 25,1997, and have prepared the following soils report in accordance with the foundation requirements of the City of Carlsbad. It is our understanding the existing garage will be demolished and a second story house addition will be constructed west of and adjacent to the existing residence. Furthermore, new single story house additions will be constructed adjacent to the entrance way and the northeast corner of the house. The proposed additions will be supported upon both raised floor and slab on grade foundations. The existing structure is comprised of wood frame construction supported upon raised floor foundations with slab on grade construction for the garage portion of the house. FIELD INVESTIGATION The field investigation was performed on September 16, 1997 and included an inspection of the site and the excavation of one hand-dug exploratory test pit to a depth of 2 l/z feet below existing grade. The location of the test pit is shown on the attached Plate No. One, entitled "Test Pit Location Plan". As excavation proceeded, representative bulk samples were collected. In place natural densities and moisture contents were determined at different depths in the excavation and are included on Plate No. Two. Subsequent to obtaining soil samples, our exploratory excavation was backfilled. SOIL CONDITIONS Loose surficial soils (silty-sands) consisting of plowed ground were encountered in our exploratory excavation to a depth of f foot below existing grade. Underlying native soils to depths explored were medium dense silty sands. NORTH COUNTY COMPACTION ENGINEERING, INC. Page 2 On-site soils were found to possess an expansion index of 10 and are classified as being 'very low' in expansion potential. Groundwater was not encountered at the time of our investigation. In addition, due to the dense nature of the underlying native soils at the site, it is our opinion, soil liquefaction is unlikely to occur. /' LABORATORY SOIL TESTING All laboratory test were performed on typical soils in accordance with accepted test methods of the American Society for Testing and Materials (ASTM).' Tests conducted include: A). Optimum Moisture & Maximum Density (ASTM D-1557) B). Direct Shear (Remold) (ASTM D-3080) C). Sieve Analysis (ASTM D-421) D). Field Density & Moisture (ASTM D-1556) E). Expansion Potential (FHA Standard) Test results are tabulated on the attached Plate No.'s Two and Three, entitled "Exploration Log" & "Tabulation of Test Results". RECOMMENDATIONS AND CONCLUSIONS General hi our opinion, the site is suitable for the proposed house additions. Recommendations presented in this report should be incorporated into the planning, design, and construction phases of the subject project. A. Grading General Minimal grading at the site will be required to remove and recompact loose topsoils and/or native soils that become disturbed during the demolition of the existing garage. Page 3 All grading should be performed in accordance with the City of Carlsbad Grading Ordinance and the Recommendations/Specifications presented in this report. Subsequent to site demolition, loose surficial soils (plowed ground), should be removed to firm native ground and recompacted in accordance with the attached Appendix *B' entitled • "Recommended Grading Specifications". The removal area should be carried under and a minimum of 5 feet beyond the footprint of the proposed house additions. Firm native ground may be determined as undisturbed soil having an insitu density of greater than eighty-five percent (85%) of maximum dry density. We should be contacted to document firm native ground is exposed and properly prepared prior to filling. All fill soils generated from earthwork construction should be placed in conformance with the attached Appendix 'B' entitled, "Recommended Grading Specifications". Particles of asphalt and concrete debris, having a diameter of greater than 6 inches, will not be suitable fill material and should be separated from fines during grading and hauled off-site. If encountered, leach lines and/or pipes should be removed. Concrete pipes may be crushed in place. Trench lines should be recompacted in accordance with Appendix 'B'. B. Foundations General On site soils are comprised of silty-sands possessing 'low' expansion potential, Therefore, conventional foundations may be utilized if the aforementioned grading recommenations are adhered to. For One-Story Construction: Continuous footing having a minimum width of 12 inches and founded a minimum depth of 12 inches below lowest adjacent grade will have an allowable soil bearing pressure of 1500 pounds per square foot. For Two-Story Construction: Continuous footings should have a minimum width of 15 inches and be founded a minimum depth of 18 inches below lowest adjacent grade. NORTH COUMTY COMPACTION ENGINEERING, INC. Page 4 Isolated square footings having a diameter of 18 inches and founded a minimum depth of 18 inches below lowest adjacent grade will have an allowable soil bearing pressure of 1500 pounds per square foot. All continuous footings are to be reinforced with one #4 bar top and bottom. Steel should be positioned 3 inches above bottom of footing and 3 inches below top of footing, /' Slabs should be a minimum of 4 inches thick, reinforced with #3" bars on 18 inch centers, both ways, at mid-point of slab thickness. Slab underlayment should consist of 4 inches of washed concrete sand with a visqueen moisture barrier installed at mid-point of sand (2 inches sand, visqueen, 2 inches sand). Sand should be tested in accordance with ASTM D-2419 to insure a minimum sand equivalent of 30. The Project Structural Engineer should provide doweling recommendations to reduce shear between the existing house footings and the adjoining footing of the proposed additions. Design information with regard to the existing foundation is presented in our previously submitted report entitled "Limited Soils Investigation", dated September 25, 1997. Prior to pouring of cement, all foundation excavations and steel reinforcement should be inspected by our firm to assure compliance to the aforementioned foundation recommendations. C. Review of Grading Flan Due to minimal grading at the site, it is unlikely that Grading Plans will be required. Site Plans used during our investigation were prepared by Jeff Lyon, Architect, dated July 16, V997. UNCERTAINTY AND LIMITATIONS Surface and subsurface soils are assumed to be uniform. Therefore, should soils encountered during construction differ from those presented in this report, we should be contacted/to provide their engineering properties. It is the responsibility of the owner and contractor to carry out recommendations set forth in this report. During our investigation of the subject site, evidence of faulting was not encountered. Subsequent to review of available geologic literature, we feel any faulting in the vicinity of the site may be classified as inactive. However, it should be noted that San Diego County is located NORTH COCINTY COMPACTION ENGINEERING, INC. Page 5 in a high seismic area with regard to earthquake. Earthquake proof projects are economically unfeasible. Therefore, damage as a result of earthquake is probable and we assume no liability. We assume the on-site safety of our personnel only. INTENT The intent of these specifications is to provide procedures in accordance with current standard practices regarding clearing, compacting natural ground, preparing areas to receive fill,-and placing and compacting of fill soil to the lines , grades, and slopes delineated on the project plans. Recommendations set forth in the attached "Preliminary Soils Investigation" report or special provisions are a part of the "Recommended Grading Specifications" and shall supercede the provisions contained hereinafter in case of conflict. 2. INSPECTION & TESTING A qualified Soils Engineer shall be employed to inspect and test the earthwork in accordance with these specification and the accepted plans. Should unsuitable material be encountered, the Soils Engineer will be contacted to provide recommendations. APPENDIX 'B' NORTH COUNTY COMPACTION ENGINEERING, INC. 4. PLACING AND SPREADING OF FILL The selected fill material shall be placed in layers which when compacted will not exceed 6 inches in thickness. Each layer shall be spread evenly and shall be thoroughly blade mixed during the spreading to insure uniformity of material in each layer. When moisture content of the fill material is below that recommended by the Soils Engineer, water shall then be added until the moisture content is as specified to assure thorough bonding during the compacting process. When the moisture content of the fill materials is above that recommended by the Soils Engineer, the fill material shall be aerated by blading or other satisfactory methods until the moisture content is as specified. 5. COMPACTION After each layer has been placed, mixed, and spread evenly, it shall be thoroughly compacted to not less than ninety percent (90%) relative compaction. Compaction shall be by sheepsfoot rollers multiplewheel pneumatic tired rollers or other types of rollers. Rolling shall be accomplished while the fill material is at the specified moisture content. Rolling each layer shall be continuous over it's entire area and the roller shall make sufficient trips to insure that the desired density has been obtained. The fill operation shall be continued in 6 inch compacted layers, or as specified above, until the fill has been brought to the finished slopes and grades shown on the project plans. 6. WALL BACKFILL Backfill soils should consist of non-expansive sand, Compaction should be achieved with light hand-held pneumatic tampers to avoid over compaction and hence cause structural damage. Wall backfill should be compacted to a minimum of ninety percent (90%) of maximum density. 7. TRENCH BACKFILL All trench backfill located within structural areas should be compacted to a minimum of ninety percent (90%) of maximum density. September 25, 1997 Project No. CE-5448 Mr. & Mrs. Doug Ellis 2654 Davis Place Carlsbad, CA, 92008 Subject: Limited Soils Investigation Bearing Capacity of Existing Foundation 2654 Davis Place Carlsbad, California Dear Mr. & Mrs. Ellis: In response to your request, we have performed a Limited Soils Investigation to determine the bearing capacity of the existing foundation at the subject residence. It is our understanding the existing residence will receive a second story house addition over the garage portion of the house. The existing structure is comprised of wood frame construction supported upon both raised floor foundations and slab on grade construction at the garage portion of the house. Our field investigation included an inspection of the existing residence and the excavation of one hand-dug test pit adjacent to the northwest corner of the existing house to a depth of 2 Yz feet below existing exterior grade. The existing continuous footing was found to be 12 inches wide and founded a minimum of 12 inches below lowest adjacent grade. Visual inspection of the residence indicated the structure has experienced little distress with regard to subgrade and foundation movement. In-place density tests (ASTM D-1556) were taken at the bottom of the footing. Bulk soil samples were collected and returned to the laboratory for testing. Test performed were Direct Shear (ASTM D-3080), and Optimum Moisture/Maximum Density (ASTM D-1557). / Foundation bearing soils were comprised of native medium brown silty-sands (non-expansive) having an insitu density of eighty-seven percent (87%) of maximum dry density. A Direct Shear Test was performed on a soil sample remolded to near field density. Test results indicate the prevailing foundation bearing soils have an angle of internal friction of 30 degrees and a cohesion intercept of 50 pounds per square foot. P.O. Our calculations revealed the existing foundation will have a maximum allowable bearing capacity of 1500 pounds per square foot. i It should be noted, due to limited access around the perimeter of the residence, only one test pit could be excavated along the east wall. Therefore, the above criteria is based on the assumption that all other areas not tested or investigated will be representative of the conditions encountered in our test pit excavation. However, if new footings are planned, we should be contacted to inspect footing excavations prior to pouring concrete to assure they will be founded into the proper soil bearing stratum. Said City shall not, nor shall any officer or employee thereof, be liable or responsible for any accident, loss or damage happening or occurring to the work or improvements specified in this agreement prior to the completion and acceptance of the same, nor shall said City, nor any officer or employee thereof, be liable for any persons or property injured by reason of said work or improvements, but all of said liabilities shall be assumed by said Property Owner and Property Owner's successors, heirs, assigns or transferees, and they shall save the City harmless from, and indemnify the City against, any and all claims, suits and liabilities of or to any person or property injured or claiming to be injured as a result of said work or improvements. Said Property Owner, and Property Owner's successors, heirs, assigns or transferees, further agrees to protect said City and the officers and employees thereof from all liability or claim because of, or arising out of, the use of any patent or patented article in the construction of said improvement.
