site. The water closet shall consist of a patented chemical type toilet.
(b) For the purpose of this section the term construction site shall mean the location on which actual construction of a building
is in progress.
(c) A violation of this section shall constitute a misdemeanor.
All construction or work for which a permit is required shall be subject to inspection and all such construction or work shall
remain accessible and exposed for inspection purposes until approved by the inspector. Work shall not be done beyond the
point indicated in each successive inspection without first obtaining the approval of the inspector.

I) Department of Environmental Health (DEH) stamped plans shall be maintained at the jobsite and available for review at
the time of the inspection.
2) Changes to equipment layout, menu, or application must be submitted for approval. Changes made without approval will make the
plan approval null and void.
3) Obtain local Building Department and all applicable agencies permits and approvals PRIOR TO FINAL INSPECTION AND
APPROVAL TO OPERATE BY THIS DEPARTMENT.
4) All food and utensil-related equipment shall be certified to applicable sanitation standards by an ANSI accredited testing agency.
5) Upon completion of 50%-80% of construction, call (858) 505-6660 to schedule inspection. In lieu of a J!lumbing inspection by
DEH, ensure that the plumbing is constructed to these standards:
a. Floor sinks shall be installed ½ exposed and equipped with an appropriate grill cover if no access is provided for cleaning.
b. Drain lines shall slope¼" per foot, shall not exceed 15' in length and shall terminate a minimum of I" above the floor sink
with a legal air gap or otherwise approved by the enforcing agency. Drain lines shall not intersect walkways or door ways.
c. No condensate drainage of any kind can drain to the mop sink.
d. 3-compartment sinks, preparation sinks, dump sinks, and any other plumbed equipment must drain indirect to a floor sink.
e. Grease traps/interceptors, if required by the local waste water authority must be located outside of the food preparation, food
storage, or warewashing areas.
f. Floor surfaces must be sloped I :50 to required floor drains.
g. Conduits of all types shall be installed within walls as practicable. When otherwise installed, they shall be mounted or enclosed
in a chase so as to facilitate cleaning.
6) Owners and/or operators must pass an approved and accredited Food Safety Certification course. Proof of successful completion of
this course is to be furnished at the final inspection.
7) All equipment is to be in place and functional. At the time when the final inspection is requested, the facility shall have all utilities
operational and all refrigeration shall have an ambient air temperature of38"F or below and shall be equipped with a thermometer
accurate to+/-2"F in the warmest section of the unit.
8) Seal all cracks, gaps and crevices in counters, cabinets, around metal flashing, sink backsplashes, around pipes and conduits with
silicone sealant.
9) AN AIR BALANCE REPORT IS REQUIRED IF THE FACILITY HAS VENTILATION HOODS.
10) ANY FOOD PROCESSING AREAS MUST BE COMPLETELY ENCLOSED. OPERABLE WINDOWS. MOVEABLE
WALL PANELS, GARAGE ROLL-UP DOORS, OR OTHER MEANS OF RENDERING FOOD PROCESSING AREAS
NOT FULLY ENCLOSED ARE NOT APPROVED.
11) Be advised, applicable jurisdiction requirements that result in changes to approved plans may require revisions to the
Department of Environmental Health plans.

Introduction:
This Owner's Project Requirements (QPR) document details the functional requirements of the
project and expectations of the building use and operation as it relates to systems being commissioned.
This document describes the physical and functional building characteristics desired by the owner and
establishes performance and acceptance criteria. This QPR will be used to develop the Basis of Design
(BOD) during the design process. This OPR cites specific performance and achievement criteria whenever
this criterion is known to reflect best current practice and minimum acceptable standards. However, many
of the specific baseline benchmarks are not cited herein in anticipation of their development by the design
team.

Introduction:
This Basis of Design (BOD) describes the building systems to be commissioned and captures the
project factors that contribute to decisions about envelope, mechanical, lighting, plumbing and irrigation
design recommendations. Created as a design criterion, the BOD outlines design specifications and system
descriptions for the systems to be commissioned. The BOD documents the concepts on which systems are
based, the methodology used to approach the design. The design team developed the BOD to describe
how the building systems design meets the Owner's Project Requirements (OPR), and reasoning behind
why the systems were selected. The OPR document details the functional requirements of the project and
expectations of the building use and operation as it relates to systems being commissioned. The BOD,
though most effective when developed early in the project design, can be updated, when necessary,
throughout the design process.
The specific requirements for mechanical, electrical and plumbing systems are described below
and in the design documents which contain criteria pertinent to these systems. The BOD records concepts,
design assumptions, important calcu lations, decisions, product selection, rationale, and other applicable
regulations, standards and guidelines that the design incorporates to satisfy the OPR. These specifications
are based on institutional knowledge including years of designing and operating such facilities but are not
intended to supersede state and local codes. The project will comply with industry standards and
requirements for general construction, energy use, accessibility and fire life safety. In addition, the project
shall comply with relevant applicable local codes and sustainability initiatives, if applicable.

Operations & Maintenance:
The staff that will be operating the building after completion have experience with building O&M
requirements. The contractor is to provide training on all building systems. The O&M staff will have to be
trained to operate all systems with which they are not familiar and/or enter into maintenance agreements
for same. The O&M staff will also be trained with the system to monitor the buildings' systems and
respond to notifications that indicate operating parameters if they move outside of the design criteria.
