Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
These corrections are in response to items not fully addressed or as the
result of information provided, the text in bold print indicates the
unresolved issue.
1. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code. The plans are still not signed.
12. Show that passageways leading to sanitary facilities have required clear access
widths, per Section 1115B.5. Show that all doorways have:
a) >32" clear opening.
b) A clear area:
i) >60" in the direction of the door swing. The required door
clearance on the push side of the door is a minimum of 44"
please revise the plans for the women's restroom.
c) All strike edge clearance dimensions are required to be met (i.e. 18" strike
edge distance).
15. Show that the water closet is located in a space, per Section 1115B.3.2.3, which
provides:
a) A minimum side clearance of either:
b) A clear space in front of the water closet measuring 60" wide by 48" in front.
Section 1115B.4.1.2. A minimum of 48"x60" is required with the door
not to encroach into the required clear floors space. Please revise the
men's restroom.

16. Doors shall not swing into the clear floor space required for any fixture but may
swing into that portion of the maneuvering space which does not overlap the
required clear floor space. Maintain the required clearances at the lavatory/water
closet without the entry door swinging into those areas. Section 1115B.3.2.2. The
men's restroom does not comply. Please correct the plans.
17. If showers are proposed, show or note compliance with the following requirements,
per Section 1115B.4.4:
a) Size and Clearance. Accessible showers shall comply with one of the
following:
i) Roll-in shower 60 inches minimum in width between wall surfaces
and 30 inches in depth with a full opening width on the long side.
Shower compartment size and clear floor space shall comply with
Figure 11B-2A. The plans show the wrong size shower, please
correct the plans.
To speed up the review process, note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet, note or detail number,
calculation page, etc.

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Code sections cited are based on the 2010 CBC, which adopts the 2009 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2009 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e.. plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

with the current Codes. The following are the correct current Codes:
a) The 2010 edition of the California Building Code (CBC) adopts the 2009
International Building Code (IBC) and the 2010 California Amendments.
b) The 2010 edition of the California Electrical Code (CEC) adopts the 2005
National Electrical Code (NEC) and the 2008 California Amendments.
c) The 2010 edition of the California Mechanical Code (CMC) adopts the
2006 Uniform Mechanical Code (UMC) and the 2009 California
Amendments.
d) The 2010 edition of the California Plumbing Code (CPC) adopts the 2006
Uniform Plumbing Code (UPC) and the 2009 California Amendments.
e) The 2010 edition of the California Fire Code (CFC) adopts the 2009
Uniform Fire Code (UFC) and the 2007 California Amendments.
f) The 2008 edition of the California Energy Efficiency Standards.
3. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:
• Occupancy Classification(s) a "B" occupancy.
• Occupant Load based on 1 occupant per 50 sf in the studio and 1 per
100 sf all other areas.
4. A tactile sign stating "EXIT" and complying with ICC A117.1 shall be provided
adjacent to each door to an egress stairway, an exit passageway and the exit
discharge. Section 1011.3.

5. Please provide notes on the plans to show the suspended ceilings in Seismic
Design Categories D, E & F comply with ASCE 7-05 Section 13.5.6.2.1 as
follows:
a) All ceilings shall use a Heavy Duty T-bar grid system.
b) The width of the perimeter supporting closure angle shall be not less than
2 inches.
c) In each orthogonal horizontal direction, one end of the ceiling grid shall be
attached to the closure angle.
d) The other end in each horizontal direction shall have a %" clearance from
the wall and shall rest upon and be free to slide on a closure angle or a
listed assembly.
e) Ceiling areas over 1,000 ft.2 must have horizontal restraint wires (typically
restraint would consist of four 12 gauge wires splayed 90° to each other
and sloped 45° to the horizontal, spaced 12" o.c.).
f) Ceilings without rigid bracing must have 2" oversize trim rings for
sprinklers and other ceiling penetrations.
6. Please note in the general wiring notes on the plans "AC Cable is not allowed in
A, B, E, H, F, M, S and I occupancies. NM cable is restricted (without City
approval) to one and two family dwellings. Note on plans that an equipment
ground conductor is to be installed in all flexible conduits".
7. Please have the principle designer check the appropriate box(s) and complete
the Statement of Compliance System Acceptance section of the LTG-1-C part 4
of 4 documents.
8. Provide separate restroom facilities for each sex as per UPC, Section 412.1.
9. Hot water supplied to a public use lavatory is limited to a maximum temperature
potential of 120 degrees by a device that conforms to ASSE 1070 or CSA
B125.3; please provide the manufacturer's listing showing compliance. Detail
how this temperature limitation is achieved. The water heater thermostat may not
be used for compliance with this Code section. UPC 413.1 & UPC 414.
10. Provide the following information concerning the water heater:
• Provide combustion air design: Show opening sizes and routing of ducts.
UPC 507.0
• Detail the water heater vent installation: Size, routing, slope, and termination
location (Minimum 8' from vertical surfaces). UPC 510.0.
Note : When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to comply
with all of the requirements for new buildings, per Section 1134B.2. These requirements

a) The area of specific alteration, repair or addition must comply as "new"
construction.
b) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
c) Existing sanitary facilities that serve the remodeled area must be shown to
comply with all accessibility features.
11. Please revise the men's / women's restrooms to be fully disabled accessible.
12. Show that passageways leading to sanitary facilities have required clear access
widths, per Section 1115B.5. Show that all doorways have:
a) >32" clear opening.
b) A clear area:
i) >60" in the direction of the door swing.
c) All strike edge clearance dimensions are required to be met (i.e. 18" strike
edge distance).
13. Note that the doorways leading to sanitary facilities shall be identified, per Section
1115B.6, as follows:
a) An equilateral triangle W thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
b) A circle YA" thick, 12" in diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adjacent to the latch
outside of the doorways leading to the sanitary facilities, per Section
1117B.5.1.
14. Show a sufficient space in the toilet room for a wheelchair to enter the room and
close the door, per Section 1115B.3.2. The space is required to be:
a) >60" diameter.
b) A T-shaped space as shown in Figure 11 B-12(a) and (b).
c) Doors are not permitted to encroach into this space by more than 12
inches.
15. Show that the water closet is located in a space, per Section 1115B.3.2.3, which
provides:
a) A minimum side clearance of either:

i) >28" from a fixture. This clearance shall extend all the way to the
rear wall. Section 1115B.4.1.1. This will generally require the toilet
room to be 7' wide (along the rear wall) by 6-6" in the other direction.
ii) >32" from a wall on one side. This clearance shall extend all the way
to the rear wall.
b) A clear space in front of the water closet measuring 60" wide by 48" in front.
Section 1115B.4.1.2.
16. Doors shall not swing into the clear floor space required for any fixture but may
swing into that portion of the maneuvering space which does not overlap the
required clear floor space. Maintain the required clearances at the lavatory/water
closet without the entry door swinging into those areas. Section 1115B.3.2.2.
17. Show that accessible lavatories comply with the following, per Sections 1115B.4.3:
a) >30" x 48" clear space is provided in front for forward approach. The clear
space may include knee and toe space beneath the fixture.
b) When lavatories are adjacent to a side wall or partition, there shall be a
minimum of 18" to the center line of the fixture to the wall.
c) The counter top is £34" maximum above the floor.
d) >29" high, reducing to 27" at a point located 8" back from the front edge.
e) >9" high x 30" wide and 17" deep at the bottom.
f) Hot water pipes and drain lines are insulated.
18. Show that grab bars comply with the following, per Section 1115B.4:
a) Grab bars shall be located on each side or one side and the back of the
water closet stall or compartment.
b) They shall be securely attached 33" above the floor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab
bar may be installed as high as 36".
c) Grab bars at the side shall be located:
i) 15" to 16>2" (±1") from the center line of the water closet stool,
ii) Be >42" long with the front end positioned 24" in front of the stool,
iii) Total length of bars at the back shall be >36".
d) The diameter, or width, of the grab bar gripping surface is >1%" but <11/2n,
or the shape shall provide an equivalent gripping surface.
e) If mounted adjacent to a wall, the space between the wall and the grab bar
shall be 11/2".
19. If showers are proposed, show or note compliance with the following requirements,
per Section 1115B.4.4:

a) Size and Clearance. Accessible showers shall comply with one of the
following:
i) Roll-in shower 60 inches minimum in width between wall surfaces
and 30 inches in depth with a full opening width on the long side.
Shower compartment size and clear floor space shall comply with
Figure 11B-2A.
ii) Alternate roll-in shower 60 inches minimum in width between the wall
surfaces and 36 inches in depth with an entrance opening width of
36 inches minimum. Shower compartment size and clear floor space
shall comply with Figure 11B-2B.
iii) Alternate roll-in shower 60 inches minimum in width between the wall
surfaces and 36 inches in depth as long as the entrance opening
width is a minimum of 36 inches. Shower compartment size and
clear floor space shall comply with Figure 11B-2C.
b) Threshold in roll-in type showers shall be 1/4 inch in high maximum and shall
comply with Section 1124B.2.
c) Orientation. Where within the same functional area/two or more accessible
showers are provided, there shall be at least one shower constructed
opposite hand from the other or others (i.e., one left-hand control versus
right-hand control).
d) Water controls shall be of a single-lever design, operable with one hand,
and shall not require grasping, pinching or twisting of the wrist. The center
line of the controls shall be located at 40 inches above the shower floor.'
i) Controls in a 60-inch minimum by 30-inch minimum shall be located
on the back wall of the compartment adjacent to the seat and the
centerline of the controls shall be within a range of no less than 19
inches and no more than 27 inches from the seat wall as shown in
Figure 11B-2A.
ii) Controls in a 60-inch minimum by 36-inch minimum alternate roll-in
shower shall be located on the side wall of the compartment
adjacent to the seat and the centerline of the controls shall be within
a range of no less than 19 inches and no more than 27 inches from
the seat wall as shown in Figure 11B-2B.
iii) Controls in a 60-inch minimum by 36-inch minimum alternate roll-in
shower with optional enclosure shall be located on the back wall of
the compartment adjacent to the seat and the centerline of the
controls shall be within a range of no less than 19 inches and no
more than 27 inches from the seat wall as shown in Figure 11B-2C.
e) A flexible hand-held shower unit is required with at least a hose 60 inches
long that can be both used as a fixed shower head and hand held. This unit
shall be mounted such that the top of the mounting bracket is a maximum
of 48 inches above the shower floor.

i) The hand held sprayer unit a 60-inch minimum by 30-inch minimum
shall be located on the back wall of the compartment adjacent to the
seat and the centerline of the controls shall be within a range of no
less than 19 inches and no more than 27 inches from the seat wall
as shown in Figure 1.1 B-2A
ii) The hand held sprayer unit in a 60-inch minimum by 36-inch
minimum alternate roll-in shower shall be located on the side wall of
the compartment adjacent to the seat and the centerline of the
controls shall be within a range of no less than 19 inches and no
more than 27 inches from the seat wall as shown in Figure 11B-2B.
iii) The hand held sprayer unit in a 60-inch minimum by 36-inch
minimum alternate roll-in shower with optional enclosure shall be
located on the back wall of the compartment adjacent to the seat
and the centerline of the controls shall be within a range of no less
than 19 inches and no more than 27 inches from the seat wall as
shown in Figure 11B-2C.
f) Two wall-mounted heads may be installed in lieu of the hand-held unit in
areas subject to excessive vandalism. (Except within guest room and suites
of hotels, motels and similar transient lodging establishments) Each shower
head shall be installed so that it can be operated independently of the other
and shall have swivel angle adjustments both vertically and horizontally.
One head shall be located at a height of 48 inches above the floor.
g) The floor slope shall be a maximum of 2% in any direction. Where drains
are provided, the grate shall have openings % inch maximum and located
flush with the floor surface.
h) Indicate on the plans a folding seat, located on the wall adjacent to the
controls, 18" above the floor and shall not extend more than 6 inches from
the wall. The seat dimensions and mounting position shall comply with
Figures 11B-2A, 11B-2B, 11B-2C.
i) Grab bars complying with Section 1115B.4.4.8 shall be located:
i) On walls adjacent to and opposite the seat,
ii) Mounted >33" but <36" above the shower floor.
iii) Grab bars shall not extend into that portion of the wall over the seat.
See Figures 11B-2A, 11B-2B, 11B-2C
j) The soap dish when provided shall be located on the control wall £40"
above the shower floor and within reach limits from the seat. Section
1115B.4.4.9.
k) Enclosures when provided for shower compartments shall not obstruct
controls or obstruct transfer from wheelchairs onto the shower seat.

MECHANICAL MANDATORY MEASURES: NONRESIDENTIAL MECH-MM
Equipment and System Efficiencies
§111:Any appliance for which there is a California standard established in the Appliance Efficiency Regulations will comply
with the applicable standard.
§115(a): Fan type central furnaces shall not have a pilot light.
§123:Piping, except that conveying fluids at temperatures between 60 and 105 degrees Fahrenheit, or within HVAC
equipment, shall be insulated in accordance with Standards Section 123.
§124:Air handling duct systems shall be installed and insulated in compliance with Sections 601, 602, 603, 604, and 605 of
the CMC Standards.
Controls
§122(e): Each space conditioning system shall be installed with one of the following:
1A. Each space conditioning system serving building types such as offices and manufacturing facilities (and all others not
explicitly exempt from the requirements of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for up to 4 hours. The time switch
shall be capable of programming different schedules for weekdays and weekends and have program backup
capabilities that prevent the loss of the device's program and time setting for at least 10 hours if power is interrupted; or
1B. An occupancy sensor to control the operating period of the system; or
1C. A 4-hour timer that can be manually operated to control the operating period of the system.
2.Each space conditioning system shall be installed with controls that temporarily restart and temporarily operate the
system as required to maintain a setback heating and/or a setup cooling thermostat setpoint.
§122(g):
Each space conditioning system serving multiple zones with a combined conditioned floor area more than 25,000
square feet shall be provided with isolation zones. Each zone: shall not exceed 25,000 square feet; shall be provided
with isolation devices, such as valves or dampers that allow the supply of heating or cooling to be setback or shut off
independently of other isolation areas: and shall be controlled by a time control device as described above.
§122(c):Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable setpoint stops accessible only to
authorized personnel.
§122(b):Heat pumps shall be installed with controls to prevent electric resistance supplementary heater operation when the
heating load can be met by the heat pump alone
Each space conditioning system shall be controlled by an individual thermostat that responds to temperature within the
zone. Where used to control heating, the control shall be adjustable down to 55 degrees F or lower. For cooling, the
§122(a&b): control shall be adjustable up to 85 degrees F or higher. Where used for both heating and cooling, the control shall be
capable of providing a deadband of at least 5 degrees F within which the supply of heating and cooling is shut off or
reduced to a minimum.
Ventilation
§121(e):Controls shall be provided to allow outside air dampers or devices to be operated at the ventilation rates as specified
on these plans.
§122(f):All gravity ventilating systems shall be provided with automatic or readily accessible manually operated dampers in all
openings to the outside, except for combustion air openings.
Ventilation System Acceptance. Before an occupancy permit is granted for a newly constructed building or space, or a
