Dear Sherry,
Thank you for taking the time to discuss an agreement
made between a Seller of a property in Carlsbad and the
city of Carlsbad itself regarding the undergrounding of
utility wires.
As I understand it, the seller agreed to an
assessment in exchange for a building, permit for the
subject property. This created a lien on the property.
The property is now transferng ownership, and the seller
has negotiated with the city of Carlsbad to pay $5000 to
have the lien removed.
As a result of this settlement, this property and the
new owner will not be reassessed in the future for the
purpose of undergrounding the utility wires,
Based on our conversation today, this is my
understanding of the situation.

Subject: Foundation Recommendations
TO WHOM IT MAY CONCERN: -
At the request of Mr Mark Hagenson, I have conducted a site review
and limited-soils investigation of the site referenced above. A second
residentialstructure iropoed to the rear of the existing SFR.
The site is nearly level and limited grading will be necessary to
accomodate the proposed construction
Several excavations were hand dug to a depth of 3 feet in the area
of the proposed construction Relative compaction testing was perform-
ed at .various levels. Rpreseritative soil samples-'have been obtained
from the site and laboratory testing has been performed on these sam-
ples in order to evaluate pertinent soil characteristics and provide
recommendations for your proposed construction.
Based upon laboratory. testing and my experience with similar soils
and type projects, I am making the following development recommenda-
tions.
A coefficient of friction of 0.45 may be assumed for resistance to
sliding between concrete and soil.
i. The anticipated total and/or differential settlements for the proposed
structures may be considered to be within tolerable limits provided
the recommendations presented in this report are followed.
The passive earth pressure of properly compacted fill-soils or undis-
turbed soils may be assumed to be equivalent to a fluid pressure of
460 psf. '
- Minimum foundation shall be 12 inches wide and founded 18 inches below
grade and shall have two #4 bars of reinforcing steel. One bar shall
be placed 4 inches below the top of foundation and the other bar shall'
be placed 4 inches from the bottom of foundation. These recommenda-
tions are based upon soil characteristics only and do not reflect
any possible design considerations imposed by building design which
might increase these recommendations. The proposed foundations may
1. be designed utilizing an allowable bearing pressure of 1800 lb/sf.
This value may be increased by 1/3 for, the design of loads that in-
clude wind and seismic levels.

It is the responsibility of the Developer or their representative
to ensure that the information and recommendations contained herein
are brought to the attention of the Engineer and Architect for the
project and incorporated into the project plans and specifications.
It is further their responsibility to take the necessary measures
to insure that the contractor and his subcontractors carry out such
recommendations during construction.
