Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering and
Fire Departments.
Bring TWO corrected set of plans and calculations/reports to EsGil, 9320 Chesapeake
Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of
plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil is complete.

Each sheet of the plans must be signed by the person responsible for their
preparation, even if there are no structural changes. California State Law.
2. Please provide evidence of application with the County of San Diego
Environmental Health Food and Housing Division.
Please provide a minimum plumbing facilities calculation. Currently, this A-2
occupancy has a calculated occupant load of 157 /2 = 78 per gender. CPC
Table 422.1 requires 2 male water closets along with the urinal and lavatory
already shown. Please revise restroom layout to accommodate an additional
male water closet. CPC 422.1.
ACCESSIBILITY
The following disabled access items are taken from the 2016 edition of California Building
Code. Per Section 1.9.1.2, all privately funded public accommodations and commercial
facilities shall be accessible to persons with disabilities.
Where existing elements or spaces are altered, each altered element or space shall
comply with applicable requirements of Division 2, including CBC section 11 B-202.4. CBC
section 11 B-202.4 states that when alterations or additions are made to existing buildings,
an accessible path of travel to the specific area of alteration shall be provided. See
exceptions to 11 B-202.4. If it is known that the accessible path of travel has already been
improved during this or the previous code cycle, please note the permit numbers on the
plans and update the scope of work to state that the accessible path of travel meets
current standards based on work previously done.

minimum in length shall be provided in compliance with Section IIB-902.3.
7. Please clearly show the location of the baby changing stations on the restroom
details of sheet A3. It is unclear if they are located in compliance with 11 B-226.4.

11. Provide a section view of all new interior partitions. Show:
Manufacturer and approval number of metal studs or indicate "to be ICC
approved".
Method of attaching top and bottom plates to structure. (NOTE: Top of
partition must be laterally braced to roof or floor framing above, unless
suspended ceiling has been designed for partition lateral load).
C) Show height of partition and suspended ceiling, and height from the floor
to the underside of the floor/ceiling above.
12. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor--
ceilings and roof-ceilings shall be protected as required in IBC Section 714."
. MECHANICAL! ELECTRICAL! PLUMBING
13. Show on the plans how the installation of new mechanical equipment on the roof
will meet the seismic design requirements of ASCE 13.2.1 general design, 13.4
anchorage, and applicable section of 13.6 unless exempted by 13.1.4.
14. Show on the plans that the existing structural framing is sufficient to support the
weight of the new RTU being installed. CIVIC 303.8.
15. A GFCI protected receptacle outlet is required within 25 feet and on the same
level as the mechanical equipment (heating, air-conditioning, and refrigeration
equipment). Please include on the plans. NEC 210.63.

16. Show details of the hood bracing and support connections to the structure
above, including hardware and fastener type and size and material being
supported from. CIVIC 510.1.6,
a) Provide structural calculations to show that the existing ceiling/roof
framing is adequate to support the weight of the.hood and make-up air
systems in excess of 400 pounds. ASCE 13.1.4 (6) c.i.

b) Hoods shall be secured in place to resist the lateral loads given in the
California Building Code, Title 24, Part 2 by non-combustible supports.
17. Show exhaust airflow calculations based on the manufacturer installation
instructions for all equipment being installed under each hood and the required
replacement/make-up air for each hood, if required. Include an air balance
schedule. If required, the exhaust and make-up air systems shall be connected
by an electrical interlocking switch. UMC 511.2 and 511.3
18. Deep-fat fryers shall be installed with not less than a 16" space between the fryer
and surface flames from adjacent cooking equipment. CIVIC 515.1.1.3.
a) Where a steel or tempered glass baffle plate is installed not less than 8
inches (203 mm) in height between the fryer and surface flames of the
adjacent appliance, the requirement for a 16" space shall not apply.
19. Note on the plans, "Deep-fat fryers shall be equipped with a separate high-limit
control in addition to the adjustable operating control (thermostat) to shut off fuel
or energy where the fat temperature reaches 475°F (246°C) at 1 inch below the
surface".
20. Provide a detail for the condensate drain showing adequate fall, sized per CIVIC
Table 310.3, trap, vent, cleanout, and draining into an indirect waste receptor or
lavatory tail piece within the same space being conditioned. CIVIC 310.
. WALK IN COOLER
21. Provide the manufacturer standard plans and installation instructions/listing
information for the cooler walls and refrigeration equipment being proposed.

Show electrical loads and show that the equipment meets UL 471 and
427.
Show connection details for corners and roof including fasteners.
Show foam thickness and flame-spread information.
22. Refrigerated Spaces that are less than 3,000 square feet shall meet the
requirements of the Appliance Efficiency Regulations for walk-in coolers or
freezers contained in the Appliance Efficiency Regulations (California Code of
Regulations, Title 20, Sections 1601 through 1608). Note on the plans whether
this installation meets these requirements. CEC 120.6 (a)
23. Will there be or is there a floor drain within the cooler? CPC 801.3.2.
24. Please note or show that all electrical penetrations into the cooler shall be sealed
per section 300-7 of the NEC.

26. This cooler is installed within a building of type II construction. This is allowed for
coolers that are less than 1,000sf and lined on both sides with non-combustible
material in a sprinklered building. Please show compliance. CBC 603.1
exception 6.
27. Refrigeration systems shall be protected by a pressure-relief device or other
approved means to safely relieve pressure due to fire or abnormal conditions.
Show on the plans the proposal for pressure relief. CIVIC 1112. 1.
28. Show the location of the transformer disconnect. If remote, please show that the
transformer disconnect will be lockable and the location of the disconnect will be
labeled at the transformer. NEC 450.14.
29. Show that the transformer will have a 12" separation from combustible
construction in compliance with NEC 450.21.
29. Hot water recirculating loop systems requirements: Detail the following:
The installation of an air release valve on the inlet side of the recirculation
pump, within 4' of the pump.
A check valve is required between the recirculating pump and the water
heating equipment to prevent the hot water from flowing backwards
through the recirculation loop.
A check valve is required on the cold water supply line between the hot
water system and the next closest tee on the cold water supply line. (See
CPC 608.3 for expansion tank requirements.)
30. Please show on the plumbing plan that the drainage piping is vented by means
of one or more vent pipes with an aggregate cross-sectional area that is not less
than that of the sewer pipe. CPC 904.1.
. ENERGY
31. The installed vs allowed lighting numbers are non-compliant. Installed must be
less than allowed in order to be compliant. Please clarify and revise.
NON-RESIDENTIAL GREEN BUILDING STANDARDS
(Additions and Alterations)
The California Building Standards Commission (BSC) has adopted the Green Building
Standards Code and must be enforced by the local building official. The Green Building
Standards apply to nonresidential additions or tenant improvements throughout
California. These standards apply to nonresidential additions of 1,000 sq. ft. or
larger or alterations (tenant improvements) with a value of $200,000 or more.
CGC Section 301.3. Provide a sheet on the plans labeled "Green Building Code
Requirements" and include the following notes as applicable.

Waste management. Note on the plans that the contractor must submit to the
Engineering Department or other Agency that regulates construction waste
management a Waste Management Plan that outlines the items listed in CGC
Section 5.408.1.1.
Recycling. Note on the plans that a minimum of 65% of construction waste is to
be recycled and/or salvaged. CGC 5.408.1. Documentation shall be provided to
the enforcing agency which demonstrates compliance. CGC Section 5.408.1.4.
Waste reduction. Note on the plans that 100% of trees, stumps, rocks, and
associated vegetation and soils primarily from the construction will be reused or
recycled. CGC 5.408.3.
Documentation. Note on the plans that a building "Systems Manual" as listed in
CGC Section 5.410.2.5 shall be delivered to the building owner or representative
and the facilities operator. Further, note on the plans that the "Systems Manual"
shall contain the required features listed in CGC Section 5.410.2.5.1.
Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
5.504.3.
Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 5.504.4 and Tables 4.504.1, 5.504.4.1 5.504.4.2,
5.504.4.3 and 5.504.4.5 for: Adhesives, Sealants, Paints and Coatings, Carpet
and Composition Wood Products. CGC 5.504.4.
Pollutant control. Note on the plans that mechanically ventilated buildings shall
provide regularly occupied areas with air filtration media for outside and return air
that provides at least a Minimum Efficiency Reporting Value (MERV) of 8.
MERV 8 filters shall be installed prior to occupancy. CGC Section 5.504.5.3.
Pollutant control. Note on the plans that where outdoor areas are provided for
smoking, such areas are prohibited within 25' of building entries, windows and
outdoor air intakes. Signage shall be posted to inform occupants of the
prohibitions. CGC Section 5.504.7.
Environmental comfort. Note on the plans that wall and floor assemblies
separating tenant spaces (and tenant spaces from public spaces) shall have an
STC of at least 40. CGC Section 5.507.4.3.
Environmental comfort. Wall and roof assemblies exposed to noise sources
shall have an STC rating of at least 50, with exterior windows having a minimum
STC of 40 in the following locations, per CGC Section 5.507.4.1:
a) Within the 65 CNEL noise contour of a freeway, railroad or industrial.

Site Development Mandatory
5.106.1 Storm water pollution prevention plan. For projects of one acre or less, develop a Storm
Water Pollution Prevention Plan (SWPPP) that has been designed specific to its site, conforming to (x)
the State Storm water NPDES Construction Permit or local ordinance, whichever is stricter, as is
required for projects over one acre. The plan should cover prevention of soil loss by storm water
run-off and/or wind erosion, of sedimentation and/or of dust/particulate matter air pollution.
5.106.4 Bicycle parking and changing rooms. Comply with Sections 5.106.4.1 and 5.106.4.2; or (x)
meet local ordinance, whichever is stricter.
5.106.4.1 Short-Term bicycle parking. If the project is expected to generate visitor traffic, provide
permanently anchored bicycle racks within 200 feet of the visitor's entrance, readily visible to (x)
passers-by, for 5 percent of visitor motorized vehicle parking capacity, with a minimum of one two-
bike capacity rack.
5.106.4.2 Long Term bicycle parking. For buildings with over 10 tenant-occupants, provide secure
bicycle parking for 5 percent of tenant-occupied motorized vehicle parking capacity, with a minimum (x)
of one space.
5.106.5.2 Designated parking. Provide designated parking for any combination of low emitting,
fuel-efficient and carpool/van pool vehicles as shown in Table 5.106.5.3.1. (x)
5.106.8 Light pollution reduction. Comply with lighting power requirements in the California
Energy Code and design interior lighting such that zero direct-beam illumination leaves the building (x)
site. Meet or exceed exterior light levels and uniformity ratios for lighting zones 1-4 as defined in
Chapter 10 of the California Administrative Code, using the following strategies:
Shield all exterior luminaries or use cutoff luminaries (x)

Indoor Water Use
5.303,1 Meters. Separate meters shall be installed for the uses described in Sections 503.1 .1 (x) through 503.1.3.
5303.1.1 Buildings in excess of 50,000 square feet. Separate sub-meters shall be installed as
follows:
For each individual leased, rented, or other tenant space within the building projected to (x)

For spaces used for laundry or cleaners, restaurant or food service, medical or dental office,

5.303 Percent savings. A schedule of plumbing fixtures and fixture fittings that will reduce the
overall use of potable water within the building by 20 percent shall be provided (Calculate (x)
savings by Water Use Worksheets or utilize Table 5.303.2.3).
5.303.2.1 Multiple showerheads serving one shower. When single shower fixtures are
served by more than one showerhead, the combined flow rate of all the showerheads shall not (x)
exceed the maximum flow rates specified in the 20 percent reduction column contained in
Table 5.303.2.3 or the shower shall be designed to allow only one showerhead to be in
operation at a time.
5.303.6 Plumbing fixtures and fittings. Plumbing fixtures (water closets
and urinals) and fittings (faucets and showerheads) shall comply with the requirements listed As applicable
for each type in items listed in Table 5.303.6.

Outdoor Water Use
5.304.1 Water Budget. A water budget shall be developed for landscaping irrigation use. (x)
5.304.2 Outdoor potable water use. For new water service, separate meters or submeters
shall be installed for indoor and outdoor potable water use for landscaped areas between
1,000 and 5,000 square feet. (x)
5.304.3 Irrigation design. In new nonresidential projects with between 1,000 and 2,500
square feet of landscaped area (the level at which the MLO applies), install irrigation controllers
and sensors which include the following criteria and meet manufacturer's recommendations.
5.304.1.1 Irrigation controllers. Automatic irrigation system controllers installed at the time of
final inspection shall comply with the following:

irrigation in response to changes in plant's needs as weather conditions change. Construction Waste Management Plan

authority within the city.
5.408.1.4 Documentation. Provide documentation of the waste management plan (see form (x) B-59) that meets the requirements listed in Section 5.408.1.1 thru 5.408.1.3 and the plan is
accessible to the enforcement authority.
5.408,3 Construction waste. Recycle and/or salvage for reuse a minimum of 50 percent of
nonhazardous construction and demolition debris or meet local ordinance, whichever is more

5.410.1 Recycling by occupants. Provide readily accessible areas that serve the entire
building and are identified for the depositing, storage and collection of nonhazardous materials (x)

5.410.2 Commissioning. For new buildings 10,000 square feet and over, building (x)
commissioning for all building systems covered by 124, Part 6, process systems and
renewable energy systems shall be included in the design and construction processes of the
building project. Commissioning requirements shall include items listed in Section 5.41 0.2. -
5.410.2.6 (x)
5.410.2.1 Owner's Project Requirements (OPR). Documented before the design phase of
the project begins the OPR shall include items listed in Section 5.410.4. (x)
5.41 0.2.2 Basis of Design (BOD). A written explanation of how the design of the building
systems meets the OPR shall be completed at the design phase of the building project and
updated periodically to cover the systems listed in Section 5.410.2.2. (x)
5.410.2.3 Commissioning plan. A commissioning plan describing how the project will be
commissioned shall be started during the design phase of the building project and shall include
items listed in Section 5.410.2.3. (x)
5.410.2.4 Functional performance testing shall demonstrate the correct installation and
operation of each component, system and system-to-system interface in accordance with the (x)
approved plans and specifications.
5.410.2.5 Documentation and training. A Systems manual and systems operations training
are required. (x)
5.410.2.5.1 Systems manual. The systems manual shall be delivered to the building owner or
representative and facilities operator and shall include the items listed in Section 5.410.2.5.1. (x)
5.410.2.5.2 Systems operations training. The training of the appropriate maintenance staff
for each equipment type and/or system shall include items listed in Section 5.410.2.5.2. (x)
5.410.2.6 Commissioning report. A complete report of commissioning process activities
undertaken through the design, construction and reporting recommendations for post
construction phases of the building project shall be completed and provided to the owner or
representative.
5.410.4 Testing and adjusting. Testing and adjusting of systems shall be required for (x)
buildings less
than 10,000 square feet.
5.410.4.2 Systems. Develop a written plan of procedures for testing and adjusting systems. (x)
Systems to be included for testing and adjusting shall include, as applicable to the project, the
systems listed in Section 5.410.3.2. (x)
5.410.4.3 Procedures. Perform testing and adjusting procedures in accordance with industry
best practices and applicable national standards on each system. (X)
5.410.4.3 HVAC balancing. Before a new space-conditioned system serving a building or
space is operated for normal use, the system should be balanced in accordance with the
procedures defined by national standards listed in Section 5.410.3.3.1. (x)

5.503.1.1 Woodstoves. Woodstoves shall comply with US EPA Phase II emission limits. (x)
Weather Resistance and Moisture Management
5.407.1 Weather protection. Provide a weather-resistant exterior wall and foundation envelope
as required by California Building Code Section 1403.2 and California Energy Code Section 150, (x)

5.504.3 Covering of duct openings and protection of mechanical equipment during

component openings shall be covered with tape, plastic, sheet metal or other methods to reduce

5.504.5.3 Filters. In mechanically ventilated buildings, provide regularly occupied areas of the
building with outside and return air prior to occupancy that provides at least a MERV of 8.
5.504.4 Finish material pollutant control. Finish materials shall comply with Sections 5.504.4.1
through 5.504.4.6
5.504.4.1 Adhesives, sealants, caulks. Adhesives and sealants used on the project shall meet
the requirements of the following standards: (x)
Adhesives, adhesive bonding primers, adhesive primers, sealants, sealant primers and
caulks shall comply with local or regional air pollution control or air quality management
district rules where applicable or SCAQMD Rule 1168 VOC limits as shown in Tables
5.504.4.1 and 5.504.4.2.
Aerosol adhesives and smaller unit sizes of adhesives and sealant or caulking
compounds (in units of product, less packaging, which do not weigh more than one pound
and do not consist of more than 16 fluid ounces) shall comply with statewide VOC
standards and other requirements, including prohibitions on use of certain toxic
compounds, of California Code of Regulations, Title 17, commencing with Section 94507.
5.504.4.3 Paint and coatings. Architectural paints and coatings shall comply with Table 5.504.4.3
5.504.4.3.1 Aerosol paints and coatings. Aerosol paints and coatings shall meet the Product-
Weighted MIR limits for ROC in Section 94522 (a)(3) and other requirements, including prohibition
on use of certain toxic compounds and ozone depleting substances (CCR, Title 17, Section 94520
et seq.).
5.504.4 Carpet systems. All carpet installed in the building interior shall meet the testing and
product requirements of one of the standards listed in Section 5.504.4.4.
50504.4.4.1 Carpet cushion. All carpet cushion installed in the building interior shall meet the
requirements of the Carpet and Rug Institute Green Label Program.
5.504.4.4.2 Carpet adhesive. All carpet adhesive shall meet the requirements of Table 804.4.1.
5.504.4.5 Composite wood products. Hardwood, plywood, particleboard and medium density
fiberboard composite wood products used on the interior or exterior of the building shall meet the
requirements for formaldehyde as specified in Table 5.504.4.
5.504.4.5.2 Documentation. Verification of compliance with this section shall be provided as
requested by the enforcing agency. Documentation shall include at least one of the following:
Product certification and specifications
Chain of custody certifications
Other methods acceptable to the enforcing agency
5.504.4.6 Resilient flooring systems. Comply with the VOC emission limits defined in the 2009 (x)
CHPS criteria and listed on its Low-emitting Materials List (or product registry) or certified under

5.505.1 Indoor moisture control. Buildings shall meet or exceed the provisions of the California

5.506.1 Outside air delivery. For mechanically or naturally ventilated spaces in buildings, meet the (x)
