Please make all corrections, as requested in the correction list. Submit THREE
sets of plans for residential projects). For expeditious processing, corrected sets
can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Verify final sets of architectural sheets will be signed by designer and that the
structural sheets and any new calculations will be stamped and signed by
engineer and /or architect of record also.
Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2. Unable to find a note indicating whether existing residence has a
sprinkler system.
b) Walls must comply with the following:
If structure is not fire sprinklered then any walls within 3 ft up to 5 ft from
property line must be 1 hour rated and would need to be detailed and
referenced as such. Examples of one hour walls are stucco exterior with
5/8X at interior. Wood siding and cementous type siding (i.e. Hardie
Boards will require additional protection (generally 5/8X under the siding).
If using Hardie siding then please review their listing as they require either
Hardie backer board, 7/16 Titen panels or 5/8X etc. One hour walls are
required to extend from foundation to roof sheathing. Details to include
how one hour wall is to be maintained thru floor framing (if applies) and
how one hour is to be maintained above top plates at roof i.e. double 2x
full depth blocks or full depth block and 5/8X blocks. Please reference
detail 31A1.01 to the plan at new exterior wall at bedroom 2.
9. All hot water piping sized 3/4" or larger is required to be insulated as follows: 1"
pipe size or less: 1" thick insulation; larger pipe sizes require 11/2 ' thick insulation.
Note: In addition, the h/2' size hot water pipe to the kitchen sink is required to be
insulated. ES 150.00)2 Unable to find this noted for new hot water piping.

10. Recheck plans for tempered window locations i.e. within 2 ft of interior/exterior
doors, shower/tub areas, within 5 ft radius of tubs (unless 5 ft above), within 18'
of floor if exceeds 9 sq ft and stairwells if applicable. Section R308.4 4' x 3'
window at existing master bath needs to be tempered as it is within 5' of
the standing surface of the tub.
27. Specify on the plans the following information for the roof materials, per Section
R106.1.1: Manufacturer's name and ICC approval number, or equal. Unable to
find this specified on the plans.
A. The scope of structural work was reduced but some information that is
needed is missing from the structural plan and some information that no
longer applies is still shown on the structural plan. Please revise.
The engineer needs to stamp and sign the revised structural sheet(s).
Provide the new header sizes for moved opening at french doors and
new 4' wide window at bedroom 2.
Provide a detail for new parapet (including bracing) and new roof joist
to wall below shear transfer detail.
Specify roof sheathing and nailing.
The column and ST strap from the previous design are still shown on
the framing plan.
The structural note and typical detail sheets need to be included.
B. It was noticed that the replaced window at the sitting I office does not
comply with the requirements for emergency egress windows in section
R310. (this room is considered a bedroom as it has a closet) or required
natural ventilation in section Section R303.1. Please comply with the
following for this room:
Window must have an openable area of at least 5.7 square feet, with
the minimum openable width 20" and the minimum openable height
24".
The bottom of the clear opening shall not exceed 44" above the floor.
Do not measure to the window sill. This generally applies to
windows that have a height of 3' or less. See the figure below to see
the correct method of measurement.
Minimum openable area of 4% of the floor area of the room.

This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2012 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each

If structure is not fire sprinklered then projections (i.e. eaves/fascia)
must be 1 hour rated on the underside when between two and five feet
from property line. (No projections are allowed closer than 24" to property
line.). Example of one eave protection is stucco, wood siding over 5/8X
drywall, Hardie panels over Titen backer board or 5/8X type drywall, heavy
timber i.e. 2x T&G decking over minimum 4 x 6 roof rafters, 3x fascia.

Walls must comply with the following:

required to extend from foundation to roof sheathing. Details to include
how one hour wall is to be maintained thru floor framing (if applies) and
how one hour is to be maintained above top plates at roof i.e. double 2x
full depth blocks or full depth block and 5/8X blocks.

4. Please revise the section numbers and notes on the plans to match the 2012
International Residential Code (lRC), as adopted in the 2013 California
Residential Code. Type of construction on cover sheet should be VB instead of
UBCVN.
5. Provide stairway and landing details. Section R311.7.
Maximum rise is 7-3/4" and minimum run is 10".
A nosing (between 34" and 1-W) shall be provided on stairways with solid
risers. Exception: No nosing is required if the tread depth is at least 11
inches. Section R311.7.4.3
Open risers are only permitted if the opening between treads does not
permit the passage of a 4" diameter sphere. Section R311.7.4.3
6. Handrails (Section R311.7.7):
Shall be provided on at least one side of each stairway with four or more
risers.
Handrails and extensions shall be 34" to 38" above nosing of treads and
be continuous.
The handgrip portion of all handrails shall be not less than 1-1/4 inches
nor more than 2 inches in cross-sectional dimension. See Section
R311.7.7.3 for alternatives.
Handrails projecting from walls shall have at least 1-1/2 inches between
the wall and the handrail.
Ends of handrails shall be returned or shall have rounded terminations or
bends.
7. Could not determine what some of the key notes were as shown on plans. For
example what is 3 as shown at proposed plan on A1.00? If these are tankless
water heaters then could not locate where energy address this?
8. If applies: Note or provide the following design requirements for any new gas
water heaters installed to serve individual dwelling units: ES 150.0(n)
Gas piping sizing based upon a minimum input of 200,000 btu/hr. Provide
complete gas isometrics to include proposed tankless water heaters. Use
200,000 BTU's for tankless design.
A 120 volt receptacle accessible to the heater installed within 3' of water
heaters.
9. All hot water piping sized W or larger is required to be insulated as follows: 1"
pipe size or less: I" thick insulation; larger pipe sizes require 1W thick insulation.

Specify on the plans: Water conserving fixtures: New water closets shall use no
more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8
GPM, lavatories are limited to 1.5 GPM, and showerheads may not exceed 2.0
GPM of flow. CPC Section 403 and 408.
Specify on the plans that any existing smoke alarms that are more than 10
years old will be replaced. Section R314.3.2.
Show or note that a battery-operated smoke alarms will be provided in all
existing bedrooms, hallways leading to bedrooms and on each floor Section
R314.3.1
Show or note that a battery-operated carbon monoxide alarms will be provided
outside each separate sleeping area in the immediate vicinity of the bedrooms
and on each story, including basements. Section R315.2.
Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California SB407.
. RESIDENTIAL GREEN BUILDING STANDARDS
The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced by the
local building official. The following mandatory requirements for residential construction
must be included on your plans. CGC Section 101.3. The Standards apply to newly
constructed residential buildings, iing, with _add itions/aIteratuons that jpçréàsthj
pJldJg's_conditioned are, volume or size. CGC Section 303.1.1. Provide a sheet on
the plans labeled "Green Building Code Requirements" and include the following
notes as applicable.
Recycling. Note on the plans that a minimum of 50% of construction waste is to
be recycled. CGC 4.408.1.
Recycling. Note on the plans that the contractor shall submit a Construction
Waste Management Plan to the jurisdiction agency that regulates waste
management, per CGC 4.408.2.
Operation and maintenance manual. Note on the plans that the builder is to
provide an operation manual (containing information for maintaining appliances,
etc.) for the owner at the time of final inspection. CGC 4.410.1.

Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
4.504.1.
Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and
4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood
Products. CGC 4.504.2.
Interior moisture control. Note on the plans that concrete slabs will be
provided with a capillary break. CGC 4.505.2.1.
Interior moisture control. Note on the plans that the moisture content of wood
shall not exceed 19% before it is enclosed in construction. The moisture content
needs to be certified by one of 3 methods specified in Section 4.505.3. Building
materials with visible signs of water damage should not be used in construction.
The moisture content must be determined by the contractor by one of the
methods listed in CGC 4.505.3.
Indoor air quality. Note on the plans that bathroom fans shall be Energy Star
rated, vented directly to the outside and controlled by a humidistat. CGC
4.506.1.
Note on the plans that prior to final inspection the licensed contractor, architect
or engineer in responsible charge of the overall construction must provide to the
building department official written verification that all applicable provisions
from the Green Building Standards Code have been implemented as part of the
construction. CGC 102.3.
Show on the plans compliance with the residential energy lighting requirements
for any new lighting proposing .(Mandatory requirement):
In the kitchen at least one-half of the wattage rating of the fixtures must be
high efficacy with non-high efficacy fixtures switched separately. Note:
Approximately 34 of the fixtures will be required to be of the high efficacy
variety.
In bathrooms, garages, laundry rooms, and utility rooms all fixtures must
be high efficacy style or be controlled by a vacancy sensor.
All other rooms require any installed fixtures to be high efficacy or be
controlled by a vacancy sensor or dimmer. (Closets under 70 square feet
are exempt).
Outdoor lighting fixtures that are attached to a building are required to be
high efficacy or controlled by a combination photo-control/motion sensor.
Note: Generally a high efficacy style of fixture is fluorescent, complete with
electronic ballasts. Regular incandescent, quartz halogen, low voltage and
halogen MR lamps do not comply.
