The final results of tests and observations lndlcahl that the compacted filled ground has been
placed at 90 percent of the moxlmum dry density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a 1afe bearing value
of 1930 pounds per square foot f'Or one foot wide continuous footings f'Ounded at a minimum depth
of one foot below finish grade and placed five feet or more Inside the top of compacted filled
ground slopes. If footings are placed closer to the exposed slopes than 5 feet inside the top of
compacted filled ground slopes, these should be deepened one foot below a 1 1/2 horizontal to
1 vertical line profected outward ond downward from a point 5 feet horizontally Inside the top
of compacted filled ground slopes, Tests Indicate that the compacted filled ground Is adequate
to satisfactorily support the proposed wood frame d-lllngs without detrimental settlements,
Expansive clay, silty clay, and sandy clay soils were placed In the upper three feet In certain
compacted fill areas and also exist in the upper three feet below finished grade In certain cut

of 4 Inches of clean sand beneath all concrete slabs, A moisture barrier
should be provided In the sand layer 2 Inches below slabs under llvlng areas,
5, Separate garage slabs from perimeter footings by a 1/2 Inch thickness of con-
struction felt or equivalent, to allow Independent movement of garage slabs
relative to perimeter footings, Assure complete separation by extending the
felt over the full depth of the front thickened edge of the garage slab, Also,
cut off the garage door stops at least 1/2 Inch above the slab,

6. Provide positive drainage away from all perimeter footings ta a horizontal
distance af at least 6 feet outside the house walls.
Type B Lots
Those lots listed os Type B lots should follow all the above-listed recommendations with the two
follawlng exceptions:
1. The continuous footings may be placed at o minimum depth of 18 Inches below
the lo-t adfacent exterior final ground surface rather than the two feet
recommended for Type A lots.
2. Single #4 bon placed os directed (above) near tops and bottoms of all Interior
and e~terlor footings may be substituted for the #5 ban recommended for
Type A lots.
Recanmendatlons 3 to 6, Inclusive, Cl listed for Type A lots, are also applicable to the Type
B lots.
Only nonexpanslve soll conditions were observed In the upper three feet on the Type C lots and
therefore speclally designed footings and slabs wtll not be required on t'-lots.

LEUCADIA COUNTY WATER DISTRICT
APPLICATION FOR SEWER SERVICE
The application must be signed by the owner (or his representative) of the property
to be served. The total charges must be paid to the District at the time the application is
submitted.
APPLICANT MUST SUBMIT EVIDENCE OF BUILDING PERMIT WITHIN 60 DAYS.
FAILURE TO MAKE SUCH SUBMITTAL WILL RESULT IN AUTOMATIC CANCELLATION
OF THE SEWER PERMIT. THE SEWER CONNECTION FEE LESS A $50 ADMINISTRA-
TIVE FEE WILL BE REFUNDED.
A six-month construction period shall be provided and sewer service charges for the bal-
ance of the fiscal year shall be collected at the time of application for sewer permits.
Sewer service charges for subsequent fiscal years shall be collected on the tax roll in the
same manner as property taxes. If the six-month construction period extends into the sub-
sequent fiscal year, a prorated sewer service charge for that fiscal year shall be collected
on the tax roll in the same manner as property taxes. The full sewer service charges for all
subsequent years shall be collected on the tax roll in the same manner as property taxes.
There will be no additional fee or refund if service actually commences on a different date.
The prorated sewer service charge shall not be required in those applications for sewer
permits for subdivisions. Such applicants shall be required to notify the District, on
forms provided by the District, of escrow closings on individual properties within the
subdivision. Sewer service charges shall commence upon close of escrow and will be the
responsibility of the buyer.
If a service lateral is required, it will be installed by the Leucadia County Water I . .,, District. The service lateral is that part of the sewer system that extends from the main
collection line in the street (or easement) to the point in the street (at or near the
applicant's property line) where the service lateral is connected to the applicant's building
sewer. The applicant is responsible for the construction, at the applicant's expense, of
the sewer pipeline (building sewer) from the applicant's plumbing to the point in the street
(or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the District's
specifications, rules and regulations; and
IT MUST BE INSPECTED AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM
MAY BE USED BY THE APPLICANT. THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE
MUST NOTIFY THE DISTRIC'j:' AT THE TIME INSPECTION IS DESIRED. ANY CONNECTION
MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
The Inspection Deposit will be refunded upon the completion of satisfactory inspection of
the connection to the District's sewer system. The inspection deposit shall not apply in those
cases in which the applicant has paid plan check and inspection fees for a subd~vision.

An application for a building permit has been submitted in your name listing yourself
as the builder of the property improvements specified. For your protection you should be
aware that as "owner-builder" you are the responsible party of record on such a permit.
Building permits are not required to be signed by the property owners unless they are
personally performing their own work. If your work is being performed by someone other
than yourself, you may protect yourself from possible liability if that person applies for
the proper permit in his or her name. ·
Contractors are required by law to be licensed and bonded by the State of California and
to have a business license from the City of Carlsbad. They are also required by law to
put their license number on all permits for which they apply.
If you plan to do your own work, with the exception of various trades that you plan to
subcontract, you should be aware of the following information for your benefit and pro-
tection. If you employ or otherwise engage any persons other than your immediate family,
and the work (including material and other costs) is $200 or more for the entire project,
and such persons are not licensed as contractors or subcontractors, then you may be an
employer. If you are an employer, you must register with the state and federal government
as an employer and you are subject to several obligations including state and federal
income withholding, federal social security taxes, workers' compensation insurance,
disability insurance costs, and unemployment contributions. There may be financial risks
for ou if ou do not carr out these obli. ations and these risks are espec1ally serious
w,t respect to wor ers compensat on insurance.
For specific information about your obligations under federal law, contact the Internal
Revenue Service (and, if you wish, the U.S. Small Business Administration). For more
specific information about your obligations under state law, contact the Department of
Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors
are allowed to perform their work personally or through their own emoloyees, without
a licensed contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an
"owner-builder" building permit, erroneously implying that the property owner is providing
his or her own labor and material personally. Building permits are not required to be
signed by property owners unless they are performing their own work personally. Informa-
tion about licensed contractors may be obtained by contacting the Contractors State
License Board in your community or at 1020 N Street, Sacramento, CA 95Bl4.
