tractor's License Law for the following reason
(Sec. 7031.5.Business and Professions Code), Any
city or county which requires a permit to con-
struct, alter, Improve, demolish, or repair any
structure, prior to Its Issuance also requires the
applicant for such permit to file a signed state-
ment that he Is licensed pursuant to the provi-
sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that Is ex-
empt therefrom and the basis for the alleged ex-
emption. Any violation of Section 7031.5 by an ap-
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
($500).

This is to report the soil conditions on Lot 425 of Lo Costa South Unit No. 6 in Carlsbad,
Colifornio.
An inspection was mode by o representative of our organization on February 6, 1981 and
it is concluded that the soil conditions ore essentially the some os presented in our report
on the grading of this subdivision under our Project No. 70-3-10D, lost revised October 10,
1972, Compacted filled ground was placed over the entire lot oreo during the period between
Morch 10 and July 20. 1970 and the results of tests token during the site grading indicated
that the filled ground hos been compacted to ot least 90 percent of maximum dry density.
It hos been determined that the fil I materials, compacted to 90 percent of the maximum
dry density, hove o safe bearing value of 2,000 pounds per square foot for one foot wide
continuous footings founded ot least one foot below the lowest adjacent compacted filled
ground surface and placed five feet or more inside the top of compacted filled ground slopes.
If footings ore placed closer to the exposed slopes than 5 feet inside the top of compacted
filled ground slopes, these should be deepened one foot below o l 1/2 horizontal to 1
vertical line pro(ected outward and downward from o point 5 feet horizontally inside the
top of compacted filled ground slopes,
The soils in the upper three feet below finished grade were classified os having o low
expansion potential. Therefore, special design and precautions for expansive soil conditions
will not be required.

It is recommended that positive drainage be provided around the perimeter of the house.
Drainage systems should also be provided ta cal lect al I runoff from roofs and conduct the
water in watertight pipes either into the streets or storm drains. Ali surface drainage should
be prevented from ponding adjacent to or running over the tops of slopes. Inlet boxes and
watertight pipes should be installed when necessary to comply with the above requirements,

This is to report the resu Its of tests and observations mode in order to inspect the compaction
of filled ground placed on certain areas of Lots 411 to 432, inclusive, Lots 437, 438, 444, 455,
466, 470, 471, 473, 488 to 493, inclusive, Lo Costa South Unit No. 6, San Diego County,
California, more particularly described as a portion of Section 36, TJ2S, R4W, S.B.B. & M.
The fills ware placed during the period between /V';0rch JO and July 20, 1970.
The approximate areas and depths of filled ground placed under our inspection in accordance
with the approved specifications ore shown on the attached Drawing No. 1, entitled "Location
of Compacted Filled Ground." The grading pion used for the placement of filled ground was
prepared by Rick Engineering Company of San Diego, Co lifornio.
· The approximate locations at which the tests were token and the final test results are presented
on poges4 to 11,, inclusive, under the "Table of Test Results." The laboratory determinations of
the maximum dry densities and optimum moisture contents of the major Fill materials ore presented
on page 12, under the "Laboratory Test Results." Some of the maximum dry densities shown in
the "Tobl.e of Test Results" were combinations of these. The tests were token during the weekly

The final results of tests ond observations indicate that the compacted -filled ground has been
placed at 90 percent of the maximum dry density or greater. It hos been determined that the
fi II moterio ls, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 2000 pounds per square foot for one foot wide c0ontinuous footings founded at a minimum depth
and placed five feet or more inside the top of compacted fille'd ground slopes. The sofa bearing
value of the natural soils suitable for structural support has been determined to be 1560 pounds
per square foot for one foot wide continuous footings placed at least one foot below the firm
undisturbed natural ground surface. If footings are placed closer to the exposed slopes than 5 feat
inside the top of these slopes, they should be deepened one foot below o 1 1/2 horizontal to 1
vertical line projected outward ond downward from a point 5 feet horizontally inside the top of
compacted filled ground slopes. Tests indicate that the compacted filled ground is adequate to
satisfactorily support the proposed one story wood Frame dwellings without detrimental settlements.
In our report of the original investigation conducted at this subdivision, (Project No. 69-9-8C
doted November 7, 1969), we stoled that some "ex,oansive" soils existed on the site and If they
were allowed to remain in the upper 3 feet below finished grade some of the lots would require
specially designed footings and slobs. We further stated that these lots would ba listed upon the
completion of grading. The lots where expansive soils were observed to remain within the upper

It is recommended that the following special de,ign precautions be token for the houses to be

1. Avoid the use of isolated interior piers. Use continuous footings throughout,
and place these at a minimum dapth of two feet below the lowest adiacant
exterior final ground surface.

Reinforce and interconnect continuou1ly with steel bars all interior and
exterior footings with one 115 bar at 3 inches above the bottom of the footings
and one 115 bar placed l 1/2 inches below the top of the stems of the footings.
Exercise every effort to assure that the soil under the foundations and slabs,
hos a uniform moisture content, 1 percent to:3 percent greater than optimum
throughout the top 3 feet be low finished grade at the time of placing and
foundation and slobs.

Use raised wood floors that span between continuous footings, or reinforce all
concrete slabs with 6 x 6 -10/10 welded wire fabric and provide a minumum
of 4 Inches of clean sand beneath all concrete slabs. Provide a moisture
barrier 2 inches below slobs under living areas.
5. Separate garage slabs from perimater footings by 1/2 inch thickness of construc-
tion felt or equivalent, to allow independent movement of garage slc1bs relative
to perimeter footings.
6. Provide positive drainage away from oil perimeter footings to a horizontal
distance of at least 6 feet outside ·the house walls.
Those lots listed on page 2 as Type 8 lots should follow all the above-listed recommendations
with the two following exceptions: .
1. The continuous footings may be plac~d at a minimum depth of 18 Inches below
the lowest adjacent exterior final ground surface rather than the two feet ·
recommended for Type A lots.
2. Single 114 bars placed as directed (above) near tops and bottoms of all interior
and exte;ior footings may be substituted for the #5 bars recommendad for •
Type A lots.
Recommendations 3 to 6, inclusive, as listed for Type A lots, ore applicable to the Type B
lots obo.

The application must be signea by the owner (or his authorized representative) of
the property to .be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT,
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. AMY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
