In accordance with your request, we have inspected the foundation trench excavations for the
proposed addition on subject property, located at 2710 La Duela Lane, in the City of Carlsbad,
State of California.
The results of the inspection indicated that these foundation trench excavations are founded in
competent natural or compacted fill soils; are of such dimensions as shown on the approved
foundation plan, and are extended to the proper depth and bearing strata.
It is recommended that these foundation trench excavations be cleared of all loose soils or debris
immediately prior to the placement of concrete.

This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEG.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2012 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
• PLANS
1. Please specify the area of the new balcony on sheet A 1.0.
2. Please complete the city's "Special Inspection Agreement" (attached).
3. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code). Current set is signed.
This will be verified on final set.
4. Plans deviating from conventional wood frame construction shall have the
structural portions signed and sealed by the California state licensed engineer or
architect responsible for their preparation, along with structural calculations.

5. Please show the eave projection on the west side of the addition on the site plan
and dimension the distance from the edge of the projection to the property line.
6. On the cover sheet of the plans, specify any items that will have a deferred

following note on the plans: "Submittal documents for deferred submittal items
shall be submitted to the registered design professional in responsible charge,
who shall review them and forward them to the building official with a notation
indicating that the deferred submittal documents have been reviewed and that
they have been found to be in general conformance with the design of the
building. The deferred submittal items shall NOT be installed until their design
and submittal documents have been approved by the building official."

• FIRE PROTECTION
7. Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2.
8. Per Section R302.1, assuming this is a non-sprinklered building, eaves closer
than 5' to the property line are required to be detailed as 1 hour on the
underside. It appears that this may apply on the west side.
9. Show locations of permanently wired smoke alarms with battery backup, per
Sec. R314: Inside each bedroom. (may be battery operated in existing areas).
• NOTE: When more than one smoke alarm is required to be installed, the
alarm devices shall be interconnected in such a manner that the actuation of
one alarm will activate all of the alarms in the unit.
1 0. Specify on the plans that any existing smoke alarms that are more than 1 0
years old will be replaced. Section R314.3.2.
• GENERAL RESIDENTIAL REQUIREMENTS
11. Bathrooms and powder rooms must be mechanically ventilated (an openable
window won't suffice). Section R303.3.1 and CMC 403.7. An additional exhaust
fan must be located in the area with tub I shower at master bath.
12. The dryer vent termination must be 3' minimum from the operable window.
13. Glazing in the following locations should be shown on the plans as safety glazing
material in accordance with Section R308.4:
a) Glazing adjacent to a door where the nearest vertical edge of the glazing is
within a 24" arc of either vertical edge of the door in a closed position and
where the bottom exposed edge of the glazing is less than 60" above the
walking surface. Please specify safety glazing for window 1 within 2' of
the movable panel of the sliding glass door at master bedroom.
(Please specify on the plans which panel is movable). Exceptions:
i) Glazing in walls on the latch side of and perpendicular to the plane of
the door in a closed position.
ii) Glazing that is adjacent to the fixed panel of patio doors.
b) Glazing in the walls/doors facing or containing bathtubs, showers, hot tubs,
spas, whirlpools, saunas, steam rooms and indoor/outdoor swimming pools
where the bottom exposed edge of the glazing is less than 60" above the
standing surface. Please specify that the bottom of window 4 is to be
minimum 5' above the standing surface of the shower at master bath
or specify safety glazing.

• EXITS, STAIRWAYS, AND RAILINGS
14. Where a window sill is more than 6' above the finished grade, the lowest part of
the window shall be at least 24" above the finished floor of the room. Glazing
between the floor and a height of 24" shall be fixed or have openings such that a
4" sphere cannot pass through. Section R312.2. Please clarify the header
height for the 5' high windows at 2nd floor. It appears from the elevations
that the header heights exceed 7' in which case they will comply with the
above requirement, but the sections show a lower header height. Please
coordinate.
15. Guards (Section R312):
a) Shall be detailed to show capability to resist a concentrated load of 200
pounds in any direction along the top rail. Table R301.5. (Interior guard
wall at landing and exterior guard at balcony).
16. G/S5.2 states rise and run per plan, but it is not shown on the plan.
17. Please reference the stair details to the plans.
• GARAGE
18. The garage shall be separated from the residence and its attic area by not less
than %"gypsum board applied to the garage side (at walls).
a) The tool room should now be considered part of the garage. Please
specify min 1/2" gyp board on the tool room side of the wall shared with
the kitchen. Section R302.6.
b) Please specify at keynote 31 on sheet A2.0 that the gyp board is to be on
the garage side.
• FOUNDATION REQUIREMENTS
19. The City of Carlsbad requires a soil report for this project. Please provide a copy
of the project soil report. An update letter is required if the report is more than 3
years old. The report shall include foundation design recommendations based
on the engineer's findings and shall comply with Section R401.4.
20. If the soils engineer recommends that he/she review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building
official in writing that:
a) The building pad was prepared in accordance with the soils report,
b) The utility trenches have been properly backfilled and compacted, and
c) The foundation excavations, the soils expansive characteristics and
bearing capacity conform to the soils report."

21. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (if required by the soil report).
22. Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall a minimum of 2%. City policy.
23. Footings F9 and F16 are not on the footing schedule.
24. Please show all the posts on the foundation plan.
25. Please detail the hold down in the existing footing at grid B.
26. Please check the allowable soil bearing value based on the soil report
recommendations at all heavily loaded posts.
27. Please check the footings for adequacy to resist hold down forces.
• FRAMING
28. Specify nail size and spacing for the floor and roof diaphragms on the plans.
Table R602.3(1). Specify plywood and/or particle board thickness, grade and
panel span rating. Table R503.2.1(1)
29. It needs to be clarified on the plans how the 1st floor plate height is to be raised
to 9' and how the floor and ceiling framing is to work. There is conflicting
information on the plans:
a) Keynote 41 on sheet A2.0 states leave bottom chords of trusses and
sister up floor joists. It is unclear how this could be done with different
spacing, etc.
b) Keynote 2 on sheet S2.1 references K/S5.2 which shows the bottom
chords of the trusses perpendicular to the floor joists and shows a double
wall with the new wall used to raise up the plate height, but only one
double wall is shown on the plans.
c) Section B/S3.0 shows truss bottom chords and floor joists parallel and at
the same spacing.
d) The details (for example C, D, and F /S5.2 don't show the truss bottom
chords.
e) It is unlikely that the truss bottom chords can span as ceiling joists on their
own.

30. Provide truss details and truss calculations for this project. I see the truss layout
on sheet S2.2, but I did not receive the actual truss calculation I detail packet.
Please ensure that trusses identified on the framing plan as drag trusses have
been designed as such and that truss calcs take into account the attic FAU.
31. Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or a letter). CBC Section 1 07.3.4.1.
32. Please call out framing at the floor at the shower I sink area at bath 3.
33. Please show the posts supporting girder truss GT-1 above on the floor framing
plan.
34. The calculations for FB4 do not match the plan. The beam is calculated as a
continuous beam, but is shown as a simple span on the framing plan.
Additionally, the loading used in the calcs does not match the plans. This beam
is supporting a point load from a girder truss in addition to continuous loads.
35. Please specify all the header sizes for grids 3, 4, and 5 lower on the framing
plan.
36. Please specify minimum size of existing header is 4x1 0 for FB-2 per calcs.
37. Detail EIS5.2 referenced at FB-3 on the framing plan does not appear to fit the
condition.
38. Provide shear transfer details from the roof sheathing to the shear walls at grids
3 and B. Please note: one of the shear panels at grid 3 does not line up with the
drag truss.
39. The plans call for SSW 24x8 and SSW 24x8 STK, but the plans show a 9' plate
height.
40. The shear wall nailing at each grid line should be consistent for all panels along
the same line at each level to avoid a difference in stiffness between shear
panels in the same line.
41. Please detail the CS Straps being used for drags at grids 8 and C upper.
42. Please check wind loads.
43. Please detail hold downs at the shear panel at the 2nd level grid 3 which is offset
from the wall below.
44. The shear wall designation at grid 4 upper on the plans does not match the
calcs.

45. One of the shear panels at grid 4 lower is missing on the plans.
46. It appears that the loads added from the upper level are incorrect at many of the
lower level shear walls in the calcs. Please review all and correct.

• MECHANICAL
48. Show on the plans the location, type and size (BTU's) of all heating and cooling
appliances or systems. Please clarify whether there are 1 or 2 FAUs. If there are
2, show the location of the second unit. Specify the size in BTUs of each unit.
49. Show the minimum 30" deep unobstructed working space in front of the attic
installed furnace. Section CMC Section 904.1 0.3.
50. Note that passageway to the mechanical equipment in the attic shall be
unobstructed, have continuous solid flooring not less than 24 inches wide, and
be not more than 20 feet in length from the access opening to the appliance.

51. Show a permanent electrical receptacle outlet for furnaces located in an attic.

• ELECTRICAL
52. Arc-fault protection is required for all outlets (not just receptacles) located in
rooms described in NEC 210.8(A): Family, living, bedrooms, dining, halls, etc.

based upon a minimum 199,000 Btu gas input rating. Energy Standards
150.0(n).

• ENERGY CONSERVATION
56. Include on the Title Sheet of the plans the following statement: "Compliance with
the documentation requirements of the 2013 Energy Efficiency Standards is
necessary for this project. Registered, signed, and dated copies of the
appropriate CF1 R, CF2R, and CF3R forms shall be made available at necessary
intervals for Building Inspector review. Final completed forms will be available for
the building owner."
57. The energy calcs need to match the plans.
a) The HVAC information needs to match.
b) There are 2 water heaters shown. Please add the tankless water heater
to energy calcs.
c) The ceiling height is incorrect.
d) The existing walls are 2x4 and cannot fit R19 insulation. (For example the
east, south and some of the west first floor walls).
58. All hot water piping sized %" or larger is required to be insulated as follows: 1"
pipe size or less: 1" thick insulation; larger pipe sizes require 1 %"thick insulation.
Note: In addition, the%" size hot water pipe to the kitchen sink is required to be

59. Residential ventilation requirements:
• Mechanical whole house ventilation must be provided. Identify the fan
providing the whole house ventilation (complete with CFM) on the floorplans.
For additions over 1,000 square feet, the whole house ventilation CFM shall
be based upon the entire (existing and addition) square footage, not just the
addition.

To address post-development pollutants that may be generated from development projects, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMP's) into the project
design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards
(Volume 4, Chapter 2) at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision,
discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that
must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to
'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many
aspects of project site design are dependent upon the storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has
responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire
was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return
of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please
seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission. Only one
completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently.
In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits
for the project.

Instructions: Begin by reviewing the list of construction activities and checking the box to the left of any activity that will occur during the proposed construction. Add any other activity descriptions in the
blank activity description boxes provided for that purpose and place a check in the box immediately to the left of the added activity description. For each activity descrribed, pick one or more best
management practices (BMPs) from the list located along the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that was
checked off and for each of the selected BMPs selected from the list. For Example -If the project includes site access across dirt, then check the box to the left of "Site Access Across Dirt''. Then review
the list for something that applies such as "Stabilized Construction Ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction
Ingress/Egress" column and place an X in the box where the two meet. As another example say the project included a stockpile that you intend to cover with a plastic sheet. Since plastic sheeting is not on
the list of BMPs, then write in "Cover with Plastic" in the blank column under the heading Erosion Control BMPs. Then place an X in the box where the "Stockpiling" row intersects the new "Cover with
Plastic" column.
To learn more about what each BMP description means, you may wish to review the BMP Reference Handout prepared to assist applicants in the selection of appropriate Best Management Practice
measures. The reference also explains the California Stormwater Quality Association (CASQA) designation and how to apply the various selected BMPs to a project.
