Section 5416. Health and Safety Code, State of California
(a) There shall be not less than one water closet for each 20 employees or fractional part thereof working at a
construction job site. The water closet shall consist of a patented chemical type toilet.
(b) For the purpose of this section the term construction site shall mean the location on which actual construction of a
building is in progress.
(c) A violation of this section shall constitute a misdemeanor.
All construction or work for which a permit is required shall be subject to inspection and all such construction or work
shall remain accessible and exposed for inspection purposes until approved by the inspector. Work shall not be done
beyond the point indicated in each successive inspection without first obtaining the approval ofthe in^spector.

This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2010 CBC, which adopts the 2009 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2009 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e.. plan sheet number, specification section, etc.
Be sure to enclose the marked up list when vou submit the revised plans.

remaining items have not been adequately addressed. The numbers ofthe items
are from the previous check list and may not necessarily be in sequence. The
notes in bold font are current.
Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:
• Occupancy Classification(s) to be a B/A3
• For Mixed Occupancy Buildings, state whether the "non-separated" or
"separated" option was chosen from Sections 508,3/508.4. There is no
mention under BUILDING DATA if the intent is to comply with separated
or nonseparated classification; however, it appears that, provided there

dialogue on the returned correction list; however, if the original mezzanine
floor design is not provided showing that the mezzanine floor was
designed to carry a 100 lb. live load, calculations along with complete
structural plans will need to be provided that demonstrate that the floor is

for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Each sheet of the plans must be signed by the person responsible for their
preparation (M sheets), even though there are no structural changes. Business
and Professions Code.
2. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:
• Occupancy Classification(s) to be a B/A3
• For Mixed Occupancy Buildings, state whether the "nonseparated" or
"separated" option was chosen from Sections 508.3/508.4.
• Floor Area for the tenant space to be 10,224 sf
• Occupant Load 166
• Justification to exceed allowable area in Table 503 (if applicable)
3. When a building has more than one occupancy, the area shall be such that the
sum of the ratios of the actual area divided by the allowable area for each
occupancy shall not exceed one. This only applies if the "separated
occupancies" option is chosen from Section 508.4.2.
4. Each door in a means of egress from an occupancy of Group A having an
occupant load of 50 or more shall not be provided with a latch or lock unless it is
panic hardware. Section 1008.1.10.
5. All doors and gates, within the exit path to a public way from an occupancy of
Group A having an occupant load of 50 or more shall not be provided with
latches or locks unless they are equipped with panic hardware. Sections
1008.1.10 and 1002.

6. When additional doors (#7) are provided for egress purposes, they also shall
conform to the requirements of Section 1008 (width, swing, hardware, etc.).

7. Enclosed usable space under interior or exterior stairways should be protected
on the enclosed side as required for one-hour fire-resistive construction. Section
1009.6.3.
8. Detail on the plans how fire-resistive wall and ceiling protection will be
maintained at all duct penetrations, such as the laundry room fans and dryer
vents. Section 716.
9. On the cover sheet of the plans, specify any items requiring special inspection, in
a format similar to that shown below. Section 106.3.2.

sensors lighting as per Title 24, Part 6, Section 131(d).

Note : When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion ofthe building affected, is required to comply
with all of the requirements for new buildings, per Section 1134B.2. These requirements
apply as follows:
a) The area of specific alteration, repair or addition must comply as "new"
construction.
b) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
c) Existing sanitary facilities that serve the remodeled area must be shown to
comply with all accessibility features.
24. Elevator access must be provided to upper and lower levels, unless it can be
shown that an exception in Section 1103B.1 is applicable.
25. Please revise the restroom plans to show the door to the locker room in the

This form is to be used by the designer and attached to the plans. Listed below is the acceptance test for Envelope
Fenestrations system The designer is required to check the acceptance tests and list all the fenestration products that
require an acceptance test If all the site-built fenestration of a certain type requires a test, list the different fenestration
products and the number of systems. The NA7 Section in the Appendix of the Nonresidential Reference Appendices
Manual descnbes the test. Since this form will be part ofthe plans, completion of this section will allow the responsible
party to budget for the scope of work appropriately.
Enforcement Agency:
Systems Acceptance Before Occupancy Permit is granted for a newly constructed building or space or whenever new
fenestration is installed in the building or space shall be certified as meeting the Acceptance Requirements.
The ENV-2A form is not considered a complete form and is not to be accepted by the enforcement agency unless the
boxes are checked and/or filled and signed In addition, a Certificate of Acceptance forms shall be submitted to the
enforcement agency that certifies plans, specifications, installation certificates, and operating and maintenance
information meet the requirements of §10-103(b) of Title 24 Part 6. The field inspector must receive the properly filled
out and signed forms before the building can receive final occupancy. A copy ofthe ENV-2Afor each different
fenestration product line must be provided to the owner of the building for their records
