fllled ground placed on certain areas of Lots 585 to 665, Inclusive, 712 to 717, inclusive,
725,726,728,729, 736, 737, 739, 740, ca,d 742 and certain street areas of La Costa iY.eadows
Unit No. 4 In Carlsbad, Caltfomia. The fills were placed during the period between March 17,
1971 and May 10, 1973. Certain lots of this subdivision were not graded during the above period
and the classification of the expansive soil conditions presented he rein pertains only to those
lots groded to level building pads during this initial site development.
The approximate areas and depths of filled ground placed under our inspection in accordance
with the approved specifications are shown on the attached Drawing No . 1, entitled "Location
.of Compacted FIiied Ground." The grading plan used for the placement of filled ground was
p~red by Rick &iglneering Company and approved May 18, 1971 •

The flnal results of tests and observations indicate that the compacted filled ground hos been
placed at 90 percent of the maximum dry density or greater, It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 1930 pounds per square foot for one foot wide continuous footings founded at a minimum
depth and placed five feet or more inside the top of compacted filled ground slopes. If footings
are placed closer to the exposed slopes than 5 feet inside the top of compacted filled ground
slopes, these should be deepened one foot below a 1 1/2 horizontal lo 1 vertical line protected
outward and downward from a point 5 feet horizontally Inside the top of compacted filled
ground slopes, Tests indicate that the compacted filled ground is adequate to satisfactorily
eupport the proposed wood frame dwell lngs wl thout detrimental settlements.

In order to minimize possible damaging effects due to differential movements of these potenr
tlally expansive soils, the following special dasign and precautions are recommended:
1. Avoid the use of isolated Interior piers. Use continuous interconnected
reinforced footings throughout, and place these at a minimum depth of

Reinforce and interconnect continuously with steel bars all Interior and

of the footings.

use concrete slabs reinforced with at least 6x6-10/10 welded wire fabric.
A minimum of 4 inches of crushed rock 3/4 to 1 Inch In size should be
placed beneath all concrete slabs and covered with a moisture barrier.
Two Inches of clean sand should then be placed over the moisture barrier
and below the bottom of the slab.
4. Seporate garage slabs from perimeter footings by a 1/2 inch thickness of
construction felt or equivalent, to allow independent movement of garage
slabs relative to perimeter footings. Assure complete separation by extend-
ing the felt. over the full depth of the front thickened edge of the garage
slab. Also, cut off the garage door stops at least 1/2 inch above the slab.
5. Provide positive drainage away from alf perimeter footings with a vertical
fall of at least 5 inches in a horizontal distance of 5 feet outside the house
walls.

The application must be signea by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the stree~ (or east!ment) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in confonnity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSlEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually commences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.
The undersigned hereby agrees that the above information given
to the conditions as stated.
