regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

prints to: Esgil Corp. or to the bldg. dept. of the juris.

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
The dimension of this project was changed slightly due to an inadequate existing
foundation. Please revise the Site plan to reflect the new front yard distance to the
property line. Please include the areas of each element of the project on sheet A-2
as shown on the previous plan submittals.

height shall not exceed 44" above the floor. Windows must have an openable
area of at least 5.7 square feet with the minimum openable width 20" and the
minimum openable height 24". The emergency door or window shall be
openable from the inside to provide a full, clear opening without the use of
separate tools. Section 310.4. Please show the required egress window for
the 2nd floor master bedroom.
Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC

Specify, on the building plans, that all of the mandatory energy features are
indicated on the plans and specifications or include a completed MF-1 R form on

(Mandatory requirement):
In bathrooms, garages, laundry rooms, and utility rooms all fixtures must
be high efficacy style or be controlled by a manually-on occupancy
sensor.
All other rooms require any installed fixtures to be high efficacy or be
controlled by a manually-on occupancy sensor or dimmer. (Closets under
70 square feet are.exempt).
Note: Generally a high efficacy style of fixture is fluorescent complete with
electronic ballasts. Regular incandescent, quartz halogen and halogen MR
lamps do not comply.

Dear Mr. Messina:
It is our understanding, the 5 foot by 21 foot two-story house addition (pop-out) will be
constructed adjacent to the north wall of the existing residence.
Our recent site inspection revealed that the footings for the proposed house addition were
constructed prior to our arrival. During our investigation, the existing footings were evaluated
and found to be 8 inches in width and varied in depth between 12 inches and 18 inches below
lowest adjacent grade. The Uniform Building Code and the above referenced foundation plans
requires that footings for two-story construction be a minimum width of 15 inches and founded a
minimum depth of 18 inches below lowest adjacent grade. Therefore, the existing foundation
system does not conform. We recommend the existing footings be removed and a new
foundation system be constructed in accordance with the recommendations presented in this
report. However, the project structural engineer may choose to enlarge or enhance the existing
foundation system to conform to the Uniform Building Code and the foundation and design
criteria presented herein. (i.e. dowel into existing footing and pour a new interior footing
adjacent to.)
FIELD INVESTIGATION
The field investigation was performed on September 6, 2006 and included an inspection of the
site and the excavation of two hand dug test pits adjacent to the footings of the proposed house
addition. The location of test pits are shown on the attached Plate No. One, entitled "Test Pit
Location Plan".
As excavation proceeded, representative bulk samples were collected. In place natural densities
and moisture contents were determined at different depths in the excavations and are included on
Plate No.'s Two and Three.

SOIL CONDITIONS
The proposed house addition is underlain by native formational soils consisting of dense to very
dense cemented silty-sandstone.
On-site soils were found to have an expansion index of less than 5 and are classified as being
"very low" in expansion potential
Groundwater was not encountered at the time of our investigation, nor did caving of exploratory
trenches occur. In addition, due to the dense nature of the underlying sandstone formation
at the site, it is our opinion, soil liquefaction is unlikely to occur.
LABORATORY SOIL TESTING
All laboratory test were performed on typical soils in accordance with accepted test methods of
the American Society for Testing and Materials (ASTM).
Tests conducted include:
Optimum Moisture & Maximum Density (ASTM D-1557)
Direct Shear (Remold) (ASTM D-3080)
Q. Sieve Analysis (ASTM D-1 140)
Field Density & Moisture (ASTM D-1556)
Expansion Potential (FHA Standard)
Test results are tabulated on the attached Plate No.'s Two through Four entitled "Exploration
Log" and "Tabulation of Test Results".
RECOMMENDATIONS AND CONCLUSIONS
General
It is our understanding, the proposed two-story house addition will consist of wood frame stucco
construction utilizing slab on grade foundations.
In our opinion, the site is suitable for the proposed house addition. Recommendations presented
in this report should be incorporated into the planning, design and construction phases of the
subject project.

Grading
General
Grading at the site will not be required. However, care should be taken when demolishing and
removing the existing footings to assure the soils under and around the demolished foundation is
disturbed as little as possible. It should be noted that the new footings will be larger and deeper
than the demolished foundation. Subsequent to demolition, the trenching of new footings will
require the removal of any disturbed soil created by demolition.
Foundations
General
Foundation bearing soils are comprised of dense formational sandstone providing good
supporting characteristics and are "very low" in expansion potential. Therefore, conventional
foundations may be utilized.
For Two-Story Construction:
Continuous footings having a minimum width of 15 inches and founded a minimum of 18 inches
below lowest adjacent grade will have an allowable soil bearing pressure of 2000 pounds per
square foot.
Isolated square footings having a diameter of 18 inches and founded a minimum depth of 18
inches below lowest adjacent grade will have an allowable soil bearing pressure of 2000 pounds
per square foot.
All continuous footings are to be reinforced with one #4 bar top and bottom. Steel should be
positioned 3 inches above bottom of footing and 3 inches below top of footing.
Interior slabs should be a minimum of 4 inches thick and reinforced with #3 bars on 18 inch
centers both ways at mid-point of slab thickness.
Slab underlayment should consist of 4 inches of washed concrete sand with a visqueen moisture
barrier installed at mid-point of sand (2 inches sand, visqueen, 2 inches sand). Sand should be
tested in accordance with ASTM D-2419 to insure a minimum sand equivalent of 30.

The project structural engineer should provide doweling recommendations to reduce shearing
between the existing house foundation and the new foundation system.
Prior to pouring of concrete, Terra Technology Engineering, Inc. should be contacted to
inspect foundation recommendations for compliance to those set forth.
