It is our opinion that the immediate cause of the slope failure was. the.s a t u r a t i o n o f t h e u p p e r soils above Elevation 170 feet. . The excess water apparently penetrated. suffjciently into an existing natural clay layer and reduced the resstihg sheaf strength o f t h e c l a y t o a p o i n t where the excess weight of water, seepage pressures and loss of strengt h a l l o w e d . a s l i p o u t to occur. . . . .. . . .. It is our opinion 'that the removal of the unsatisfactory. clay type, soil s a n d t h e b e n c h i n g , ,installation 'of subdi:ains, and reconstruction. be- postponed until all excess' wat e r s e e p a g e p r e s s u r e s " from higher elevation-, on all three .lots have dispersed through a "dry-out" 1period so that the exca va tions can be made without jeopardizing the upper remaining portions of t h e l o t ,-.. Compacting of the slopes shall be accomplished by hackrolling the slopes In Increments of 3 to 5 feet in elevation gain or by other methods producing satisfactory results. Field density tests may be taken at intervals of 6 inches in elevatio n gain if required by the soils engineer. "The location of the tests in plan shall be so spaced to give the best possible coverage and shall he taken no Farther apart than 100 feet. Tests 'shall he taken on corner and terrcice lots for each two Feet in eleva- tion gain. The soils engineer may take additional tests as considered necessary to check on the uniformity of compaction. Where sheepsFoot'rollers are used, the tests shall be taken In the' compacted material below the disturbed surface. No addrtional layers of fill shall be spread until the Field density tests indicate that the specified density has been obtained (g) The Fill'operation shall he continued in six inch (6") compacted layers, as specified above, until the 111.1 has been brought o the finished sloe' and 'grades as shown on the accepted plans. When the work is interrrupted b y rain, fill operations shall not be resumed until field tests by 'the soils ehgine'er'indlcate t h a t .the moisture content and density of the Fill areas previously specified. It Quoted the statement made by the city englneer \Les Evansa "The Housing development in parts of La Costa and other areasl of the city would never be built the same way, thanks to new-grading''- and. soil testing requirements adopted by the city since those developments have been built." I wonder if Lot 90 has ever com- plied of those new requirements adopted by the city. The tentative date for our test holes boring by Benton Engi- neering Inc. has been set at the middle of July, therefore, we need your help to -direct the-owners of Lot90 to comply the re- gulations and provide us the access during the test holes boring and repairing. I can be reached during the'week at (213) 862-8631 Ext.283. The following pictures show the scenes of the damaged lots. Picture (1) shows the dainge on our lot, Lot 260. Picture (1) Picture (2) shows the damage of Lot 90. It was taken from the lower part of.Lot 90 toward Galicia Way, and the dirt piles are visible. Picture (2) -3- At'the meeting,'Mr. Quebada agreed.to repair the cement ditch only, but not the lot. I could not convince him to repair the lot for their best interest as well as for ours. For the past few weeks, anuinber of construction contractors came to estimate the 'cost of. the job.. They all pointed out that our lot, Lot,260'may'still have problem even after'it is re- paired unless Lot 90 is also repaired. In the last two weeks',' loose, dirt' has been shipped' in and dumped into Lot '90. Yesterday, aconstruction contractor pointed out to ,me that the dirt pile in Lot 90 has: 'been dumped 'illegally. It dumped right on the top of bushes and vegetations, and the damaged part of the lot has not been repaired. If Lot 90 is continuously to be filled up, the dirt pile will be on the bank of our lot, Lot 260. with this condition, if a heavy rain storm comes,-'the loose dirt pile will be collapsed,it may' als.o endanger' to' our 'lot or even to the house. We have already provided Mr. Quebada a proposed repair plan of his- lot, Lot 90, at no cost to him. Furthermore, ,in the future, we would provide Mr. Quebada the information of the soil test and a detailed repair plan which -would cost us about'$,89000.00, but again it will be'no'cost to-him,.-In exchange', we doneed hisco- operation as followsz (1) Repair their own lot, Lot 90. , '(2) No more 'illegal dumping of the loose dirt. The toe of the dirt pile on Lot 90 should not be on the bank of Lot 260, except it is proposed by the soil engineering company. (3) Provide us access during the soil test holes boring and repairing. For the best interest of: all ,of us, Mr. 'Quebada' should joint us to have a master repair plan made, it would cost him almost no- thing, and 'also, he" will have the advantage. on the price to have -2- •0 , 5290 93 '' 'g°a &JLj. 92122 June 30, 1980 Mr, Les Evans City' Engineer 1200' Elm Ave. , ' '. •: ' ' Carlsbad, Ca. 92008 Dear Mr0 Evans a Two next door neighbour'.s properties along with.ours. on 2706 Galicia Way, Carlsbad, were severely damaged during the heavy rain storms, in last February, 1980..
