This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

preparation. Business and Professions Code. Sign the revised sets of plans.
4. Provide a note on the site plan indicating the previous use of the tenant space or
building being remodeled. Section 302.
5. Provide a plot plan showing the distance from the building to the property lines.
Verify the new windows comply with Chapter 20 for exterior wall opening
protection requirements.
6. Provide a note on the plans indicating if any hazardous materials will be stored
and/or used within the building which exceed the quantities listed in UBC Tables
9-A and 9-8.
7. A complete description of the activities and processes that will occur in this
tenant space should be provided. A listing of all hazardous materials should be
included. The materials listing should be stated in a form that would make
classification in Tables 9-A and 9-B possible. The building official may require a
technical report to identify and develop methods of protection from hazardous
materials. Section 901 (f). This space has been reviewed as a 82 occupancy per
the plans. Additional comments will follow if there are any hazardous uses.
8. Provide a statement on the Title Sheet of the plans that this project shall comply
with Title 24 and 1991 UBC, UMC and UPC and 1990 NEC.
9. Indicate the use of all spaces adjacent to the area being remodeled or improved.
10. Identify existing walls to be removed, existing walls to remain and proposed new
walls. Are the new exterior windows installed in existing openings? If the
windows are installed in new openings, then provide complete structural details
and calculations for the existing walls with the new openings.
11. Note on plan that suspended ceilings shall comply with UBC Tables 47-A and

(g) Electric Resistance Heating. Electric resistance heating systems shall not be used
for space heating.
EXCEPTION No. 1 to Section 144(g): Where an electric resistance heating
system supplements a heating system in which at least 60 percent of the annual
energy requirement is supplied by site-solar or recovered energy.
EXCEPTION No. 2 to Section 144(g): Where an electric resistance heating
system supplements a heat pump heating system, and the heating capacity of the
heat pump is more than 75 % of the design heating load calculated in accordance
with Sections 144(a) at the design outdoor temperature specified in 144(b)4.
EXCEPTION No. 3 to Section 144(g): Where the total capacity of all electric
resistance heating systems serving the entire building is less than 10 % of the total
design output capacity of all heating equipment serving the entire building.
EXCEPTION No. 4 to Section 144(g): Where the total capacity of all electric
resistance heating systems serving the building, excluding those allowed under
Exception No. 2, is no more than 3 kW.
EXCEPTION No. 5 to Section 144(g): Where an electric resistance heating
system serves an entire building that:
I. Is not a high-rise residential or hotel/motel building; and

TITLE 24 DISABLED ACCESS REQUIREMENTS
SCOPE:
The following disabled access items are taken from the 1991 edition of California Administrative Code Title
24, applicable as of April 1, 1994. Per section 110 B, all publicly and privately funded public accommodations
and commercial facilities shall be accessible to persons with physical disabilities as follows:
(1) Any building, structure, facility, complex, or improved area, or portions thereof, which are
.used by the general public.
(2) Any sanitary facilities which are made available for the public, clients, or employees in such
accommodations or facilities.
(3) All existing accommodations when alterations, structural repairs or additions are made to
such accommodations.
GENERAL: To assure that barrier-free design is incorporated in all buildings, facilities, site work and
other improvements, these standards apply to all additions, alterations and structural repairs. These
standards incorporate the requirements covered in Title II and Ill of the Americans with Disabilities Act of
1990. Items preceded with an asterisk (*) are examples of changes that have occurred since the previous
regulations.
NOTE: All Figures and Tables referenced in this checklist are printed in California Administrative Code, Title
24.
• ENTRANCES AND CIRCULATION
1. *A entrance and exterior ground level exits shall be made accessible, per section 3301 (h).
• DOORS
2. Show the doors in the path of travel from the entrance to the remodeled area, and in the path
of travel to the restrooms comply with all the current disabled access requirements.
3. Per section 3304(f), every required passage door shall have a minimum 32" clear width. Show all
new door sizes on the plans. Show the door sizes in the path of travel from the entrance to
the remodeled area, and in the path of travel to the restrooms.
4. Per section 3304( c.1 ), all hand-activated door opening hardware shall meet the following
requirements:
a) Shall be centered between 30" and 44" above the floor.
b) Latching and locking doors that are in a path of travel shall be operated with a single effort
by lever type hardware, panic bars, push.apull activating bars or other hardware designed to
provide passage without the ability to grasp the opening hardware.
Show all new doors comply and the doors in the path of travel comply.
• SANITARY FACILITIES
5. Sanitary facilities that serve buildings, facilities, or portions of buildings or facilities that are
required to be accessible to persons with disabilities, shall be made accessible unless the enforcing
agency determines that compliance with these standards would create an unreasonable hardship
and equivalent facilitation is provided per section 3105A(b)1.
6. Per section 3105A(b)1.A, where separate facilities are provided for nondisabled persons of each
sex, separate facilities shall be provided for the disabled persons of each sex as well. Where unisex

7. facilities are provided for nondisabled/disabled persons, such unisex facilities shall be provided for
the disabled.
8. Per section 3105A(b)1.C., passageways leading to sanitary facilities shall have clear access widths
as specified in chapter 33. All doorways shall have a minimum 32" clear opening and a level and
clear area for a minimum depth of 60" in the direction of the door swing and 44" where the door
swings away from the level and clear area. In addition, all strike edge clearance dimensions are
required to be met.
9. Doorways leading to men's sanitary facilities shall be identified by an equilateral triangle 1// thick
with edges 12" long and a vortex pointing upward. Women's facilities shall be identified by a circle,
1// thick, 12" in diameter. Unisex facilities shall be identified by a circle with a triangle superimposed
on the circle and within the 12" diameter. The required symbols shall be centered on the door at
a height of 60". *See section 3105A(b)1.D. See 3105A(e)10 for additional signage on the wall
adjacent to the restroom door.
• SINGLE ACCOMMODATION FACILITIES
10. *As per section 3105A(b)3.B., there shall be a clear floor space at least 60" in diameter, or a T-
shaped space as shown in Figure 31-12 (a) and (b). Doors are not permitted to encroach into
this space.
11. The water closet shall be located in a space which provides a minimum 28" clear space from a
fixture or 32" clear space from a wall on one side. A minimum of 48" clear space shall be provided in
front of the water closet.
• RESTROOM FIXTURES AND ACCESSORIES
12. Verify all restroom fixtures and accessories comply with the current Title 24 disabled access
requirements.
• DRINKING FOUNTAINS
13. Where water fountains are provided they shall comply with section 31 0SA( d) 1:
a) Water fountains shall be located completely in an alcove or otherwise so positioned so as to
not encroach into pedestrian ways.
b) The alcove in which the water fountain is located shall not be less than 32" in width and 18"
in depth.
c) See section 1507 of the California Plumbing Code for additional requirements.
NOTE: See Figure 31-3 of Title 24 for specific dimension requirements.
• TELEPHONES
14. Where public telephones, or public: pay phones, are provided they shall comply with the
requirements of section 31 0SA( d)2.

COMPANY STATEMENT
Fabric Coating Corporation has developed a new patented fiber
encapsulation process resulting in significantly improved fabric performance
characteristics.
Fabric Coating Corporation has developed a unique process call fiber
encapsulation for the application of engineered polymers such as silicones with
precise control never before accomplished in the fabric and polymer industries. In
addition, technology has been invented to deliver unique fabrics for significantly
improved performance such as improved feel, comfort, durability, drape, washability,
wrinkle resistance, water repellency or water absorbency, breathability or vapor
transmission, wind resistance, anti-static, color fastness, stain resistance, flame
resistance, decreased toxicity, strength, anti-pilling, snag resistance, abrasion
resistance, chemical resistance, UV protection, bio-compatibility, and others utilizing
an environmentally friendly, solvent free process.
Fabric Coating Corporation is a Research and Development Company at this
time. We are complying with all Federal, State, and local codes and regulations.
We will be searching for a dedicated individual to head up our health and safety
program in the near future.

MANUFACTURING PROCESS OVERVIEW
Our process of shear thin encapsulation takes into account several stages of
production. These stages include:
1. Unwinding of fabric rolls The fabric is supplied to us in 1-300 yard rolls
which we place on the surface unwind to feed the process line
2. Accumulation Scray for Fabric This portion of the process is simply· an
accumulator for fabric off of the unwind. The scray is basically a tray which
·holds fabric in the event we want to sew another new roll onto the end of the
previous roll.
3. Tension Zone:
A) Entrance nip roll stand (braking force) The Entrance nip stand
act as a brake on the fabric web. The upper roll is pneumatically
forced onto the lower roll. The entrance stand is motor driven at a rate
slower than the Exit stand to produce the web tension between the
entrance and exit nip roll stands.
B) Application of Silicone Polymer This is were the··solid silicone is
applied just prior to the first blade. Through proprietary means the
silicone performs shear thin encapsulation of the individual .filaments of
the fabric web.
C) Scrape off Excess Silicone The second blade removes any
excess silicone remaining on the fabric web.
D) Exit nip rolls (pulling force) The exit nip stand is also
pneumatically loaded and is driven at a rate faster than the entrance
nip stand to produce the tension necessary for our process.
4. Infra-red/Convection Curing Oven This electric IR oven provides 250-300°F
of curing heat to fully cure the silicone polymers which are now on the fabric
web. A conveyor moves the fabric through the oven at a predetermined rate
moving under the IR panels.
5. Accumulation Scray for Fabric Serves the same purpose as #2 above.
Fabric accumulates in scray after the oven to be threaded through the
rewinder.
6. Rewinding of fabric onto rolls Fabric is rerolled onto paper tube at
rewinding station and finished roll of fabric taken off and prepared for shipping
at a later time.

HANDLING & STORAGE
It is our intention at Fabric Coating Corporation to abide by all Uniform
Building and Fire Codes, O.S.H.A., City Building and Fire Codes, and any other
Federal, State, and Local Rules and/or Regulations.·
On page 7 of this report we have drawn out our floorplan with seven (7) zones
we will be using or storing combustibles or hazardous chemical as listed on page 5.
Following is a legend to the above mentioned floorplan with zones:
ZONE 1: This zone is inside our soon to be completed class 100,000 clean room
which for all intensive purposes is simply a controlled humidity and temperature
room. This area will be partitioned office space for our soon to be hired Director of
R&D and Lab Technicians. The remaining space would be for physical testing of
new vendor fabrics and processed fabrics.
ZONE 2: This zone is for polymer testing such as viscosity, air and water
porosity, etc. This zone is also inside the class 100,000 clean room. This area will
be an archival area for fabrics. An Archive sample (aprox. 5"x5") is kept from each
roll of fabric received in and each processed roll going out. Silicones (see page 5)
will also be housed in this area an refrigerated to extend shelf life of 5 gallon re-
sealable pails. Silicones are taken from pail for process runs and blended in two
2½ Gallon pails. The pails are then taken to Zone 4 and are hand applied at
process 38 ( see page 4 process overview)
ZONE 3: This area is not dedicated as of yet and is currently used for fabric
inspection and sewing together webs for processing. We will also stock shop
supplies and tools in this area. This is also where our Flammable liquid storage
container is located with self-closing doors and insulated walls. We store both LP.A
and Big Orange (see page 5) cleaning solvents in this cabinet. We will also be
storing any other flammables used for maintenance and cleaning such as WD-40,
PVC Glue, Small cans spray paint for touchup, etc. in this cabinet.
ZONE 4: This is our process equipment line as detailed on page 4.
ZONE 5: This is where our storage racks are located for unfinished rolls of
fabrics typically 7 4" long(not to exceed 300 yards or 1' diameter). The fabrics we
use are cotton, nylon, polyester, nylon cotton blends, polyester cotton blends,
Lycra™. Fabrics stored here are not stored above 8' so they are accessible by
hand. No combustibles are stored anywhere above 12'.
ZONE 6: This is where our storage racks are located for finished processed rolls
of fabric typically 7 4" long(not to exceed 2600 yards or 35" diameter). Rolls will not
be stacked higher than 12' high.
ZONE 7: This area is where we will package finished rolls of fabric by wrapping
with Kraft 50# paper.
