This plan review is limited to the _technical requirements contained in the Uniform Building Code,
Un.iform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
i$ based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Plannihg Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1997 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before. the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on. this. list (or a copy) where each
correctioti item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the. revised plans.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directlyto the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation:
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
2. Please identify the wall construction of the restroom wall and hard-lid the plans
indicate type 4 on sheet D and this detail is crossed out? Section 106.3.3.
3. Please dimension the windows to be a minimum of 24" from the strike edge or
indicate the glazing to tempered 2406 of the UBC.
4. Please revise the plumbing isometric to show the waste line connecting to the
existing 4" to be a minimum of 3".
5. Please provide a water line diagram.
6. Please revise the reflective ceiling plan to show an environmental air exhaust fan
in the new restroom capable of providing a complete air change every 15
minutes.
7. Please complete the mandatory measures checklist part of the energy forms.
8. Please clarify the plans to show the required insulation above the new condition
space per the energy calculations.

Efficiency Regulations will comply·with the applicable standard.
D § 115(a) Fan type central furnaces shall not have a pilot'light.
'D § 123 Piping, except that conveying fluids at temperatures between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
D § 124 Air handling duct systems shall be installed and insulated in compliance with
Sections 601,603 and 604 of the Uniform Mechanical Code.
Controls
§ 122(e) Each space conditioning system shall be installed with one of the following:
D § 122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not.explicitly exempt'from the requirements
Qf Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for
up to 4 hours. The time switch shall be-capable of programming different
schedules for weekdays and weekends; incorporate an automatic holiday "shut-
off" feature that turns off all loads for at least 24 hours, then resumes the normally
scheduled operation; and has program backup capabilities that prevent the loss of
the device's program and time setting for at least 10 hours if power is interrupted;

D § 122(g) Each space conditioning system serving multiple zones with a combined
conditioned·floor area more than 25,000 square feet shall be-provided with isolation
zones. Each zone: shall not exceed 25,000 square feet; shall be provided with
isolation.devices, su~h as valves or dampers, that allow the supply of heating or
cooling to be setback or shut off independently of other isolation areas; and shall
be controlled by a time control device as described above.
D § 122(a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees F or lower. For cooling, the control
shall be adjustable up to 85 degrees F or higher. Where used for both. heating and
cooling, the control shall be capable of providing.a deadband of at least 5 degrees
F within which the supply of heating al'!d cooling is shut off or reduced to a
minimum.
D § 122(c) Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable
setpoint stops accessible only to authorized-personnel.
D § 112(b) Heat pumps shall be installed with controls to prevent electric reslstance

openings.
D § 121(f)1 Air Balancing: The system shall be balanced in accordance with the National
Environmental Balancing Bureau (NEBB) Procedural Standards (1983), or
Associated Air Balance Council (AABC) National Standards (1989); or
D § 121(f)2 Outside Air Certification: The system-shall provide the minimum outside air as
shown on the mechanical drawings, and shall be measured and certified by the
installing licensed-C-20 mechanical contractor and certified by (1) the design
mechanical engineer, (2) the installing licenced C-20 mechanical-contractor, or (3) the
person with overall responsibility for the design of the ventilation system; or
D § 121(f)3 Outside Air Measurement: The system shall be equipped with a-calibrated local or
remote device capable of measuring the quantity of outside air on a continuous

D § 113(b)2 If a circulating hot water system-is installed, it shall have a control capable of
automatically turning off the circulating purrlp(s) when hot wc1ter is not required.
D § 113(b)3B Lavatqries in restrooms of public facilities shall be equipped with controls to limit the
outlet.temperature to 110 degrees F.
D § 113(b)3C Lavatories in restrooms of public facilities shall be equipped with one of the
following:
Outlet devices that limit the flow of hot water to a -maximum of 0.5-gallons per
minute.
Foot actuated control valves, and outlet devices that limit the flow of hot water to a
maximum of 0. 75 gallons per minute.
Proximity sensor actuated control valves, and outlef devices that limit the flow of hot
water to a maximum of 0.75 gallons per minute.
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of2.5 gallons per minute, and 0.25 gallons/cycle-(circulating system).
Self-closing valves, and outlet devices tt:iat limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.50 gallons/cycle (non-circulating system).
Self.closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.75 gallons/cycle (foot switches and proximity sensor
controls).
