Builders who elect to average must apply for permits for all buildings in an averaged group on the same day, and each application must indicate the group to which the averaging approach is applied. The builder demonstrates compliance by using either the Point System. or any other approved calcula- tion method, such as a certified computer program (see Chapter 4), to show that a simple arithmetic average of the energy performance of all buildings or units In the group meets the standards' energy budget. When the buildings are offered for sale, builders must also notify potential buyers that -compliance with the energy standards used averaging and, that the performance of a particular home relative to the performance standard is available upon request. New Packages--Builders may also use new packages D and E enacted by AB 163 instead of Packages A, B, and C In the standards. The approved packages for each climate zone are in Tables 1 through 16 of Appendix B. Custom Budgets--AB 163 also allows builders to develop and use their own selection of measures, provided such designs result in the same energy performance as the new packages in AB 163. Future Compliance Methods The Commission will certify additional computer programs which meet specified requirements and may certify additional alternative component packages or simplified calculation methods, including hand held calculator techniques. Contact the Commission's New Building and Appliance Efficiency Office for detIlls on submitting a method for How the Code Applies to Additions The code only applies to additions or alterations that increase the heated or cooled space of a building. Additions must either (1) meet the Insulation, glazing U- value, and shading requirements of Package A for the appro- priate climate zone and have a glass area less than or equal to 16 percent of the addition's floor area plus the amount of existing glazing area covered up by the addition, or (2) meet the energy budget for the appropriate climate zone by using the point system or a Commission certified computer compliance method. Energy efficiency improvements may be made to the existing structure and used to offset energy consumption of the addition. Additions must also meet the mandatory requirements for wall and ceiling insulation, infiltration control, vapor barriers, duct insulation, and lighting. The specific requirements for the mandatory measures, Package A, and the performance methods, as they apply to additions or altera- tions can be found in Chapters 2, 3, and 4, respectively. New space heating and cooling equipment installed in con- junction with an addition must meet sizing and efficiency requirements. New water heating equipment installed in con- junction with an addition must meet efficiency requirements and either (1) be wrapped with an R-12 blanket or (2) have a total internal and external insulation of R-16 or greater. ts The administrative regulations require builders to document fully for the local enforcement agency how they comply with the new standards. Designers and building officials may use compliance forms and work sheets prepared by the Commission to document or verify that a building meets the standard and other code requirements. See Appendix D for instructions and one copy of each of the forms. You may reproduce the forms for your use. Form 1, Mandatory Measures Checklist, may be used to check compliance with Title 24, §2-5352, Mandatory Features and Devices, 52-5306 and 2-5307 regarding equipment efficiency, and 62-5303 to 2-5305 regarding insulation quality. Form 2, Building Design and System Summary, lists features that affect a building's energy performance. It may be used to document compliance for the building and system design, regardless of the compliance path chosen. A calculation work sheet is *also provided to assist the designer in completing Form 2. Form 3, Average U-Value of Assembly, is used to calculate the average U-value of ceiling, wall, and floor assemblies when insulation in any of these areas is not at a uniform level throughout. These values are used for performance calculations in the point system and may be used in docu- menting compliance with mandatory insulation levels or component package "requirements. Form 4, Insulation Certificate, may be used by the insula- tion contractor and/or builder to certify that the installed insulation meets levels required by the standards. A certificate such as this must be posted in the building, and a copy should be filed with the building department.
