Fenton Company 7577 Mission Valley Road, Suite 200 San Diego, California 92108 Attention: Mr. Brian Gates Subject: CARLSBAD CROSSROADS BUILDINGS 2724, 2726, 2728, AND 2730 LOKER AVENUE CARLSBAD, CALIFORNIA REMEDIAL FOUNDATION RECOMMENDATIONS Dear Mr. Gates: In accordance with your request, we have prepared this report providing recommendations to reduce the potential for continued foundation settlement at each of the subject buildings. We have reviewed several geotechnical reports pertaining to the Carlsbad Crossroads complex (see List of References). Recently, Geocon Incorporated performed exploratory borings to assess the depth of existing fill soils, and to install slope inclinometers to measure if lateral slope movement is occurring. The locations of the borings and slope inclinometers are shown on Figure 1. Logs of all of the borings performed at the site are provided in Appendix A. BACKGROUND Geocon Incorporated performed a visual reconnaissance of the subject buildings in February 2001 as part of a purchase due diligence effort. At that time, signs of soil settlement were observed at Buildings 2726 and 2728. In December 2002 (see Geocon, 2002), a portion of the western perimeter wall of Building 2728 was underpinned using drilled piers. The piers are 30 inches in diameter and extend to depths between 35 and 55 feet below existing ground. The piers were embedded into the underlying Santiago Formation a depth of at least 8 feet. Subsequent to underpinning the 2728 building, the northern exterior building wall has experienced foundation movement resulting in separation between panel joints. At several locations concrete pieces near the top of the panel walls have spalled off. The area where the majority of continued movement has been observed is outside the portion of the building wall that was underpinned in 2002. At the 2726 building, foundation movement was observed along the western side. The interior concrete slab showed settlement of several inches inclined toward the western exterior wall. Subsequent movement has been observed on the western perimeter building wall subsequent to compaction grouting. A recent floor level survey showed approximately 3/4-inch of movement since the last previous floor level survey performed in January 2008 (see Figure 2). Recently Geocon Incorporated performed floor level surveys on the 2724 building and the northern portions of the 2728 and 2730 buildings (see Figures 3 through 5). Based on our readings it appears the interior concrete slab slopes toward the exterior building wall closest to the slope. We previously installed slope inclinometers near the 2726 and 2728 buildings. In May 2009 we installed three additional inclinometers along the top of the slope near the 2724, 2728, and 2730 buildings. These inclinometers are being monitored monthly. We also installed crack monitors on the interior and exterior of Building 2728. These monitors are also being monitored monthly. Stuart Engineering previously set monitoring points along the exterior on each of the subject buildings and is performing periodic surveys. A summary of slope inclinometer readings and crack monitors will be provided in a future report. RECOMMENDATIONS 1.0 Monitoring 1.1 We recommend continued monitoring of the slope inclinometers to assess if deep seated slope movement within the Santiago Formation is occurring. Installation of drilled caissons for support of existing buildings should not be performed until sufficient monitoring of the inclinometers has been performed and the data shows deep seated movement is not occurring. We recommend a monitoring period of at least 6 months. 2.0 Underpinning 2.1 Provided deep seated slope movement is not occurring, it is our opinion exterior building walls can be underpinned with drilled piers extending through the underlying fill soils and at least 8 feet into dense formational soil. The piers should have a minimum diameter of 30 inches and may be designed for an allowable end-bearing capacity of 10,000 psf. Additional capacity may be achieved by side friction of the pier for an embedment into formational soil greater than three feet. An allowable side friction value of 500 psf is recommended. The allowable design values take into consideration the potential for negative skin friction associated with continued settlement of fill soils. 2.2 As a minimum, the exterior walls closest to the slope should be underpinned. We also recommend underpinning extend along exterior walls at each end of the building Project No. 05916-42-15B -2- June 30,2009 perpendicular to the slope to a sufficient distance where survey points show movement is not occurring. 2.3 Based on exploratory borings performed by Geocon Incorporated, the depth to formational Santiago Formation varies from as shallow as 16 feet (south end of 2724 Building) to as deep as 54 feet at the north end of 2726 Building. The depth to formational soil based on exploratory borings is shown on Figure 1. 2.4 Because a significant portion of the pier capacity will be developed by end bearing, the bottom of the borehole should be cleaned of all loose cuttings prior to the placement of steel and concrete. Experience indicates that backspinning the auger does not remove loose material and a flat cleanout plate or hand cleaning is necessary. Concrete should be placed within the excavation as soon as possible after the auger/cleanout plate is withdrawn to reduce the potential for discontinuities or caving. Borehole sidewall instability may occur if cohesionless or uncompacted soils are encountered. If groundwater is encountered, it should be pumped from the boring prior to placement of concrete or a wet method of construction should be employed. Casing may be required to maintain the integrity of the caisson excavation, particularly if seepage or sidewall instability is encountered 2.5 Concrete should be placed in such a way as to minimize segregation of the aggregate. Tremies should be utilized for concrete placed below groundwater or dry holes deeper than 20 feet. 2.6 All pier excavations should be observed by Geocon Incorporated to assess that the required embedment depth has been achieved and that the soil conditions do not differ significantly from those anticipated. 3.0 Interior Slab 3.1 A structural engineer should review the floor-level survey data to determine if slab removal and replacement should be performed. Slab thickness, reinforcement, and dowelling details should be provided by the structural engineer. Continued settlement of the subgrade soils beneath the interior slab could result in slab cracking and objectionable floor surface distortions. 4.0 Plan Review and Monitoring 4.1 Plans for the underpinning should be reviewed by Geocon Incorporated prior to finalizing.
