Code, Uniform Mechanical Code, National Electrical Code and state laws regulating .energy conservation, noise attenuation and access for the disabled. This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be.required prior to the issuance of a building permit. Present California law, mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 2002 NEC. Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, .1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2001 edition of the California Building Code (Title 24), which - adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 2002 NEC. . FIRE PROTECTION 4. Show locations of permanently wired smoke detectors with battery backup: Please see item 5 below. Inside each bedroom. Centrally located in corridor or area giving access to sleeping rooms. On each story. When sleeping rooms are upstairs, at the upper level in close proximity to the stair. In rooms adjacent to hallways serving bedrooms, when such rooms have a ceiling height 24 inches or more above the ceiling height in the hallway. NOTE: Detectors shall sound an alarm audible in all sleeping areas of the unit. Section 310.9.1. 5. When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms are created, smoke detectors shall be provided per the above, except that smoke detectors added at existing construction need only be battery powered. Section 310.9.1.2. Please see item 4 above. Carlsbad 05-3025 September 7, 2005 . GENERAL RESIDENTIAL REQUIREMENTS 6. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Doors and enclosures for the showers and in any portion, of a building wall enclosing these compartments where the bottom exposed edge of the glazing is less than 60 inches above a standing surface and drain inlet. EXITS, STAIRWAYS, AND RAILINGS 7. Guardrails (Section 509.1): a) Shall be detailed showing adequacy of connections to resist the horizontal force prescribed in Table 16-B. Please submit calculations. . FOUNDATION REQUIREMENTS 8. The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: The building pad was prepared in accordance with the soils report, The utility trenches' have been properly backfilled and compacted, and The foundation excavations; the soils expansive characteristics and bearing capacity conform to the soils report." 9. Provide a letter from, the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents. 10. If hold downs are required, note on plan that hold down anchors must be tied in place prior to foundation inspection. Section 108.5.2. Carlsbad 05-3025 September 7, 2005 FRAMING 11. Show or note fire stops at the following locations per Section 708.2.1: In concealed spaces of stud walls and partitions, including furred spaces, at the ceiling and floor levels and at 10 foot intervals both vertical and horizontal; At all interconnections between concealed vertical and horizontal spaces such as occur at soffits, drop ceilings and cove ceilings; In concealed spaces between stair stringers at the top and bottom of the run and between studs along and inline with the run of stairs if the walls under the stairs are unfinished; In openings around vents, pipes, ducts, chimneys, fireplaces and similar openings which afford a passage for fire at ceiling and floor levels, with noncombustible materials. At openings between attic spaces and chimney chases for factory-built chimneys. . ELECTRICAL (NATIONAL ELECTRICAL CODE) 12. Note on the plans that receptacle outlet locations will comply with NEC Art. 210-52(a). 13. Per NEC Art. 210-11(c)3, note on the plans that bathroom circuiting shall be either: A 20 ampere circuit dedicated to each bathroom, or At least one 20 ampere circuit supplying only bathroom receptacle outlets. 14. Show on the plans a wall receptacle adjacent to each lavatory in the bathroom. NEC Art. 210-52(d). The same receptacle should be GFCI protected. 15. All bedroom branch circuits now require arc fault protection. Note clearly on the plans that "Bedroom branch circuits will be arc fault circuit protected." NEC Art. 210-12(b). ENERGY CONSERVATION 16: Cloth backed duct tape is no longer permitted to be used as the sole connection for mechanical ducting. Note on the plans that duct tape, as a minimum, meeting the requirements of ULI8I, 181A, or 181 B, shall be used or additional duct attachment devices such as tie wraps or mastic will be required for installing mechanical ducting. 17. Detail or note on the plans: "The return air plenum serving the mechanical equipment must be fully ducted from the equipment to the conditioned space. Drop ceilings, wall cavities and equipment platforms may not be used as plenums." It is our understanding that the existing add-on adjacent to the residence along the south side is to be demolished to accommodate a new two-story addition. The approximate location of subject property is shown on Figure No. 1, entitled, "Site Location Map". The purpose of this limited soil investigation was to inspect and determine the subsurface soil conditions and certain physical engineering properties of the soils beneath the site, so' that engineering recommendations could be presented for the safe and economical development of the addition as proposed. In order to accomplish this purpose, the undersigned visited the site on July 18, 2005, to review the topography and general site conditions. Three exploratory borings were excavated on the site. The approximate location of these exploratory borings are shown on Figure No. 2, entitled, "Approximate Location of Exploratory Borings". The exploratory borings were excavated to a depth of 5 feet below existing ground surface. The soils encountered in the exploratory borings were logged by our Project No. 05-1106F4 Mr. John Turk 08/12/05 Page 2 2725 Morning Glory Lane field representative, and the results summarized on Figure Nos. 3 and 5, each entitled, "Boring Log Sheet". Samples of the soils encountered were obtained for laboratory testing and analysis, as presented on page L-1 attached hereto. From the site inspection, it was determined that: Subject property is a rectangular-shaped lot of approximately 0.27 acres, situated on the west side of Morning Glory Lane, south of Las Flores Drive. A single-story single-family residence currently occupies the site. From available records, it is our understanding that this residence, consisting of 918 square feet, was constructed in 1960. Minor grading had been accomplished in the past to create a level building pad for the proposed residence. Along the rear, west side of the property, a 15-foot high cut slope descends onto the campus of the Buena Vista Elementary School. Along the south side, a small fill slope descends onto the adjacent residential lot to the south. C. According to the Geology Map of the Oceanside Quadrangle published by the California Division. of Mines and Geology, the general area is underlain by the Quaternary-age Terrace Deposits. On subject property, the terrace deposits were encountered in the form of medium dense to dense reddish brown silty sands. No seepage was noted in the exploratory borings, and no watercourses will be interrupted by the proposed construction. Laboratory test results indicate that the soils encountered on the site possess low expansion potential (Expansion Index = 38), and subject to negligible sulfate exposure (sulfate content of 10 ppm). 2. It is our conclusion that the proposed addition to the existing residence can be constructed without failure or detrimental foundation movement occurring as a result of the structural loads imposed upon the soils from the development as presently contemplated, and without unduly infringing on the rights of those who Project No. 05-1106174 Mr. John Turk 08/12/05 Page 3 2725 Morning Glory Lane control the adjacent properties and public rights-of-way, if the conditions set forth below are followed: The existing add-on will be demolished to accommodate the proposed addition. It is recommended that all debris be hauled away and disposed of at a City approved dump site. The upper soils will be disturbed and loosed by the demolition of the existing footing and Underground utilities. It is therefore recommended that the upper soils to a depth of 30 inches within 5 feet outside the foundation line of the proposed addition be removed. The bottom should be inspected by our firm. The removed soils should then be properly moistened, and uniformly compacted in lifts on the order of 6 to 8. inches until finished grade is achieved. All fill soils are to be compacted to at least 90 percent of maximum dry density in accordance with A.S.T.M. D1557. C. It is recommended that a safe allowable soil bearing value of 1,500 pounds per square foot be used for the design and checking of continuous footings that are 12 inches in minimum horizontal dimension, and isolated pier footings that are 15 inches in minimum horizontal dimension; and are embedded at least 12 inches (for single-story) or 18 inches (for two stories) below the surface of the competent natural or compacted fill soils. It is.recommended that the continuous footings for the proposed addition be reinforced with a minimum of 4 #5 rebars; two rebars located near the top, and the other two rebars near the bottom of the footings. All isolated pier footings should be reinforced with a minimum of-2 #5 rebars in both directions, placed near the bottom of the footings. The concrete slab-on-grade should be 4 inches in thickness, and be reinforced with #3 rebars @ 18 inches on center in both directions, placed at mid-height of concrete slab. The concrete slab should be underlain by 4 inches of clean sand. The above foundation and slab reinforcement requirements are based on soil characteristics, and should be superceded by the requirements of the project architect. The seismic coefficients in accordance with the current Uniform Building Code were determined in accordance with the UBCSEIS Program. It is further recommended that the proposed addition be constructed in accordance with the approved plans and applicable regulations, except where items 2(a) to (h) above are more stringent.
