NOTE: The items listed below are from the previous correction list. These remaining items have not been adequately addressed. The numbers of the items are from the previous check list and may not necessarily be in sequence. The notes in·bold are current. 1. What is the purpose of the extraction exhaust equipment located within the warehouse? See M- 1 of the plans. The response was to evacuate dilute amount of permanganate. However, there .are no exhaust hoods provided. The information indicates " Ducting for fume hood in material slab. Fume hood and fan to be provided by tenant" What does this mean? Is the warehouse not for storage but for manufacturing of products using toxic materials. The brief description of the business is the prototyping and testing using nanometal as deposited using electro deposition. The hazardous materials lists many different types of acids and volatile cleaning. solutions. Provide a listing based on UBC Table 3D & 3E. It appears that the warehouse is other than strictly storage. The use appears to be manufacturing using hazardous materials. · 2. Whi:tt type of fumes does the extraction exhaust to the exterior? Is the exhaust for flammable, cornbustiple or caustic chemicals? Please clarify. Without this information there is no way for me to verify the occupancy classification or whether there are special .code requirements for the extraction exhaust ducts and location of the exhaust on the toot. Provide manufacturers information for the fume extraction ducting and hoods. These must be listed and approved for use with caustic, .corrosive and volatile materials. 5. Provide a note on the plans indicating whether any hazardous materials will be stored and/or used within the building which exceed the quantities listed in UBC Tables 3-D and 3-E. Noting listed on the plans or provided in the hazardous materials sheets that relate to the UBC Table 3D & 3E 6. Provide a complete description of the activities and processes that will occur in this tenant space ( R & D robm and warehouse with extraction exhaust) should be provided. A listing of all hazardous materials should be included. The materials listing should be stated in a form that would make classification in Tables 3-D and 3-E possible. The building official may require a technical report to identify and develop methods of protection from hazardous materials. Section 307.1.6. The description of the building use appears to fit the description of an H3 occupancy. The H3 occupancy must have exhaust fume hoods that comply with UBC Carlsbad 060791 4626/06~ . .., Section 1202.2.3. Spill control is required for the containment of hazardous materials as required by the Fire Code. Spill control per UBC 307.2.4 must be approved by the Fire Department . See sheets E-1 & 'E-2 of the plans. Provide a note on the plans indicating whether any hazardous materials will be stored and/or used within the building which exceed the quantities listed in UBC Tables 3-D and 3-E. Provide a complete description of the activities and processes that will occur in this tenant space ( R & D room and warehouse with extraction exhaust) should be provided. A listing of all hazardous materials should be included. The materials listing should be stated-in a form that would make classification in Tables 3-D and 3-E possible. The building official may require a technical report to identify and develop methods of protection .from hazardous materials. Section 307.1.6. These items must be pr-0vided by the analyst. The JCP-OES system consists of the main instrument, the computer controller ass(!mbly, and .a printer, the dimensions of which are given in Table 2. Suitable Working Area The environment in which any instrument is housed is an important consideration. The room temperature should be between 15 and 35°C (59-95 °F) wi!h a maximum rate of cha11ge of2.8°C (5 °F) per hour. The instrument should be located awav from direct sources of heat or cold. The relative humidity sh~uld be between 20 and 80%, non condensing. In order to minimize contamination problems, a relatively dust-free environment is necessary. Maximum dust levels should not exceed 36 million particles (0.5 mm or larger) per cubic meter of air. Failure to operate the instrument in a relatively dust-free environment will necessitate more fr e- .quent maintenance and couid, .eventually, damage the in- strument. As a reference, a normal, clean office environment would be 18 million to 36 million particles per cubic meter. Another: important consideratio11 is to locate the insh·ument in-an area free of con·osive fumes and excessive vibration. The Optima is on wheels and can be moved for service and preventative maintenance. However, a space of 45 cm (18 inches} behind the instrument is recommended. This space behind the instrument provides easy access for routine main- tenance. The heat dissipated directly into the room air by the Optima, when properly ventilated, is between 2300 to 3000 watts (8000 to 10 000) ~Tl!/hour. 'Exhaust Vent The Optima 3000 ICP-OES systems require two vents, one for the ICP torch and an additional vent for heat removal. from the RF power supply. The torch venting system is r e- quired to remove combustion fumes and vapors from the torch housh1g. Exhaust venting is important for a number of reasons: • h will protect laboratoiy personnel from toxic vapors that may be produced by some samples. • It wi.11 tend to minimize the effects of room drafts and the laboratory atmosphere on ICP torch stability. Preparing Your Laboratory for the Perkin-Elmer Optima 3000 Family of ICP-Emission Spectrometers • Jt will help to protect the instrument from con-osive vapors that may originate from the samples. • 1t will remove dissipated hea1 thal is produced by Lile ICP torch and RF power supply. WARNING: The use ofJCP-OES instruments without ade- quate ventilation to outside air may consiitute a health haz- ard. For e,tamp1e, the combustion of halogenated hydrocar- bons produces toxic vapors. Extreme care should be taken that exhaust gases are vented properlv. The venting system should provide the following flow rates: RF generator · 2800 L/min (JOO CFM) iCP torch 1400 L/min (50. CFM) Please note that the minimum required combined now rate is 4200 L/min (150 CFM) ifa single, branched system is used. At i 500 watts of RF power, the temperatures of tbe exhaust gasses upon exiting the instrument are: RF generator ICP'totch 80 oc (176 °F) 200 oc (392 °f) The blower capacity depends on the duct length and the number of elbows or bends used to install the system. If an excessively long duct system -0r a system with many bends is used, a stronger blower may be necessary to prnvide sufficient exhaust voiume. Alternatively, smooth stainless steel tubing may be used instead offlexible stainless steel tubing where flexibility is not required to reduce system friction loss or "drag." A length of !>mooth stainless steel ducting has 20- 30% less friction loss than a comparable length of flexible ducting. When smooth stainless steel tubing is used, elbows must be·used to turn corners. These elbows should turn at a center line radius of 150 mm with a maximum bend angle of 45 degrees to reduce friction losses, and the number of e !- bows should be minimized. Additional recommendations on the venting system include: • Make sure the duct casing is installed using fireproof co n- struction. Route ducts away from sprinkler heads. • Locate the blower as close to the discharge OL!tlet as poss i- ble. All joints on the discharge side should be ailtight, es- pecially if toxic vapors are being carried. • Equip the outlei end oftbe system with a back draft damper and take the necessary precautions to keep the ex- haust outlet away from open windows or inlet vents and to extend it above the roof of the building for proper dispersal of the exhaust. • Equip the exhaust end of the system with an exhaust stack to improve the overall efficiency of the system. • Make sure the length of the duc1 that enters into the blower is a straight iength at least ten times the duct di- ameter. An elbow entrance into the blower inlet causes a loss in efficiency • Provide make-up air in the same quantity as is exhausted by the system. An "ai11igh( lab will cause an efficiency loss in the exhaust system. • Ensure that the system is drawing properly by releasing smoke into ~1e mouth of the vent. A synthetic «smoke" can be generated by placing open bottles ofh y- drochloric acid and ammonium hydroxide in the proximity of the vent opening. • Equip the blower with a pilot light located near the i 11- strume11t to indicate to the operator ·when the blower is on. Vent Positions The RF generator exhaust port-located at the back, top co r- ner on the left hand side of the instrument-should be con- nected to the venting system using flexible exhaust hose (provided with the instrument.) The exhaust hose has a JOO mm (4 inch) ID. t 10.2cm (4 in.} t Figure 1. Vent for Optima 3000 ICP Torch The IC:P torch stack, located -011 the top, front section on the !efr hand side of the instrument, should vent into an extra c- tion vent. The bottom of the vent should be 7.5-12.5 cm (3-5 in.) above the.top of the torch stack. The dimensions of the exhaust vent are shown in Figure J: Gases for Optima 3000 Systems Argon is used as the ICP torch gas and the detector purge gas with the Optima 3000 sysrems. Nitrogen is used for the opt i- cal purge gas. The quality criteria for the argon and the n i- trogen are listed below, Specification Pulity Oxygen Water Nitrogen Hydrogen Hydrocarbons Areon ;:::99.996% .:5:5 ppm 91 ppm ~20 ppm Nitroeen ;::::99.999% :S:5 ppm :,;;5 ppm :51 ppm :51 ppm Either liquid or gaseous argon can be used with an fCP-OES system although liquid is recommended. The choice of liquid argon or gaseous argon tanks is determined primarily by the availability of each and the usage rate. Liquid a1:gon is usu- ally Jess expensive per unit volume to purchase, but cannot be stored for exte11ded periods. If liquid argon is used, rhe tank should be fitted with an over-pressure regulator, which will vent the tank as necessaiy to preveni the fank from becoming a.safety hazard. Gas transfer Jines from the argon tank should be contaminant free and not made of plastic. lfthe !CP-OES system isto be used in the 167-190 nm wavelength range, the optical path must be purged with e i- ther nitrogen or argon. Nitrogen is the recommended purge gas due to iis lower cost. Normal purge gas usage is either J L/min (low purge) or 5 Umin (high purge) (user selecmble) for nitrogen and 1.4 L/min or 7 L/min with argon. The detector is purged with argon and operates contint1ously. Since the detectors are cooled to -40 °C, a purge gas is nece s- sary in order to prevent condensation. Argon is required b e- cause of its thermal conductivity. This purge uses 1 L/min of argon. Gaseous argon tanks do not require venting and consequently can be stored for extended periods without loss. A tank of liquid argon containing 160 liters will typically last for a p- proximately 80110urs of continuous ICP running time. A tank of gaseous argon will last five to six hours of iCP ru n- ning time. The normal argon usage is 16-20 L/min with a maximum of25 L/min. A cylinder regulator which can be Ltsed with argon is available from Perkin-Elmer as Pa11 No. · 0303-0264. The regulator can be used with CGA 580 .or .. CGA 590 fittings.' The Optima 3000 ICP-OES systems include the hoses necessary for connecting the argon and nitrogen to the instrument (0,25-inch Swagelok). Shear Gas on Optima Systems with an · Axially-Viewed Plasma These versions of the Optima use a shear gas to remove the plasma plume and to keep the heat away from the optics. E i- ther cle.an air or nitrogen can be used for the. shear gas. The shel;lr flow is -18 L/min (-0,65 cubic foot/min) at a mini- mum of415 kPa (60 psig). While cylinders of compressed air can be used, an air compressor is more practical. Ho W- ever, the shear gas must be clean and dry, so the Optima a s- semblies include an air d1-yer filter and regulator assembly (0047-0652). The air hoses are supplied with 0.25-inch Swagelok fittings and the assembly mounts on the lab wall. ln humid environments, this may not be-adequate to ensure that the compressed air is dry. Additional filters or conden s- ers may be a necessa1y par! of the air supply system. Handling of Gas Cylinders and Other Suggested Safety Practices Notice: The permanent installation of gc1s supplies is the re- sponsibili~v qf the user and should co11form Jo /ocai saje~v and building codes. • Faste!1 all gas cylinders securely to an immovable bul k- head or a permanent wall. • When gas cylinders are stored in confined areas, such as a room, ventilation should-be adequate to preven1 toxic or explosive accumulations. Move or store gas cylinders only in a vertical position with the valve cap il1 place. • Locate gas cylinders away from beat or ignition sources. including heat lamps. Cylinders have a pressure-relief d-e· vice that will release the contents of the cylinder if the temperature exceeds 52 °C (125 °F). • When storing cylinders external to a building, the cyli n- ders should be stored so that they are protected against temperature extremes (inclllding the direct rays ofthc sun) and should be stored above ground on a suitable floor. • Matk gas cylinders clearly to identify the contents and status (full, empty, etc.). • Do not attempt to refill gas, cylinders. • Anange gas hoses where they will not be damaged or stepped on and where things will not be dropped on them. • Perfonn periodic gas leak tests by applying a soap solution to all joints and seals. • Never view the ICP torch directly without protective eye wear. Potentially hazardous ultraviolet radiation may be emitted. Ordinary safety glii, sses will, in general, provide sufficient protection, but additional side shields will insure a further margin of safety. Safety glasses will also provide mechanical protection for the eyes. · • JCP-OES instruments generate high amounts of radio fr e- quency energy in their RF power supply and torch boxes, \1/hich is potentially hazardous if allowed to escape. Safety devices and screening interlocks should not be bypassed or disconnected. • The power supply of an ICP-OES is capable of generating potentially lethal voltages. No maintenance should be perfonned by anyone other than a Perkin-Elmer Service Special isl or the customer's,own P_erkin-Elmer trained maintenance personnel. • 'Water lines should be located away from electrical con- nections. Condensation and possible leaks may create an unsafe situation if in proximity lo electrical conneciions. Drain Vessels A drain vessel (0047-0660) is supplied with the Optima 3000 ICP-OES systems. The vessel is made of plastic and is used to gather the effluent from the ICP torch, The drain vessel should be placed on !he floor in front of the JCP-OES. The drain vessel shouid NOT be stored in an enclosed storage area, The drain system should be checked regularly and re- placed when necessary. Should it become necessary to replace the drain vessel, it should be;nade from a material not likely to be attacked by samples being analyzed. Glass or other brittle materials must not be used, Location Typical!)~ the Optima is positioned with the compurer and printer next to the instrument on a bench or table. For additional informa_tion on electrical requirements, please contact your local Perkin-Elmer Service personnel. The ICP-OES system requires a regulated source of filtered water for the purpose of cooling. The water supply should be filtered (free of sediment), have a pH between 6.5 and 8.5, be hardness free, and the flow rate should be a minimum of l L/min (16 gallons/ho~r) al a temperature between 15-25°C (59-77 °F) and an operating pressure between 200-550 kPa {30-80 psi). The lab must be equipped with a drain for the water with a back pressure less than 100 kPa (15 psi). -------·· _, ,_ ,, ____ '""' ., ,_, ffa suirable supply of water is not available. a recirculating system should be used.
