1. · Please make all corrections on the original tracings, as requested in the correction
. list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009,
(619) 438-1161. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite-208, San Diego, CA 92123, (619) 560-
1468. Deliver all remaining sets of plans and calculations/reports directly to the City
of Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engiheering and Fire Departments until review by
. EsGil Corporation is complete.
2. Indicate on the Title Sheet of the plans, the name of the legal owner and name of
person responsible for the preparation of the plans. Section 106.3.3. ·

TITLE 24 DISABLED ACCESS. REQUIREMENTS
The following disabled access items are taken from the 1995 edition of California
Building Code, Title 24. Per Section 101.17.11, all publicly and privately funded public
accommodations and commercial facilities shall be accessible to persons with
disabilities as follows:
(1) Any building, structure, facility, complex, or improved area, or portions
thereof, which are used by the general public.
(2) Any sanitary facilities which are made available for the public, clients, or
employees in such accommodations or facilities.
(3) Any curb or sidewalk intended for public use that is constructed .with
private funds.
(4) All existing accommodations when alterations, structural repairs or
additions are made to such accommodations.

• REMODELS, ADDITIONS AND REPAIRS
1. When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected is required to
comply with all of the requirements for new buildings, per Section 11348.2.
These requirements appfy only to the area of specific alteration, repair or
addition and shall include:
a) A primary entrance to the building and the primary path of travel to the
area in question, and include the following items which serve the area in
question:
i) Sanitary facilities.
ii) Drinking fountains.
iii) Public telephones.
2. If an unreasonable hardship finding is granted, priority should be given to those
elements that will provide the greatest access, per Section 1134B.2.1 Exception
#1. The order of priority shown below should be followed:
a) An accessible entrance.
b) An accessible route of travel.
c) At least one accessible restroom for each sex.
d) Accessible telephones.
e) Accessible drinking fountains.
f) When possible, additional accessible elements such as parking, storage
and alarm~.
3. For areas under the control of a single tenant, the obligation to provide access
may not be evaded by performing a series of small alterations to the area served
by a single path of travel, if those alterations could have been performed as a
single undertaking. If an area has been altered without providing an accessible
path of travel to that area, and subsequent alterations of that area, or a different
area along the same path of travel are undertaken within three (3) years of the
original alteration, the totql cost of alterations to the areas along that path of
travel during the preceding three year period shall be considered in determining
unreasonable hardship.

4. Clearly show that the site development and grading are designed to provide
access to all entrances and exterior ground floor exits, as well as access to
normal paths of travel, per Section 11278.1. Where necessary to provide
access, shall incorporate pedestrian ramps, curb ramps, stairways and
handrails, etc.
5. Plans show that more than one building is located on the proposed site.
Accessible routes of travel shall be shown to be provided between buildings and
accessible site facilities, per Section 11278.1.
6. Show, or note that at every primary public entrance, and at every major ·function
area along, or leading to, an accessible route of travel, there is to be a sign
displaying the international symbol of accessibility. Signs are required to indicate
the direction to accessible building entrances and facilities, per Sections
11178.5.7 and 11278.3.
7. Revise site plan to show compliance with the required number of accessible
parkfng spaces for new facilities, ( or at existing facilities where a change of
occupancy occurs). Per Table 118-7 the minimum number of spaces is:
a) 1 for each 25 spaces up to 100 total sp~ces.
b) 1 additional space for each 50 spaces for between 101 and 200 total
spaces.
c) 1 additional space for each 100 spaces for between 201 and 500 total
spaces.
d) For between 501 and 1000 total spaces, a minimum of 2% of the total
number of spaces is required.
e) For greater than 1000 spaces, 20 plus 1 for each additional 100 spaces.
8. If total number of spaces is less than 5, one shall be 14'0" wide and line to
provide a 9'0" parking area and 5'0" loading and unloading area. There is no
requirement that this space be identified or reserved for the exclusive use by
person~ with disabilities.
9. -Revise site plan to show that accessible spaces comply with Section _11298.4.1
as follows: ·
a) Single spaces shall be 14'0" wide and outlined to provide a 9'0" parking
area and a 5'0" loading and unloading area on the passenger side of the
vehicle.

b) When more than one space is provided, in lieu of providing a 14'0" space
for each space, two spaces can be provided within a 23'0" area with a
5"0" loading zone between each 9'0" wide space.
c) Each space is to be a minimum of 18'0" in depth.
10. Show or note on the plans that the accessible parking spaces are to be identified
by a reflectorized sign, permanently posted immediately adjacent to and visible
from each space, consisting of:
a) A profile view of a wheelchair with occupant in white on dark blue
background.
b) The sign shall ~70 in2 in area.
c) When in the path of travel, they shall be posted ~80" from the bottom of
the sign to parking space finished grade.
d) Signs may also be centered on the wall of the interior end of the parking
space ~36" from the parking. space finished grade, ground or sidewalk.
e) Spaces complying with Section 11298.4.2 shall have an additional sign
"Van-Accessible" mounted below the symbol of accessibility per Section
11298.5.
f) In addition, each accessible space is required to be marked with the
international symbol of accessibility.
11. Show; or note, that an additional sign shall also be posted in a conspicuous
place at each entrance to off street parking facilities, or immediately adjacent to
and visible from each stall or space. The sign shall be ~17" x 22" with lettering
not ~ 1" in height. Per Section 11298.5 required wording is as follows.
"Unauthorized vehicles parked in designated accessible spaces not displaying
distinguishing placards or license plates issued for persons with disabilities may
be towed away at owner's expense. Towed vehicles may be reclaimed at
______ or by telephoning . 11
12. If any proposed walks slope >1 :20 (5%) they must comply with ramp
requirements of Section 1007, per Section 1023.3. Revise plans to show or note
requirements.
13. Walks along an accessible route of travel are required to be ~48" minimum in
width and have slip resistant surfaces, per Section 1023.1. Revise plans to show
compliance.
14. Show that an acces~ible roU,te of travel is to be provided to all portions of the
building, to accessible building entrances and between the building and the
public way. per Section 11148.1.2.

15. Revise plans, or door schedules to show that every required passage door has
~32" clear width, per Section 1004.6.
16. Where a pair of doors is utilized, at least one of the doors shall provide a clear,
unobstructed opening width of 32 inches, per Section 1004.6.2.
17. Show, or note, that there is a level floor or landing on each side of all doors. The
floor or landing is to be s½" lower than the doorway threshold, per Section
1004.9.1a.
18. Show or note that all hand-activated door opening hardware meets the following
requirements, per Section 1004.3.1:
a) Is to be centered ~30" but s44" above floor.
b) Latching, or locking, doors in a path of travel are operated with a single
effort by:
i) Lever type hardware.
ii) Panic bars.
iii) Push-pull activating bars.
iv) Or other hardware designed to provide passage without the
requirement to grasp the hardware.
19. Show or note that the lower 1 O" of all doors comply with Section 1004.8.1, as
follows:
a) To be smooth and uninterrupted, to allow the door to be opened by a
wheelchair footrest, without creating a trap or hazardous condition.
b) Narrow frame do.ors may use a 1 O" high smooth panel on the push side of
the door.
NOTE: Exception for automatic or sliding doors.
20. R~vise plans to show that the minimum strike edge distances are provided at the
level area on the side to which a door (or a gate) swings, per Section
1004.9.2.3a:
a) ~4" at exterior conditions.
b) ~18" at interior conditions:
c) ~12" on the push side, if the door has both a latch and a closer.

21. Sanitary facilities are required to be accessible, unless the enforcing agency
determines that compliance with these standards would create an unreasonable
hardship. Provide a completed HARDSHIP WAIVER REQUEST FORM if
equivalent facilitation is requested to be permitted, per Section 11158.1.
22. For exception to Section 11158.1. regarding equivalent facilitation under
unreasonable hardship, the following conditions must be met:
a) Accessible sanitary facilities must be located within a reasonable distance
of accessible areas.
b) Equivalent facilitation would provide for either a lateral or front transfer
toilet stall.
c) Doors shall have a clear and unobstructed opening of ~30".
23. Where separate nonaccessible facilities are provided for each sex, separate
accessible facilities are required to be provided for each sex as well. Where
nonaccessible unisex facilities are provided, accessible unisex facilities are
required to be provided, per Section 11158.2.
24. Where facilities are to be used solely by children, the specific heights may be
adjusted to meet their accessibility needs, per Section 11158.3.
25. Revise plans to show that passageways leading to sanitary facilities have
required clear access widths, per Section 1115B.4. Show that all doorways
have:
a) ~32" clear opening.
b) A clear area:
i) ~60" in the direction ofthe door swing.
ii) ~44" away from the direction of door swing.
c) All strike edge clearance dimensions are required to be met.(i.e. 18" strike
edge distance). ·
26. Note that the doorways leading to sanitary facilities shall be identified, per
Section 11158.5, as follows:
a) An equilateral triangl.e ¼" thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
b) A circle ¼" thick, 12" in diameter at women's rest rooms.

c) A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adjacent to the latch
outside of the doorways leading to the sanitary facilities, per Section
11178.5.9.
• SINGLE ACCOMMODATION FACILITIES
27. Revise plans to show a sufficient space in the toilet room for a wheelchair to
enter the room and close the door, per Section 11158. 7 .2. The space is required
to be: ·
a) ~60" diameter.
b) AT-shaped space as shown in Figure 118-12(a) and (b).
c) Doors are not permitted to encroach into this space.
28. Show that the water closet is located in a space, per Section 111587.2, which
provides:
a) A minimum side clearance of either:
i) ~28" from a fixture.
ii) ~32" from a wall on .one side.
~48" clear space in front of the water closet.
RESTROOM FIXTURES AND ACCESSORIES
29. Show, or note, on the plans that the accessible water closets meet the following
requirements, California Plumbing Code:
a) The seat is to be ~17" but ~ 19" in height.
b) The controls are:
i) . Operable with one hand.
ii) Does not require tight grasping, pinching or twisting of the wrist.

30. Show, or note, on the plans that accessible urinals meet the following
requirements, per Section 11158.9.4 and California Plumbing Code:
a) The rim of at least one urinal shall:
i) Project 14" from the wall.
ii) Be ~17" above the floor.
b) The force to activate the flush valve shall be ~5# force.
c) The control mechanism is be located ~44" above the floor.
d) ~30" x 48" clear floor space is provided in front of the accessible urinal.
31. Show that accessible lavatories comply with the following, per Sections
11158.9.1 and California Piumbing Code:
a) ~30" x 48" clear space is provided in front for forward approach. The clear
space may include 'knee and toe space beneath the fixture.
i) ~29" high x 3011 wide x 811 deep at.the ~op.
ii) ~9" high x 30" wide and 17" deep at the bottom.
iii) The counter top is ~34" maximum above the floor.
b) Hot water pipes and drain lines are insulated.
c) The faucet controls, and operating mechanism are:
i) The type which does not require tight grasping, pinching or twisting
of the wrist.
ii) Has an operating force of ~5#.
d) If self-closing valves are used, they shall remain open for :2>:10 seconds.
32. Revise plans to show that grab bars comply with the following, per Section
11158.8:
a) Grab bars shall be located on each side or one side and the back of the
water closet stall or compartment.

b) They shall be securely attached 33" above the floor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement at 33",
the grab bar may be installed as high as 36".
c) Grab bars at the side shall be located:

ii) Be ~42" long with the front end positioned 24" in front of the stool.
.iii) Total length of bars at the back shall be ~.36".
d) The diameter; or width, of the grab bar gripping surface is ~1 ¼" but ~1 ½",
or the shape shall provide an equivalent gripping surface.
e) If mounted adjacent to a wall, the space between the wall and the grab
bar shall be 1 ½".
f) Be designed to support 250#.
33. Revise plans to show s40" height for:
a) The operable parts of at least 1;
i) Paper towel dispenser.
ii) Sanitary napkin dispenser.
iii) Waste paper disposal.
iv) Other similar dispensing and/or disposal fixtures.
b) The bottom edge of mirrors.
34. Revise plans to show that the toilettissue dispensers are located ~12" from the
front edge of the water closet stool, per Section 1115B.9.3.

MANDATORY REQUIREMENTS
ENVELOPE MANDATORY MEASURES (NONRESIDENTIAL)
1. Exterior manufactured doors, windows, and fenestration products shall meet the infiltration and U-value certification
requirements of Section 116(a).
2. Site-construced doors, skylights, and windows shall be caulked and weather-stripped per Section 116(b).
3. All joints and openings which are potential sources of air leakage shall be caulked, gasketed, weather-stripped or
otherwise sealed to limit infiltration and exfiltration per Section 117.
4. Certified insulation materials per Section 118(a).
5. Urea Formaldehyde foam insulation installed per Section 118(b).
6. Insulation installed to meet flame spread and smoke density requirements per Section 118(c).
LIGHTING MANDATORY MEASURES
1. Each enclosed area shall have independent controls (per Section 131 (a) and exceptions).
2. Lighting shall be uniformly reducible by one half in areas which are greater than 100 sf, exceed 1.2 watts/sf, and have more
than one luminaire (per Section 131 (b) and exceptions; exceptions include lights in corridors).
3. Daylit areas larger than 250 sf shall be separately controlled and uniformly reducible by one half (per Section 131 ( c) and
exceptions).
4. Separately metered spaces 5,000 sf or greater shall have automatic shutoff controls (per Section 131(d) and exceptions).
5. Display lighting shall be separately switched on circuits that are 20 amps or less (per Section 131 (e), no exceptions).
6. Exterior lighting controlled from a lighting panel within the building shall be automatically controlled (per Section 131 (f) and
exceptions).
7. Pairs of one-lamp and three-lamp fluorescent luminaires shall be tandem-wired where reasonable (per Section 132 and
exceptions).
SERVICE WATER HEATING SYSTEMS
1. Temperature controls and recirculating pump controls shall meet the· requirements of Section 113(a) & (b).
2. Flow rates and temperature controls for public lavatories shall meet the requirements of Section 113(b )3.
3. Unfired service water heater storage tanks and backup tanks for solar water heating shall comply with Section 113(b)4.
MECHANICAL AND PLUMBING MANDATORY MEASURES
Eguipment and Systems Efficiency
1. HVAC and service water heating equipment shall meet Appliance Efficiency Regulations, per Sections 111 and 112.
2. Piping, except those conveying fluids at temperatures between 60 and 105 degrees F, or within HVAC equipment, shall be
insulated in accordance with Section 123.
3. Air handling duct systems shall be sealed in accordance with the SMACNA HVAC Ducts Construction Standards, Metal
and Flexible, 1985, per Section 124(a) and{b). Ducts shall be installed and insulated as provided in UMC, Chapter 10.
4. Pilot lights shall not be installed for natural gas central furnaces, and pool and spa heaters, per Section 115.
Ventilation
1. Every space in a building shall be designed to have outdoor air ventilation according to Section 121(a), (b) and (e}.
2. Operation and control of outdoor air shall meet the time-of-occupc!ncy and pre-occupancy requirements of Section 121 (c).
3. When a return plenum is used to distribute outdoor air to a covered HVAC unit, the ducted discharge shall be in
accordance with Section 121 ( d).
4. Systems shall meet the completion and balancing requirements of Section 121 (f).
Controls
1. Each space conditioning zone shall be controlled by an individual thermostatic control that responds to temperature within
the zone. Heating shall be adjustable down to 55 degrees or lower, and cooling shall be adjustable up to 85 degrees or
higher. The control shall provide a dead-band of 5 degrees between heating and cooling. Section 122(a) and (b).
2. Heat pumps with supplementary electric resistance heaters shall have controls per Section 112(b).
3. Each space conditioning system shall be installed with an automatic time switch, able to shut off operation during off-hours
of up to four hours, per Section 122(e)1.
4. Thermostat setup and setback controls are required if the summer design dry bulb temperature is more than 99 degrees F,
or if the winter design temperature is less thii!n 33 degrees, per Section 122(e)2, and its exceptions.
5. Outdoor air supply and exhaust equipment shall be installed with dampers that automatically close during periods of non-
use for the areas served by the equipment, per Section 122(f).
6. Each space conditioning system serving multiple zones with a combined conditioned floor area more than 25,000 square
feet shall be designed,installed, and controlled to serve isolation areas, per Section 122(g).
