This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1997 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, p'lease note on this list (or a copy) where each
correction item has been addressed, i.e., _plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be ·
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
· EsGil Corporation is complete.
1. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code. Please have the persons responsible for the Mechanical and
Electrical plans sign all pages.
2. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 1998 edition of the California Building Code {Title 24 ), which
adopts the 1997 UBC, UMC and UPC and the 1996 NEC . . •
3. Detail disposal of main condensate drainage from air conditioning units. (UMC
Section 309)
4. On the first sheet of the plans indicate:
• Sprinklers: Yes or No
• Present and proposed occupancy classifications of the warehouse,
• The occupant load of the remodel area(s).
5. A complete description of the activities and processes that will occur in the
warehouse should be provided. A listing of all hazardous materials should be
included. The maJerials listing should be stated in a form that would make
classification in Tables 3-D and 3-E possible. The building official may require a
technical report to identify and develop methods of protection from hazardous
materials. Section 307.1.6.
a) Provide data on proposed hazardous material to be stored and used.

b) Clearly show the types of hazardous material that are being stored or
used, as per the UBC, Table 3-D and 3-E classifications. Provide the
material safety data sheets (MSDS).

c) Clearly show the amounts of each type of hazardous material to be stored
and in use.
d) Clearly show where in the buildings each type of hazardous material is
being stored or used.
e) Provide calculations for required containment in each area of the
buildings, as per UBC, 307.2.5.
f) Provide a written response to show how Spill Control and Drainage are
being handled as required in UBC, Sections 307.2.3 & 307.2.4.
g) Provide the required manual shutoff control for ventilation equipment as
per UBC, Section 1202.2.3.
6. Please provide complete listing information for the spray booth shown in the
warehouse. If not listed a third party installation report will be required for the
approval of the construction and installation of the proposed rooms and station to
approved standards. UMC, Section 302.2
7. Please provide a complete description of the spray foam area. Include the
classifications and amounts of all materials used, show the storage location of
the materials used
8. Exit doors should swing in the direction of exit travel when the area served has
an occupant load of 50 or more. Section 1003.3.1.5. Please show the exit doors
from room 116 to swing in the direction of travel.
9. Please show the dimension of the n"ew exit corridor providing the required level
area on the side into which the doors swing; extending 18" inches past the strike
edge for interior doors. Title 24.

Oversized meters are inaccurate during low-flow conditions. If it is oversized, for

All irrigation' meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:

the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",

2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head) ·
• Include a 10% residual pressure at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with

services/meters to a new recycled water line in the future.

2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.

D § 118(a) Installed Insulating Material shall have been certified by the manufacturer to comply
with the California Quality Standards for insulating material, Title 20, Chapter 4, Article
3.
D § 118(c) All Insulating Materials shall be installed in compliance with the flame spread rating
and smoke density requirements of Sections 2602 and 707 of Title 24, Part 2.
D § 117(a) All Exterior Joints and openings in the building that are observable sources of air
leakage shall be caulked, gasketed, weatherstripped or otherwise sealed.
D § 116(b) Site Constructed Doors, Windows and Skylights shall be caulked between the unit
and the building, and shall be weatherstripped (except for unframed glass doors and
fire doors).
D § 116(a)1 Manufactured Doors and Windows installed shall have air infiltration rates not

Equipment and Systems Efficiencies
D §111 Any appliance for which there is a California standard established in the Appliance
Efficiency Regulations will comply with the applicable standard.
D § 115(a) Fan type central furnaces shall not have a pilot light.
D § 123 Piping, except that conveying fluids at temperatures between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
D § 124 Air handling duct systems shall be installed and insulated in compliance with
Sections 601,603 and 604 of the Uniform Mechanical Code.
Controls
§ 122(e) Each space conditioning system shall be installed with one of the following:
D § 122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not explicitly exempt from the requirements
of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for
up to 4 hours. The time switch shall be capable of programming different
schedules for weekdays and weekends; incorporate an automatic holiday "shut-
off' feature that turns off all loads for at least 24 hours, then resumes the normally
scheduled operation; and has program backup capabilities that prevent the loss of
the device's program and time setting for at.least 10 hours if power is interrupted;
or
D § 122(e)1 B An occupancy sensor to control the operating period of the system; or
D § 122(e)1 C A 4-hour timer that can be manually operated to control the operating period of the
system.
D § 122(e)2 Each space conditioning system shall be installed with controls that temporarily
restart and temporarily operate the system as required to maintain a setback
heating andlor a setup cooling thermostat setpoint.
D § 122(g) Each space conditioning system serving multiple zones with a combined
conditioned floor area more than 25,000 square feet shall be provided with isolation
zones. Each zone: shall not exceed 25,000 square feet; shall be provided with
isolation devices, such as valves or dampers, that allow the supply of heating or
cooling to be setback or shut off independently of other isolation areas; and shall
be controlled by a time control device as described above.
D § 122(a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees F or lower. For cooling, the control
shall be adjustable up to 85 degrees F or higher. Where used for both heating and
cooling, the control shall be capable of providing a deadband of at least 5 degrees
F within which the supply of heating and cooling is shut off or reduced to a
minimum.
D § 122(c) Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable
setpoint stops accessible only to authorized personnel.
D § 112(b) Heat pumps shall be installed with controls to prevent electric resistance
supplementary heater operation when the heating load can be met by the heat
pump alone.

Ventilation
D § 121(e) Controls shall be provided to allow outside air dampers or devices to be operated at
the ventilation rates as specified on these plans.
D § 122(f) Gravity or automatic dampers interlocked and closed on fan shutdown shall be
provided on the outside air intakes and discharges of all space conditioning and
exhaust systems.
D § 122(f) All gravity ventilating systems shall be provided with automatic or readily accessible
manually operated dampers in all openings to the outside, except for combustion air
openings.
D § 121(f)1 Air Balancing: The system shall be balanced in accordance with the National
Environmental Balancing Bureau (NEBB) Procedural Standards (1983), or
Associated Air Balance Council (AABC) National Standards (1989); or
D § 121(f)2 Outside Air Certification: The system shall provide the minimum outside air as
shown on the mechanical drawings, and shall be measured and certified by the
installing licensed C-20 mechanical contractor and certified by (1) the design
mechanical engineer, (2) the installing licenced C-20 mechanical contractor, or (3) the
person with overall responsibility for the design of the ventilation system; or
D § 121(f)3 Outside Air Measurement: The system shall be equipped with a calibrated local or
remote device capable of measuring the quantity of outside air on a continuous
basis and displaying that quantity on a readily accessible display divice; or
D § 121(f)4 Another method approved by the Commission.
Service Water Heating Systems
D § 113(b)2 If a circulating hot water system is installed, it shall have a control capable of
automatically turning off the circulating pump(s) when hot water is not required.
D § 113(b)3B Lavatories in restrooms of public facilities shall be equipped with controls to limit the
outlet temperature to 110 degrees F.
D § 113(b)3C Lavatories in restrooms of public facilities shall be equipped with one of the
following:
Outlet devices that limit the flow of hot water to a maximum of 0.5 gallons per
minute.
Foot actuated control valves, and outlet devices that limit the flow of hot water to a
maximum of 0.75 gallons per minute.
Proximity sensor actuated control valves, and outlet devices that limit the flow of hot
water to a maximum of 0.75 gallons per minute.
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.25 gallons/cycle (circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.50 gallons/cycle (non-circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0. 75 gallons/cycle (foot switches and proximity sensor
controls).
