RFis, and the applicable workmanship provisions of the California Building Code, as
amended by the City of Carlsbad.

• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify t~e anticipated meter size for the unit.

multiple trenching into the street).
12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be ~ized via irrigation calculations (in gpm) prior
to,approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:
STA 1+00 Install 2" service and
1.5: meter (estimated 100 gpm)
2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

services/meters to a new recycled water line in the future.
Irrigation Use (where recycled water is available)
1. Recycled water meters are sized the same as the irrigation meter above.
2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line· is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

REMEDIAL FOUNDATION RECOMMENDATIONS
In accordance with your request this correspondence has been prepared to present our
recommendations to reduce the potential for continued foundation settlement within the southwest
corner of the subject building. Several geotechnical reports pertaining to the Carlsbad Crossroads
complex have been reviewed (see List of References). In particular, the Geotechnical Investigation
report prepared by United States Testing Company, Inc., for Building Pad E, dated July 20, 1990, was
relied on to provide a basis for the recommendations that follow.
BACKGROUND
A visual reconnaissance of Building E was performed by Geocon Incorporated in February 2001 as
part of a purchase due diligence effort. -The reconnaissance suggested that the building is underlain by
highly expansive fill soils and that soil movement may have adversely affected the southwest comer
of the building.
In late August 2001 the tenant of the building reported that a piece of concrete had fallen from the top
of one of the concrete tilt-up panels along the west exterior wall. Geocon was notified and revisited
the building on September 11, 2001. Our observations and recommendations were summarized in our
correspondence dated September 17, 2001. Periodic settlement monitoring of the concrete tilt-up
panels along the west side of the building was recommended and Stuart Engineering was retained to
provide those services. Settlement points were monitored quarterly commencing October 24, 2001.
Readings on February 1 and May 3, 2002 did not reveal any foundation movement; however, the
subsequent readings on July 24 indicated that all of the monitored concrete tilt-up panels and adjacent
exterior concrete flatwork had settled from 0.02 to 0.08 feet, or about 1 inch maximum. As a result of

this relatively abrupt and significant movement during a period of no rainfall, the subsequent
monitoring interval was shortened from 3 months to 1 month.
The settlement readings on August 28, 2002 revealed that monitoring points 14 through 16
(southwest comer of the building) show continued movement while the remai~ing permits were
essentially unchanged. It is our opinion that the settlement recorded· for points 1 through 11 on
July. 24 and August 28; 2002, · is likely t~ be the result of a change in the bench mark· elevation
subsequent to the May 3 readings. It is further our opinion that the cause of the settlement below the
southwest comer of the building is consolidation of poorly compacted fill soil in close proximity to
the storm drain pipe and manhole adjacent to that building corner. The triggering mechanism could
be the infiltration of irrigation water for the landscaped area along the west end of the south side of
the building into the storm drain backfill or the storm drain pipe may be leaking runoff into the
adjacent fill soils.
RECOMMENDATIONS
1.0 Underpinning
1.1 It is recommended that the exterior walls at the southwest comer of the building be
underpinned with drilled piers that extend through the underlying fill soils and at least three
feet into dense formational soil. The piers should have a minimum diameter of 30 inches
and may be designed for an allowable end-bearing capacity of 10,000 psf. Additional
capacity may be achieved by side friction of the pier for an embedment into fonnational
soil greater than three feet. An allowable side friction value of 500 psf is recommended. It
should be noted that the above design values take into consideration the potential for
negative skin friction associated with continued settlement of the storm drain backfill.
1.2 The underpinning recommended above should generally extend from the southwest
building corner about 70 feet in a northerly direction and 50 feet to the southeast. The
actual location of the piers should be determined by the structural engineer.
1.3 A review of the previously referenced geotechnical investigation report suggest that the
southwest comer of the building is underlain by about 35 feet of moist, grey-brown, silty,
clayey, fine to coarse sand, which is in turn underlain by moist to damp, very stiff to hard,
clayey silt of the Santiago Formation. It should be anticipated that the actual thickness of
the fill soil below the southwest corner of the building may vary considerably from one
pier locati~n to another. It should also be noted that ~he proximity of the storm drain pipe to
the building may limit the acceptable locF1,tions for the drilled piers.

1.4 We recommend that temporary casing be on-site during drilling due to the proximity of the
piers to potentially loose storm drain backfill. According to the information reviewed, the
storm drain is at least 17 feet deep near the building comer.
1.5 Because a significant portion of the pier capacity will be developed by end bearing, the
bottom of the borehole should be cleaned of all loose cuttings prior to the placement of
steel and concrete. Experience indieates that backspinning the aug~r does not remove loose .
material and a flat cleanout plate or hand cleaning is necessary. Concrete should be placed
within tqe excavation as soon as possiple after the auger/cleanout plate is withdrawn to
reduce the potential for discontinuities or caving. Borehole sidewall instability may
randomly occur if cohesionless or uncompacted soils are encountered. If groundwater is
encountered, it should be pumped from the boring prior to placement of concrete or a wet
method of co~struction should be employed. Casing may be required to maintain the
integrity of tb:e caisson excavation, particularly if seepage or sidewall instability is
· encountered. :
1.6 All pier excavations should be observed by Geocon Incorporated to verify that the required
embedment depth has been achieved and that the soil conditions do not differ significantly
from those anticipated.
2.0 Interior Slab
2.1 It is recommended that a floor-level survey be performed for the interior slab in the
southwest comer of the building. The results of the survey should be reviewed by the
structural engineer to determine the extent of slab removal and replacement that shquld be
performed.
2.2 Slab reinforcement and dowelling details should be provided by the structural engineer.
2.3 It should be noted that if extensive continued settlement of the subgrade soils beneath the
interior slab occurs, cracking of the slab and objectionable floor surface distortions could
result.
3.0 Landscaping and Irrigation
3.1 It is recommended that the landscape area within about 50 feet of the southwest building -· comer be removed and replaced with an impermeable surface. The existing courtyard could
be modified and/or expanded to accomplish this.

3.2 If decorative vegetation is desired, it should be placed in self-contained planters above the
impermeable surface.
4.0 Plan Review and Monitoring
4.1 It. is recommended that plans for the underpinning and .landscape modifications be
reviewed by Geocon Incorporated prior to .finalizing.
4.2 It is also recommended that monitoring of the settlement points be continued on a quarterly
basis commencing at the end of October 2002.

performed by others and on plans and drawings prepared by others. While we have no reason to
believe that the studies, plans or drawings are inaccurate, we will not assume any liability or
responsibility for their accuracy. It is expressly understood that in the interest of economy and

subsurface geotechnical explorations to facilitate the preparation of the underpinning plans and
specifications.

In accordance with your request, this corresponden~e has been prepared to summarize our
_ recommendations regarding the treatment of the proposed pad area to the rear of the subject building.
These recommendations are intended to supplement those presented in our September 17, 2002
correspondence entitled Remedial Foundation Recommendations.
With respect to the exposed pad area to the rear of the building, we recommend that the entire area be
covered with 10 mil visqueen such that rainfall will drain at a slope of at least 1 percent to the
existing area drains. The visqueen should be covered by decorative rock to protect it from tearing due
to foot traffic. The edge of the visqueen farthest from the building should extend to the base of the
berm at the top of the existing descending fill slope and should be "tucked" into an edge trench at
least 12 inches deep.
Recommendation 3.1 of the September 17, 2002 correspondence should apply to an area at least 20
feet from the building wall and may consist of visqueen covered with decorative rock as
recommended above. It should be noted that in either case, it is important to establish a relatively
smooth subgrade surface that provides positive drainage to the area drains. The visqueen should be
taped tight to the area-drain inlets. Similarly, sheets of visqueen should overlap at least 12 inches on
the upslope side and should be taped to provide a watertight surface. In addition, the visqueen should
not be placed along the rear of the building until the existing earth shrinkage cracks have closed. This
can be accomplished by periodically sprinkling the exposed ground surface until crack closure occurs
or by waiting for sufficient rainfall to close the cracks.
