Please make all corrections on the original tracings, as requested in the
correction list. Submit three sets of plans for commercial/industrial projects
(two sets of plans for residential projects). For expeditious processing,
corrected sets can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA
92008, (760) 602-2700. The City will route the plans to EsGil Corporation
and the Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123,
(858) 560-1468. Deliver all remaining sets of plans and calculations/reports
directly to the City of Carlsbad Building Department for routing to their
Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until
review by Es~il Corporation is complete.
NOTE: The items listed below are from the previous correction list. These
remaining items have not been adequately addressed. The numbers of
the items are from the previous check list and may not necessarily be
in sequence. The notes in bold are current.
4. A complete description of the activities and processes that will occur in
this tenant space should be provided. A listing of all hazardous materials
should be included. The materials listing should be stated in a form that
would make classification in Tables 3-D and 3-E possible. The building
official may require a technical report to identify and develop methods of
protection from hazardous materials. Section 307.1.6. The description of
the building use implies that there will be some use of hazardous
materials in the manufacturing process. In fact project note 1 O on

6. Provide legible mechanical plans for the new clean room. It is not clear on
sheet M-1 where the new HV AC unit is that serves the clean room or
where the duct work is for.this room. The clean room HVAC is now
included. However, the revised plans now show on sheet A-2.1
proponal tank under separate permit and the hazardous materials
information lists proponal as at least one pint in open use. Where the
proponal is used mechanical ventilation equal to 6 air changes/ hr is
required per UBC 1202.2.2. include on the mechanical plans the
ventilation system for the area where the proponal is used within the
building.

show compliance with the state energy standards for doors. Specify on

list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Departm.ent, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Revise General Note #1 on the Title Sheet of the plans consistent with the
current codes stating that this project shall comply with the 2001 edition of the
California Building Code (Title 24), which adopts the 1997 UBC, 2000 UMC,
2000 UPC and the 1999 NEC.
2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
3. Provide a description on the plans of the manufacturing process that will take
place in this tenant space. It is not clear that the occupancy classification as F2
& S2 is appropriate for this tenant. These occupancies include all non hazardous
non combustible materials in the Manufacturing and storage. It seems that f1 &
S1 occupancy classifications would be more all encompassing and would not
limit the use of the building.
4. A complete description of the ac~ivities and processes that will .occur in this
tenant space should be provided: A listing of all hazardous mat$rials should be
included. The materials listing should be stated in a form that would make
classification in Tables 3-D and 3-E possible. The building official may require a
technical report to identify and develop methods of protection from hazardous
materials. Section 307.1.6.
5. Provide a note on the plans indicating whether any hazardous materials will be
stored and/or used within the building which exceed the quantities listed in USC
Tables 3-D and 3-E.

6. Exit signs are required, provide the following notes on the p_l~ns, per Section
1003.2.8.2:
a) Exit signs shall be located as necessary to clearly indicate the direction of
egress travel. No point shall be more than 100 feet from the nearest
visible sign.
b) Exit signs shall be readily visible from any direction of .approach.
7. Show on the lighting plan that the path of exit travel light with at least one foot
candle at floor level and the light fixtures are powered from two sources. Section
1003.2.9.2. See plan sheets E2.1 & E2.2.
8. The lighting energy compliance form LTG-1 & LTG-2 on E1 .2 is not consistent
with what is shown on the plans. There is new lighting virtually throughout the 2nd
floor which is 13,124 sq ft. The energy compliance form on sheet E1 .2 is for only
2476 sq ft.
9. Why doesn't sheet E3.1 include the manufacturing and warehouse areas as
shown on architectural sheet A-3.1. It appears from the architectural plans that
there will be extensive electrical additions within these areas.
1 o. The new electrical power plan for the lower floor office area shown on sheet E3.1
is not consistent with the power receptacles shown on sheet A-3.1. Please clarify
the difference.
• MECHANICAL
11. Provide legible mechanical plans for the new clean room. It is not clear on sheet

12. The energy compliance form MECH-1 lists only two new HVAC units for zone #1
& #2. The newly conditioned manufacturing area shows three HVAC systems on

proposed clean room.
14. Detail disposal of main condensate drainage from all new air conditioning units.

conditioned and the warehouse storage area will be equipped with area heaters.
· These areas must comply with the state energy standards. -~iubmit envelope
energy compliance documents and include on the plans energy form ENV-1
signed by the designer for the new conditioned spaces.
17. Include on the plans details for the insulation of the manufacturing and
warehouse areas to show compliance with the energy design. On the plans
clearly show the wall and roof insulation locations, thickness, and R-values, as
per the energy design.
18. Provide manufacturers specifications for the warehouse roll up doors to show
compliance with the state energy standards for doors.
19. Provide complete energy designs for the proposed changes in envelope, lighting,
and mechanical systems. Provide the completed ENV-, LTG-, and MECH-forms
showing energy compliance.
20. The completed and signed ENV-1, L TG-1, and MECH-1 forms must be imprinted
on the plans.

Thank you for the status update this morning. As you noted, the permitting process at
2728 Loker A venue West is being held up due to a question regarding the safe usage of
propanol (also !mown variously as n-propyl alcohol, isopropyl alcohol or rubbing
alcohol). Please be advised that should the City of Carlsbad deem the "ductless carbon
filter fume hood", as currently propCJ:;ed, an inadequate venting solution, Palomar
Technologies Inc will remove all propanol usage from our facility.

Dear StJnny,
There are two recommendations for your application using propanol. The first is
to use a ducted chemical fume hood such as the Labconco Fiberglass 30. The
second option for your application is the Paramount Filtered Enclosure.
Proponal is a chemical with a low vapor pressure so it would be suitable for use
in the paramount with the organic carbon filters. It is a chemical that is also an
oxidizer so we recommend the use of in our Fiberglass 30 Fume Hood to prevent
the possibility of rusting metals. Fiberglass is very resistant to oxidation and
would be the most appropriate basic unit we have.

Equipment and Systems Efficiencies
00 §111 Any appliance for which there is a California standard established in the
Appliance Efficiency Regulations will comply with the applicable standard.
[X] § 115(a) Fan type central furnaces shall not have a pilot light.
D §123 Piping, except that conveying fluids at temperatures between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
[X] §124 Air handling duct systems shall be installed and insulated in compliance with
Sections 601, 603 and 604 of the Uniform Mechanical Code.
Controls
§ 122(e) Each space conditioning system shall be installed with one of the following:
00 § 122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not explicitly exempt from the
requirements of Section 112 (d)) shall be installed with an automatic time switch
with an accessible manual override that allows operation of the system during
off-hours for up to 4 hours. The time switch shall be capable of programming
different schedules for weekdays and weekends and have program backup
capabilities that prevent the loss of the device's program and time setting for at
least 10 hours if power is interrupted; or
D § 122(e)1 B An occupancy sensor to control the operating period of the system; or
D § 122(e)1 C A 4-hour timer that can be manually operated to control the operating period of
the system.
[x] § 122(e)2 Each space conditioning system shall be installed with controls that temporarily
restart and temporarily operate the system as required to maintain a setback
heating and/or a setup cooling thermostat setpoint.
[x] § 122(g) Each space conditioning system serving multiple zones with a combined
conditioned floor area more than 25,000 square feet shall be provided with
isolation zones. Each zone: shall not exceed 25,000 square feet; shall be
provided with isolation devices, such as valves or dampers, that allow the supply
of heating or cooling to be setback or shut off independently of other isolation
areas; and shall be controlled by a time control device as described above.
[x] § 122{a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees For lower. For cooling, the
control shall be adjustable up to 85 degrees F or higher. Where used for both
heating and cooling, the control shall be capable of providing a deadband of at
least 5 degrees F within which the supply of heating and cooling is shut off or
reduced to a minimum.
[X] § 122(c) Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and
adjustable setpoint stops accessible only to authorized personnel.
[R] § 112(b) Heat pumps shall be installed with controls to prevent electric resistance
supplementary heater operation when the heating load can be met by the heat
pump alone.

Ventilation
[XJ § 121(e) Controls shall be provided to allow outside air dampers or devices to be operated at
the ventilation rates as specified on these plans.
[X] § 122(f) Gravity or automatic dampers interlocked and closed on fan shutdown shall be
provided on the outside air intakes and discharges of all space conditioning and
exhaust systems.
[X] § 122(f) All gravity ventilating systems shall be provided with automatic or readily accessible
manually operated dampers in all openings to the outside, except for combustion air
openings.
[X] § 121(f)1 Air Balancing: The system shall be balanced in accordance with the National
Environmental Balancing Bureau (NEBB) Procedural Standards (1983), or
Associated Air Balance Council (AABC)-National Standards (1989); or
[X] § 121(f)2 Outside Air Certification: The system shall provide the minimum outside air as
shown on the mechanical drawings, and shall be measured and certified by the
installing licensed C-20 mechanical contractor and certified by (1) the design
mechanical engineer, (2) the in~talling licenced C-20 mechanical contractor, or (3) the
person with overall responsibility for the design of the ventilation system; or

remote device capable of measuring the quantity of outside air on a continuous

Service Water Heating Systems
D § 113(b)2 If a circulating hot water system is installed, it shall have a control capable of
automatically turning off the circulating pump(s) when hot.water is not required.

outlettemperature to 110 degrees F.
D § 113(b)3C Lavatories in restrooms of public facilities shall be equipped with one of the
following:
Outlet devices that limit the flow of hot water to a maximum of 0.5 gallons per
minute.
Foot actuated control valves, and outlet devices that limit the flow of hot water to a
maximum of 0.75 gallons per minute.
Proximity sensor actuated control valves, and outlet devices that limit the flow of hot
water to a maximum of 0.75 gallons per minute.
Self-closing valves, and outlet devices that limit the flow of hot water toa maximum
of 2.5 gallons per minute, and 0.25 gallonslcycle (circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.50 gallonstcycle (non-circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
