ment that he is licensed pursuant to the provi·
sions of the Contractor's license law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that is ex-
empt therefrom and the basis for the alleged ex-
emption. Any violation of Section 7031.5 by an ap-
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
{$500).

This is to report the res·ults of tests and observations mode in order to inspect the compaction of
filled ground placed on certain areas of Lots 585 to 665, inc lusive, 712 to 717, inclusive,
725, 726, 728, 729, 736, 737, 739, 740, ond 742 end certain street areas of La Costa Meoc!ow·s l Unit No. 4 in Carlsbad, California. The fills we re placed during the period between March 17,
1971 and May 10,. 1973. Certain lots of this svbdivision were not graded during the above period
and the classification of the expansive soil conditions presenred herein pertains only to those
!ors g raded to level building pads during this initia l si te development.
The approximate areas and depths of filled ground placed under our in spection in a ccordance
with the approved specifications ore shovm on the atroched Drmving No. 1, entitled "Location
of Compacted Fi ll ed Ground." The grading pion used for the placement of filled ground wos
prepared by Rick Engineering Company and approved May 18, 1971.
ihe approximate locations at which the tests were taken and th e final test results ore presented
on pages T-1 to T-19, inclusive , under the "Table of Test Results." The laboratory determin-
ations of the maximum dry densities and optimum mo isture contents of the major fil I mate rials
ore presented on pages T-20 and T-21, under the "Laboratory Test Results." Some of tha maxi-
mum dry densities shown in the "Tobie of Test Results" were combinations of these. The test-s
were taken during the weekly periods indicated on the following page .

The final results of tests and observations indicate that the compacted filled ground hos been
placed at 90 percent of th~~m11m d~ensity or greater. ft has been determined that the
fill materials, compacted t ?}ercent the maximum dry density, have a safe bearing value
of 1930 pounds per square foot or one foot wide continuous footings founded at a minimum
depth and placed five feet or more inside the top of compacted filled ground slopes. ff footings
are placed closer to the exposed slopes than 5 feet inside the top of compacted filled ground
slopes, these should be deepened one foot below a 1 J/2 horizontal to 1 vertical line projected
outward and downward from a point 5 feet horizontally inside the top of compacted filled
ground slopes. Tests indicate that the compacted filled ground is adequate to satisfactorily
support the proposed wood frame dwellings without detrimental settlements.
Expansive clay, silty clay,and sandy cloy soils were placed in the upper three feet in certain
compacted fill areas and also exist in the upper three feet below finished grade in certain cut
areas. The final classificoti::ms of the soil conditions existing on the level graded lot areas
are presented on the fol lowing page.

In order to minimize possible damaging effects clue to differential movements of these poten-
tially expansive soils, the-·following special design and precautions are recommended:
l. ~ Avoid the ~£lsolatec!J._nterior p_ier;., Use continuous interconnected
~ footings throughout, and place these ot a minimum depth of
24 inches below the lowest oc!jocent exterior final ground surface. Where
in-place rock conditions exist at shallower depths, then less depth of ex-
cavation is permissible to a minimum of 12 inches.
2. V Reinforce end interconnect continuously with steel bars all interior and v exterior footings with one #5 bar at 3 inches above the bottom of the
V footings and one #5 bar placed 1 1/2 inches below the top of the stems
V of the footings.
3. Raised wooden floors that span between continuous footings are best, or
I.I use concrete slobs reinforced with at least 6x6-10/10 welded wire fabric.
l A minimum of 4 inches of crushed rock 3/4 to 1 inch in size should be
v placed beneath all concrete slobs and covered with a moisture barrier.
v Two inches of clean sand should than be placed over the moisture barrier
land below the bottom of tha slob.
4. Separate garage slobs from perimeter footings by a 1/2 inch thickness of
construction felt or equivalent, to allow independent movement of garage
slabs relative lo perimeter footings. Assure complete separation by extend-
ing the felt over the full depth of the front thickened edge of the garage
slab. Also, cut off the garage door stops ct least 1/2 inch above the sic':>.
5. ~-vida positive drainage away from all perimeter footings wHh a vertical
II of at least 5 inches in a horizontal distance of 5 feet outside the house •

The application must be signed by the owner {or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the app1ication is submitted.

the main collection line in the street (or easement) to the point in the street (at
or nec;r the applicant's property line) where the service lateral is connected to
the a.pplicant's building sewer. The applicant is responsible for the ccnstr•.'ction,
at tt1e applicant's expense, of the sewer pipeline (building sewer) from the ,p::i"ii-
cani:'s plumbing to the point in thP. street (or easement) where a connection is :1ade
to the service lateral.
The connection of the ap::,1icant's building sewer to the service lateral shal·, be
,nade by the applicant at his expense. The connection must be made in confvrnrity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY fHE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE Wll HOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE COl'iSIDERED
JNVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service wi 11 begin and covers the ba la nee of the fi seal year. There wi 11 be no
additional fee or refund if service actually cm11r.ences on a different date. For
succeeding fiscal years, the se,1er service fee will be collected on the tax roll
in the same man~er as property taxes.
