This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and disabled access. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. Please make all corrections on the original tracings and submit two new sets of prints to:

B. To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
C. The following items have not been resolved from the previous plan reviews. The original

the prior correction list, we have enclosed those pages containing the outstanding

1. Please make all corrections on the original tracings, as requested in the
correction list.
Submit three sets of plans for commercial/industrial projects. For
expeditious processing, corrected sets can be submitted in one of two
ways:
1. Deliver all corrected sets of plans and calculations/reports directly to
the City of Carlsbad Building Department, 2075 Las Palmas Drive,
Carlsbad, CA 92009, (619)438-1161. The City will route the plans to
EsGil Corporation and the Carlsbad Planning, Engineering and Fire
Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123,
(619) 560-1468. Deliver all remaining sets of plans and calculations/
reports directly to the City of Carlsbad Building Department for routing to
their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only
will not be reviewed by the City Planning, Engineering and Fire
Departments until review by EsGil Corporation is complete.
2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
3. A complete description of the activities and processes that will occur in this
tenant space should be provided. A listing of all hazardous materials should be
included. The materials listing should be stated in a form that would make
classification in Tables 3-D and 3-E possible. The building official may require a
technical report to identify and develop methods of protection from hazardous
materials. Section 307.1.6.
a) Show location on floor plan, where all hazardous materials will be placed
per hazard class on technical report.
b) Provide MSDS Sheets: (Material Standards Data Sheets.)
4. If nonflammable supply cylinders for medical gas systems are located inside
buildings, show how they comply with UBC Section 410.
5. The tenant space and new and/or existing facilities serving the remodeled area
must be accessible to and functional for the physically disabled. See the
attached correction sheet. Title 24, Part 2. SEE FLOOR PLAN ON SHEET A.3.

a) Provide complete dimensions for the existing handicap restrooms OR
verify with City Building Official that the accessibility note shown on T.1
and A.2 will be adequate to show full compliance of the building.
b) It appears the doors leading to the restrooms don't have the 5'-0" min.
clear landing.
c) Show minimum depth dimension for clear landings at doors to be 5'-0" at
both doors to DNA Chemistry room and Darkroom.
d) Show the sink in the Darkroom to have clear dimensions and adequate
reach for handicap accessibility.
e) Show the door leading into Anteroom has a minimum of 18" strikedge
clearance.

8. In Groups B, F, M, and S Occupancies, or portions thereof, where Class I, II, or
III-A liquids are used (in any amount), mechanical exhaust shall be provided
sufficient to produce six air changes per hour. Such mechanical exhaust
shall be taken from a point at or near the floor. UBC, Section 1207.5(UBC,
Section 1202.2.2 should be corrected to read like UBC, Section 1207.5 was
corrected. Note there was no code change to remove the new F, M, and S
Occupancies from this ventilation requirements.)
9. Detail exhaust ventilation system compliance with UMC Chapters 5 & 6.
a) Detail the required make-up air as per UMC, Section 505.6.
b) Detail the exhaust outlet clearances as per UMC, Section 609.10.
c) Detail duct cleanouts for ducts used to convey corrosives or particulate,
as per UMC, Section 609.4.

d) Clearly show the exhaust duct material and gage used for each duct size.

10. Show the location of the required roof access ladder to roof mounted HVAC
equipment. UMC, Section 321.8
11. Detail disposal sites of main condensate drainage from air conditioning units as
per UMC Section 310
12. Show the required smoke and fire dampers for duct openings into the fire rated
corridors.
13. Fire rated corridors are not to be used to convey air to or from rooms. UMC
Section 601.1.1
• ENERGY CONSERVATION
14. Provide complete energy designs for the proposed changes in lighting. Provide
the completed LTG-1 and LTG-2 forms showing lighting energy compliance.
15. The plans show electric duct heaters not shown in the energy design. Please
correct. Note, show compliance with Title 24, Part 6, Section 144(g) for
restriction on electric resistance heating systems.
16. The corrected, completed and signed LTG-1, and MECH-1 forms must be

review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.

1. Please make all corrections on the original tracings, as requested in the
correction list.
Submit three sets of plans for commercial/industrial projects. For
expeditious processing, corrected sets can be submitted in one of two
ways:
1. Deliver all corrected sets of plans and calculations/reports directly to
the City of Carlsbad Building Department, 2075 Las Palmas Drive,
Carlsbad, CA 92009, (619) 438-1161. The City will route the plans to
EsGil Corporation and the Carlsbad Planning, Engineering and Fire
Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123,
(619) 560-1468. Deliver all remaining sets of plans and calculations/
reports directly to the City of Carlsbad Building Department for routing to
their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only
will not be reviewed by the City Planning, Engineering and Fire
Departments until review by EsGil Corporation is complete.
2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
3. A complete description of the activities and processes that will occur in this
tenant space should be provided. A listing of all hazardous materials should be
included. The materials listing should be stated in a form that would make
classification in Tables 3-D and 3-E possible. The building official may require a
technical report to identify and develop methods of protection from hazardous
materials. Section 307.1.6.
a) Per Technical Report: It states only one control area is required for the
storage of all hazardous materials. It appears to be more than 1 control
area based on the data shown on Tables (Hazard Class).
b) Show location on floor plan, where all hazardous materials will be placed
per hazard class on technical report.
c) Recheck on-site amounts for flammable liquid class I-B. (Open Systems)
i) Based on Table 3-D, maximum allowed with allowable increases
can be 30 liquid gallons. It shows 33.5 gallons.
d) Recheck on-site amounts for flammable liquid combined. (Open Systems)
i) Based on Table 3-D, maximum allowed with allowable increases
can be 30 liquid gallons. It shows 33.5 gallons.
e) Clarify on-site amounts for Pyrophoric showing 1.32 pounds storage, but
question marks for Use-Open Systems.

4. If control areas are used for exceeding the exempt amounts of hazardous
materials from Tables 3-D and 3-E, they shall be constructed of not less that
required for a one-hour occupancy separation. Footnote 1.
5. The aggregate quantity of any hazardous materials "in use" and "in storage"
shall not exceed the quantity listed in Tables 3-D and 3-E for "storage".

materials are shown in storage only, no use amounts shown. Why is the
materials stored at the site is not used?

12. In Groups B, F, M, and S Occupancies, or portions thereof, where Class I, II, or
III-A liquids are used (in any amount), mechanical exhaust shall be provided

shall be taken from a point at or near the floor. UBC, Section 1207.5(UBC,
Section 1202.2.2 should be corrected to read like UBC, Section 1207.5 was
corrected. Note there was no code change to remove the new F, M, and S
Occupancies from this ventilation requirements.)
13. Detail exhaust ventilation system compliance with UMC Chapters 5 & 6.
a) Detail the required make-up air as per UMC, Section 505.6.

The HISAMITSU building is located at 2732 Loker Ave. West, Carlsbad, CA 92009 The
building is used for laboratory scale research and development. The building will be
equipped with an approved automatic fire extinguishing system. Hazardous materials will
be stored in approved storage cabinets, or exhausted enclosures.
Upon examination of the HISAMITSU summary report, the entire hazardous materials
inventory does not exceed the maximum quantities permitted in one control area listed in
the 1994 Uniform Building Code under the following tables:
1. Table 3-D "Exempt Amounts of Hazardous Materials Presenting a Physical Hazard.
Maximum Quantities Per Control Area",and
2. Table 3-E ''Exempt Amounts of Hazardous Materials Presenting a Health Hazard.
Maximum Quantities Per Control Area"
Only one control area is required for the storage of all of HISAMITSU's Hazardous
Materials. Therefore, according to the 1994 Uniform Building Code and 1994 Uniform
Fire Code, the proper occupancy classification for the building is "B".
Attached is the summary for both the physical hazards and health hazards at 2732 Loker
Ave, West, Carlsbad, CA 92009 The two summary reports are divided into hazard classes
and the amount of hazardous material in each class in units of pounds, gallons, or cubic
feet. The summary tables are compared to the exempt amounts listed in Tables 3-D and
3-E. Also attached is the complete inventory broken down by hazard class and listing
each chemical within each classification.

Flammable Liquid and Hazardous Materials Storage Cabinets
Flammable and combustible liquids will be stored in approved flammable liquid
storage cabinets. Doors will be well fitted, self-closing, and equipped with a latch.
The flammable liquid cabinets wilt meet the construction standards under 1994 UFC
§7902.5.9.3. Hazardous materials including Highly Toxic Solids and Liquids,
Oxidizer, Reactive, and Water Reactive materials will be stored in hazardous
materials storage cabinets. Doors will be wed fitted, self-closing, and equipped with
a latch. The hazardous materials storage cabinets meet the construction standards
under 7994 UFC §8003,1.10.1 and §8003.1.10.2
Laboratory Fume Hoods
a. Flammable Gases and Vapors in Exhaust Ducts.
The storage and use of flammable and combustible liquids and gases will be
kept to the smallest amounts needed each day and the concentrations of
gases and vapors will be diluted to less than 10% of the lower explosive
limits (L.E.L.) for each compound. Therefore, no automatic fire protection
systems will be required in the fume hoods or exhaust ducts. Table 1 is a
listing of the LEL for commonly used flammable liquids and gases.

4. Shelving and Lips/Guards [1994 UFC §8003.1.4]
Shelving will be of substantial construction, adequately braced and anchored.
Shelves will be provided with a lip or guard when used for the storage of individual
containers. Shelf storage of hazardous materials will be maintained in an orderly
manner.
5. Separation of Incompatible Materials [1994 UFC §7902.1.6\
Incompatible materials will be separated from each other in storage cabinets, on
shelving, and in waste collection containers.
6. Water Reactive Materials [1994 UFC §7902.5.4]
Materials that react with water or other liquids to produce a hazard will not be stored
in the same room with flammable or combustible liquids.
7. Sources of Ignition [1994 UFC §7901.10]
In locations where flammable vapors could be present, precautions will be taken to
prevent ignition by eliminating or controlling sources of ignition. Adequate
grounding and bonding will be provided to prevent the accumulation of static
electricity wherever Class I or It liquids are transferred or dispensed.
8. Compressed Gases [1994 UFC §4904.2]
Compressed gases in service and in storage will be adequately secured to prevent
falling or being knocked over. Cylinders, including empty ones, will have their caps
in place and valves tightly closed.
9. Empty Containers [1994 UFC §7902.3.9]
The storage of empty containers and containers previously used for the storage of
flammable or combustible liquids, unless free from explosive vapors, will be stored
as require for filled containers and tanks. Tank and containers, when emptied will
have the covers or plug^ immediately replaced in openings.

AND COMPLETE INVENTORY
SORTED BY HAZARD CLASS
The HISAMITSU building is located at 2732 Loker Ave. West, Carlsbad, CA 92009 The
building is used for laboratory scale research and development. The building will be
equipped with an approved automatic fire extinguishing system. Hazardous materials will
be stored in approved storage cabinets, or exhausted enclosures.
Upon examination of the HISAMITSU summary report, the entire hazardous materials
inventory does not exceed the maximum quantities permitted in one control area listed in
the 1994 Uniform Building Code under the following tables:
1. Table 3-D "Exempt Amounts of Hazardous Materials Presenting a Physical Hazard.
Maximum Quantities Per Control Area", and
2. Table 3-E "Exempt Amounts of Hazardous Materials Presenting a Health Hazard.
Maximum Quantities Per Control Area"
Only one control area is required for the storage of all of HISAMITSU's Hazardous
Materials. Therefore, according to the 1994 Uniform Building Code and 1994 Uniform
Fire Code, the proper occupancy classification for the building is "B".
Attached is the summary for both the physical hazards and health hazards at 2732 Loker
Ave. West, Carlsbad, CA 92009 The two summary reports are divided into hazard classes
and the amount of hazardous material in each class in units of pounds, gallons, or cubic
feet. The summary tables are compared to the exempt amounts listed in Tables 3-D and
3-E. Also attached is the complete inventory broken down by hazard class and listing
each chemical within each classification.
The following controls will be instituted at 2732 Loker Ave. West, Carlsbad, CA 92009
1. Automatic Fire Extinguishing Systems [1994 UFC §1003.2.2]
The building will be equipped with an approved automatic fire extinguishing system.

Flammable Liquid and Hazardous Materials Storage Cabinets
Flammable and combustible liquids will be stored in approved flammable liquid
storage cabinets. Doors will be well fitted, self-closing, and equipped with a latch.
The flammable liquid cabinets will meet the construction standards under 1994 UFC
§7902.5.9.3. Hazardous materials including Highly Toxic Solids and Liquids,
Oxidizer, Reactive, and Water Reactive materials will be stored in hazardous
materials storage cabinets. Doors will be well fitted, self-closing, and equipped with
a latch. The hazardous materials storage cabinets meet the construction standards
under 1994 UFC §8003.1.10.1 and §8003.1.10.2
Laboratory Fume Hoods
a. Flammable Gases and Vapors in Exhaust Ducts.
The storage and use of flammable and combustible liquids and gases will be
kept to the smallest amounts needed each day and the concentrations of
gases and vapors will be diluted to less than 10% of the lower explosive
limits (L.E.L.) for each compound. Therefore, no automatic fire protection
systems will be required in the fume hoods or exhaust ducts. Table 1 is a
listing of the LEL for commonly used flammable liquids and gases.

4. Shelving and Lips/Guards [1994 UFC §8003.1.4]
Shelving will be of substantial construction, adequately braced and anchored.
Shelves will be provided with a lip or guard when used for the storage of individual
containers. Shelf storage of hazardous materials will be maintained in an orderly
manner.
5. Separation of Incompatible Materials [1994 UFC §7902.16]
Incompatible materials will be separated from each other in storage cabinets, on
shelving, and in waste collection containers.
6. Water Reactive Materials [1994 UFC §7902.5.4]
Materials that react with water or other liquids to produce a hazard will not be stored
in the same room with flammable or combustible liquids.
7. Sources of Ignition [1994 UFC §7901.10]
In locations where flammable vapors could be present, precautions will be taken to
prevent ignition by eliminating or controlling sources of ignition. Adequate
grounding and bonding will be provided to prevent the accumulation of static
electricity wherever Class I or II liquids are transferred or dispensed.
8. Compressed Gases [1994 UFC §4904.2]
Compressed gases in service and in storage will be adequately secured to prevent
falling or being knocked over. Cylinders, including empty ones, will have their caps
in place and valves tightly closed.
9. Empty Containers [1994 UFC §7902.3.9]
The storage of empty containers and containers previously used for the storage of
flammable or combustible liquids, unless free from explosive vapors, will be stored
as require for filled containers and tanks. Tank and containers, when emptied will
have the covers or plugs immediately replaced in openings.
