This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2007 edition of the California Building Code (Title 24 ), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006 UMC and 2005 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2006 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section. etc. Be sure to enclose the marked up list when you submit the revised plans. ,' Carlsbad 09-0166 06/04/09 The plans have been changed as increased sq footages, added kitchen remodel and change in designer. A new list has been written and a additional 1 hour was charged due to these changes. 1. Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1 ). Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2). Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete 2. Please change notes on plans to reflect 2007 CBC requirements i.e. on cover sheet Occupancy group is R-3, Type of construction is V-B, the grade shall fall a minimum of 5% within the first 10 feet (2% for impervious surfaces). See also details 1 & 2 on S-5 where noting 2%. S-1 "Foundation Notes/Specs" note 4 on S-1 to reflect 3 "x3" x .229 washers. 3. Verfiy final sets of plans are signed by the person responsible for their preparation and engineer of record to stamp and sign plans. Plans were not stamped and signed. 4. Owner/designer to sign the CF1-R forms . See sheet 1 5. Specify on the plans the following information for the roof materials: ICC approval number, or equal. 6. Please recheck all details to verify that they are complete and/or correct. See for example see on S2 where referencing detail 14/S-4 to grid line a. Recheck all locations. 7. Provide Strong Wall details and reference to the plans. Sheet S2 is reflecting S1 to grid line A. per legend this is a SW 24 x 16 x4. Provide documentation for this product number as have not seen a 24" wide by 16 ft high wood Strong Wall. Please verify correct height shown as the height designator appears to be wrong. ,. ! Carlsbad 09-0166 06/04/09 8. Depending on correct height of the Strong wall the following may apply. The plans are proposing a Strong Wall at rake wall condition. The wall is generally required to be ballooned framed in order to prevent a hinge point for out of plane wind loads for example. Detail and reference length and type of shear if required above the Strong Wall in order to complete lateral load path from roof sheathing to foundation. 9. Unclear if footings shown at dining room area are existing or proposed. If existing note this and sizes and if new note sizes and details reflecting retro fit of new and spread footings. 10. 2x4 framing adequate for ballooned framed walls? 11. Upper walls being framed to roof sheathing for section B & C /S-4 should be insulated and keynote 18 should state existing? 12. The regulations require a properly completed and properly signed Form CF-1 R (3 pages) to be either imprinted on the plans as well as the mandatory energy features MF-1 R form on the plans. 5. Owner/designer to sign the CF1-R forms. 6. Energy calculations require R-30 for roof insulation and Section A/2 is reflecting R-19. 7. Electrical plan to reflect locations (not general notes) of new T-24 requirements for all rooms i.e. photo control motion detectors, occupancy sensors, dimmers, verify plans reflect locations of required fluorescents/ high efficacy lighting etc. Game room requires that any installed fixtures to be high efficacy or be controlled by a manually-on occupancy sensor or dimmer Outdoor lighting fixtures are required to be high efficacy or controlled by a combination photocontrol/motion sensor. 8. At least 1/2 of the common wall must be open and have an opening not less than 25 sq. ft., nor 10% of the floor area of the interior room (8% for ventilation), if light and ventilation is being supplied from an adjacent room. Sections 1203.4.1.1 and 1205.2.1. The common wall sq footage is 238 sq ft which requires 119 sq ft of opening. As shown with 5040 and 8068 removal you have 73 sq ft. 10. Show or note that a battery-operated smoke alarms will be provided in all existing bedrooms and hallways leading to bedrooms . 11. Specify connection from existing top plates to new i.e. some type of strap. 12. Is 6 mil visqueen to be sandwiched between 4 "of sand as appears per the notes on sheet 3 that you are proposing to pour slab directly over visqueen? 13. Specify type, length of panels, nail size and spacing and shear transfer. Show foundation bolt size and spacing. Foundation bolt size and spacing for shear walls must be clearly shown on the foundation plan. Section 1806.6. 16. Anchor bolts shall be provided with square washers in accordance with Section 2305.3.11. Show 3" square x 0.229" plates on the plans. 17. Note on plan that hold down anchors must be tied in place prior to foundation inspection. Section 108.5.2. 18. Domestic (potable) Use Ensure that the meter proposed by the owner/developer is not oversized. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. • All single family dwelling units received "standard" 1" service with 5/8" service. • If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations. which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. • Maximum service and meter size is a 2" service with a 2" meter. • If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the street). • A 1" meter is required for all residential units that need to be fire sprinkled. ► Criteria: Measured from centerline of street, fire hose must reach to the center of the farthest wall. If more than 100', fire sprinklers may be required. ► Any building or dwelling over 5,000 sq ft. This is for the entire structure, not just footprint. ► Measured from eave to eave, ten (10) feet or less from adjoining structure. ► Double pan handle lots with shared driveways. 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: ► Hydraulic grade line ► Elevation at point of connection (POC) ► Pressure at POC in pounds per square inch (PSI) ► Worse case zone (largest, farthest away from valve ► Total Sprinkler heads listed (with gpm use per head) ► Include a 10% residual pressure at point of connection 3. In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). As long as the project is located within the City recycled water service boundary, the City intends on switching these irrigation services/meters to a new recycled water line in the future. 12c. Irrigation Use (where recycled water is available) 1. Recycled water meters are sized the same as the irrigation meter above. 2. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. Add any other activity descriptions in the blank activity description boxes provided for that purpose and place a check in the box immediately to the left of the added activity description. For each activity descrribcd, pick one or more best management practices (BMPs) from the list located a Ion the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that was checked off and for each of the selected BMPs selected from the list. For Example -If the project includes site access across dirt, then check the box to the left of"Site Access Across Dirt". Then review the list for something that applies such as '-Stabilized Construcion Ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction Ingress/Egress" column and place an X in the box where the two meet. As another example say the project included a stockpile that you intend to cover with a plastic sheet. Since plastic shect:ing is not on the list ofBMPs, then write in "Cover with Plastic" in the blank column under the heading Erosion Control BMPs. Then place an X in the box where "Stockpiling" row intcrscct5 the new '"Cover with Plastic" column.
