The provisions of UBC, Section 303(d) state: "EXPIRATION. Every permit issued
by the Building Official under the provisions of this code shall expire by
limitation and become null and void if the building or work authorized by such
permit is not commenced within 180 days from the date of such permit, or If the
building or work authorized by such permit is suspended or abandoned at any time
after the work is commenced for a period of 180 days. Bef01 e such work can be
recommenced, a new permit shall be first obtained so to do, and the fee
therefore shall be one-half the amount required for the original plans and
specifications for such work; and provided further that such suspension or
abandonment has not exceeded one (1) year. Any permittee holding an unexpired
permit may apply for an extension of the time within which he may commence work
under that permit when he is unable to commence work within the time required by
this section for good and satisfactory reasons. The Building Official may
extend the time for action by the permittee for a period not exceeding 180 days
upon written request by the permittee showing that circumstances beyond the
control of the permittee have prevented action from being taken. No permit
shall be extended more than once. In order to renew action on a permit after
expiration, the permittee shall pay a new full permit fee.

Walls closer than 3 feet to property lines
shall be one-hour rated construction, have no
openings, and shall have 30 inch parapets when
the building floor area exceeds 1,000 square
feet on any floor.
(Table 5-A, Section 1709 (a)).
Projections, including eaves, may not extend
more than 12 inches into the 3 foot setback
from the property line. Eaves over required
windows shall be not lisss than 30 inches from
the side and rear property lines. Section

Dear Mr. Meholich:
This letter serves as an update to the compacted filled ground geotechnical
report dated September 10, 1973 under our Project No. 71-3-24D for Lot 733
of La Costa Meadows Unit 4.
It is understood that an addition is planned to the existing house and that
it is located on a level pad which has no compacted filled ground.
According to our report, Lot 733 has not been classified as to its expansion
potential. In the absence of such classification, it is recommended that
it be classified as having critically expansive soils within the upper three
feet of subgrade. The design recommendations for critically expansive soils
given below are to minimize the possible detrimental effects caused by these
expansive soils.
1) Do not use isolated piers. Use continuous footings throughout, and
found these at a minimum depth of two feet below the lowest adjacent
exterior fina1 ground surface.
2) Reinforce and interconnect continuously with steel bars all interior
and exterior footings with one #5 bar at 3 inches above the bottom of
all footings and one #5 bar placed 1^ inches below the top of the stems
of the footings.
3) Raised wood floors are recommended, however, if slabs on grade are used,
these should be reinforced with at least 6x6- 10/10 we1ded wire rein-
forcement. A minimum of 4 inches of crushed rock 3/4 inch to 1 inch
size should underlay the concrete slab. A moisture barrier should be
provided over the crushed rock, and this should be covered with 2 inches
of sand below concrete slabs.
4) Provide positive drainage away from all perimeter footings with a vertical
fall of at least 6 inches in a horizontal distance of 5 feet, at a
minimum distance of 5 feet from the perimeter walls.

5) Field moisture tests shall be taken in the upper 3 feet of soils at
the time of construction to determine if the soils are at 80 percent
saturation or greater. If these tests indicate that proper saturation
has been achieved, no additional presaturation is needed. If the soils
are less than 80 percent saturated, then the area of the Foundation
footings and slab shall be presaturated in order to bring the moisture
within the upper 3 feet of subgrade to 80 percent of saturation. This
should be accomplished and verified prior to the excavation of the footings
The foundation footing excavations shall be checked by a representative
of our firm prior to the placement of the reinforcing steel.
