CHECKLIST • If owner/developer proposes a size other than the 'standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm) A typical fixture count and water demand worksheet is attached Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit • Maximum service and meter size is a 2" service with a 2" meter • If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand (manifolds are considered on case by case basis to limit multiple trenching into the street) Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval The developer must provide these calculations Please follow these guidelines 1 If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets If so, at the water meter station, the demand in gpm may be listed there Irrigation services are listed with a circled "I", and potable water is typically a circled "W" The irrigation service should look like STA 1+00 Install 2" service and 5 meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach) Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use Once you have received a good example of irrigation calculations, keep a set for your reference In general the calculations will include • Hydraulic grade line • Elevation at point of connection (POC) • Pressure at POC in pounds per square inch (PSI) • Worse case zone (largest, farthest away from valve • Total Sprinkler heads listed (with gpm use per head) • Include a 10% residual pressure at point of connection In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA) As long as the project is located within the City recycled water H \WORD\DOCS\CHKLST\BuiMing Plancheck CHst Forni (Generic) doc BUILDING PLANCHECK CHECKLIST ^ ST 2ND 3RD service boundary, the City intends on switching these irrigation services/meters to a new recycled water line in the future Zl D D 12c Irrigation Use (where recycled water is available) 1 Recycled water meters are sized the same as the irrigation meter above 2 If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development For subdivisions, this should have been identified, and implemented on the improvement plans Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA SCOPE OF STUDY The scope of our investigation included the following tasks * Review of readily available published and unpublished reports and maps relative to the property, and listed above * Geologic reconnaissance and mapping, * Observation of soil/geologic conditions in five test boring locations The test boring locations are shown on Figure 1 * Results of the field findings and laboratory test results are presented in the text of this report Page! Project No 00-09 March 10, 2000 * Engineering and geologic analysis, * Preparation of this report presenting our findings, conclusions, and our recommendations GENERAL SITE CONDITIONS The subject property is an existing single family residential lot with a one and two story residence and attached garage The pre-existing topography as shown on reference 1 has been shown on Figure 1 as a general guide for thickness of fill within the areas proposed for site improvement The property has a primary building pad with reported elevation of about 536 feet (MSL), reference 1, and is located along the south side of Llama Court The property is primarily a fill lot as reported in reference 1 and 2, with the earthwork operations performed dunng the period of March 17,1971 and May 10,1973 (reference 2) As checked in reference 2, the fills in the area of the site were field tested to be greater than 90% relative density during earthwork operations and were approved for construction For the subject property (Lot 625), reference 2 provides a "safe bearing value of 1930 pounds per square foot for one foot wide continuous footings" founded in the fill soils The reference also provides that, "Use continuous interconnected reinforced footings throughout, and place these at a minimum depth of 24 inches below the lowest adjacent exterior final ground surface " "Reinforce and interconnect continuously with steel bar all interior and exterior footings with one #5 bar at 3 inches above the bottom of the footing and one #5 bar placed 1 Vi inches below the top of the stems of the footings " Reference 2 also indicates fills up to 24 feet in depth at the site, however, we note the presence of a sewer easement along the southern portion of the property that may be related to the deeper fill placement The pre-existing topography and grading plan (see reference 1) withir tne areas of the building pad and proposed improvements indicate fills within the building pad to be less than about 8 to 10 feet in depth PROPOSED DEVELOPMENT We understand that the site is proposed to be improved with a second story addition The proposed building loads will be relatively light with final design work for the development and grading to be determined based in part on the findings of this report SOIL AND GEOLOGIC CONDITIONS The soil units and foundation conditions encountered on-site are descnbed below Page 3 Project No 00-09 March 10,2000 Fills Fill soils were encountered in the test excavations to depths on the order of less than 4 feet to about 8 1/2 feet The fill soils encountered consisted of compact, brown, silty sand with trace of clay and a few thin clay layers, as well as silty sand with rock fragments Testing of the fill soils provided a maximum density of 124 0 pcf with optimum moisture of 12 0 % A direct shear test of the fill soils provided a result of 32 degree friction angle and cohesion of 300 psf These fill soils are suitable in their present condition for the support of engineered structures and/or additional compacted fill soils Santiago Peak Volcanics The entire site appears to be underlain below the fill soils by bedrock of the Santiago Peak Volcanics, a Jurassic meta-sedimentary and meta-volcamc bedrock unit Observations of Existing Foundations/Flatwork There are no apparent significant distress features to the exposed sections of the perimeter foundations and flatwork at the property Along some edge of the foundation , there are white precipiate stains to heights of about 1 foot indicating previous presence of high moisture The existing foundation and flatwork appear to be performing as designed Ground Water At the time of our study, no groundwater was encountered in any test excavations Ground water to the best of our knowledge and findings will not be encountered and should not be a constraint to the proposed improvement The depth to the regional ground water table is estimated to be greater than 25 feet Geologic Hazards Faulting Our review of available geologic literature pertaining to the subject site indicates that there are no known active or significant surface faults mapped that traverse the subject site There are many faults within the greater San Diego County area The closest significant faults to the site include the Rose Canyon Fault with the closest active mapped trace about 10 +/- miles west of the property Page 4 Project No 00-09 March 10, 2000 Nearby, several mapped faults do not displace the Pleistocene Bay Point Formation thus are not a constraint to the site None of these faults project toward or under the subject site The active Coronado Bank Fault is about 25 miles southwest of the site, and the Elsmore Fault Zone is about 30 to 40 miles northeast of the site, but no faults trend toward or under the site Principal seismic considerations for development include surface fault ground rupture, liquefaction, and ground shaking or seismically induced ground settlement The potential for any or all of these hazards depends upon the recency of fault activity and proximity of such faulting to the subject property The possibility of damage at this site due to fault ground rupture is considered unlikely to nil since there are no known faults crossing the property The hazards of liquefaction and seismicity are discussed in the following sections Seismicity The seismic hazard most likely to impact the subject site is ground shaking following a large earthquake on one of the major active regional faults Because of the location within about 10 +/- miles of the site, the Rose Canyon Fault Zone will be considered the most likely fault to affect the site with significant ground shaking, should an earthquake occur on the fault A maximum probable event on this zone within about 20 miles of the site, of about a 6 5 Richter magnitude (see reference 3) could produce a peak horizontal acceleration of greater than about 0 2 g at the subject site With respect to the hazard of seismicity, the site is comparable to others in this general area in similar geologic settings The proposed buildings should be designed in accordance with the current seismic design requirements of the Uniform Building Code or Structural Engineers Association of California Liquefaction Liquefaction of soils can be caused by strong vibratory motion as a result of earthquakes Both research and historical data indicate that saturated, loose, granular soils are susceptible to liquefaction, while the stability of moist, silty clays and clays and very dense sandstone does not appear to be adversely affected by vibratory motion Because ground water is not a constraint at the site and the site is underlain by dense to very dense, bedrock and compact fill, the probability of liquefaction and/or seismically induced dynamic settlement at the site is considered unlikely to ml Page 5 Project No 00-09 March 10,2000 Other Geologic Hazards Based on our review, knowledge of the geology of the area, and the topographic setting and geological units present, there are no other significant geologic hazards, such as landslides, creep zones, on the subject site CONCLUSIONS AND RECOMMENDATIONS Based on our soils/geological study of the site and our review of available reports and literature, it is our opinion that the proposed improvement at the site is feasible from a soils engineering and engineering geology standpoint There appear to be no significant soil or geological constraints on- site that cannot be mitigated by proper planning, design, and utilization of sound construction practices The following sections discuss the principal soil/geological concerns which should be considered for proper site improvement Earthwork We understand that no significant grading and/or earthwork is proposed Fills and Placement If grading or fill placement is proposed, the on-site fill and natural soils are suitable for re-use as compacted fill, provided they are free of oversize material, organic materials, and/or other deleterious debris All areas to receive fill and/or other surface improvements should be scarified to a minimum depth of 6 inches, brought to at least 1 percent over optimum moisture condition and recompacted to at least 90 percent relative compaction If necessary, import soils for near-surface fills should be predominately granular, possess a low or very low expansion potential, and be approved by the soil engineer Lift thickness will be dependent on the size and type of equipment used In general, fill should be placed in uniform loose lifts not exceeding 8 inches Placement and compaction of fill should be in accordance with local grading ordinances under the observation and testing of the soil engineering consultant field representative We suggest that fill soils be placed at moisture content at least 1 percent over optimum, and compacted to at least 90 percent relative compaction Excavations and Backfill Relative to the proposed swimming pool excavation, to satisfy OSHA requirements and for workmen's safety, it will be necessary to shore excavations deeper than 5 feet, or the walls should be laid back at inclinations no steeper than 1 1 (horizontal to vertical) if workers are to enter such excavations, unless field examination, mapping, and written approval is provided for temporary steeper backcuts by a certified engineering geologist Page 6 Project No 00-09 March 10,2000 In the event of construction during rainy seasons, de-watering of excavations may need to be initiated All excavations, not planned for shoring, bracing, or laid back excavations, should be examined by an engineering geologist from our office to evaluate the potential for collapse and any potential need for shoring, bracing, or tie backs Slope Stability We understand that no significant permanent cut and/or fill slopes will be constructed at the site All excavations including retaining wall cuts should be mapped by an engineering geologist for indications of potential instability and/or adverse geological conditions during excavation operations If adverse conditions are encountered, recommendations for mitigation can be provided in the field at the time of construction If favorable geological conditions are encountered, temporary steep back cuts may be approved by the project engineering geologist Foundations The existing perimeter foundation is of sufficient depth and reinforcement, and founded in very compact fill soils, to provide support for the proposed second story building addition At the existing depths, the existing perimeter foundation has an allowable soils bearing value of 1, 960 pounds per square foot for dead-plus-live loads This value may be increased by one-third for loads of short duration, including wind or seismic forces New foundations should be designed and constructed in conformance with the guidlemes provided in reference 2 and outlined on page 2 of this report The perimeter foundation have a passive lateral bearing pressure of 250 pounds per square foot per foot of depth The maximum allowable lateral bearing value may be assumed to be 2,000 psf A coefficient of friction against sliding between the base of the concrete foundation and slab and soil may be assumed to be 0 35 If the factional and lateral bearing resistance are combined, the lateral bearing resistance should be reduced by one-third The above values may be increased by one-third for short duration of seismic and wind forces Slabs New slab on grade construction should have a minimum thickness of 4 inches and should be reinforced We recommend that slabs be reinforced with minimum No 3 bars placed at 18 inches on center in two directions at mid-height in the slabs We recommend that the steel be supported on concrete blocks (lifters or cradles) to assure proper placement at mid-height in the slab Misplacement of the steel would result in insufficient reinforcement of the slab Evert with reinforcement, some minor slab cracking is normal and possible Page 7 Project No 00-09 March 10, 2000 The slab should be underlain by at least two inch of sand to aid in concrete curing, with the sand underlain by at least a 10-mil thick visqueen moisture barrier if the slab is for an interior occupied area The visqueen should be underlain by at least six inches of clean granular sand We emphasize that it is the responsibility of the contractor to ensure that the slab reinforcement is placed at mid-height of all slabs Our experience indicates that use of reinforcement in slabs and foundations will generally reduce the potential for drying and shrinkage cracking However, some cracking should be expected as the concrete cures The potential for slab cracking may be lessened by the addition of fiber mesh in the concrete The contractor should take appropriate curing precautions during the pouring of concrete in hot weather to minimize cracking of slabs Surface Drainage Surface drainage should be controlled at all times Positive surface drainage should be provided to direct surface water away from the structure toward suitable drainage facilities Ponding of water should be avoided adjacent to the structure CONSTRUCTION INSPECTION AND LIMITATIONS The recommendations provided in this report are based on our observations We recommend that any foundation excavations and/or fill soil placement operations be observed by a representative of this firm so that construction is performed in accordance with the recommendations of this report The recommendations contained in this report are based on our review of field exploration, laboratory tests, and our understanding of the proposed improvement If the scope of the proposed structure changes from that described in this report, our firm should also be notified This report has been prepared in accordance with generally accepted soil and foundation engmeenng practices within the greater Southern California area Professional judgements presented herein are based partly on our evaluations of the technical information gathered, partly on our understanding of the proposed improvement, and partly on our general experience in the geotechmcal field Our engmeenng work and judgments rendered meet current professional standards We do not guarantee the performance of the project in any respect We do not direct the contractor's operations, and we cannot be responsible for the safety of personnel, including our own, on the site Site safety is the responsibility of the contractor The contractor should notify the owner if he considers any of the recommended actions presented herein to be unsafe PageS Project No 00-09 March 10, 2000 1 vl Figure 1 Site Plan,
