Our home, which was built in 1978, has a 3 inch sewer line with three toilets that use 4.6, 4.3, and 3.7 gallons per flush. I would like to request a variance to the building code, because we will replace these toilets with 1.6 gallons per flush toilets. Therefore, the maximum total flush volume will decrease from 12.6 to 6.4 gallons. Is it possible to obtain a variance for this situation? If so, how do I apply?
