This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. Please make all corrections on the original tracings and submit three new sets of prints to:
ESGIL CORPORATION.
B. To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
C. The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding

These corrections are in response to items not fully addressed or as the result of
information provided, the text in bold print indicates the unresolved issue.
2. On the first sheet of the plans indicate:
• The total floor area of the remodeled area, The total area of all tenant spaces.
3. Specify on the plans the fire ratings of assemblies to protect penetrations or proposed
openings in existing or new fire walls, floor-ceiling assemblies or roof-ceiling assemblies.
Unless the penetrations were installed as part of the previous permit complete
details are required to be shown for all penetrations which are part of this permit.
9. Please provide details of the duct protection for the penetrations of the 1 hour floor/ceiling
and ceiling/roof assemblies. See comment 3.
10. The completed and signed ENV-1, LTG-1, and MECH-1 forms must be imprinted on the
plans. The PERF-1 document and the LTG document which are imprinted on the
plans must be signed by the document author and principle designer.
19. Show that grab bars comply with the following, per Section 1115B.8: The detail still
shows the side grab bar mounted at 36" please correct.
a) They shall be securely attached 33" above the floor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement of the rear grab bar at
33", the rear grab bar only may be installed as high as 36".

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
Generally the plans are incomplete and a thorough plan check can not be
done, the following list is a general list only and corrections may follow.
1. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
2. On the first sheet of the plans indicate:
• The total floor area of the remodeled area,
• Sprinklers: Yes or No
3. Specify on the plans the fire ratings of assemblies to protect penetrations or
proposed openings in existing or new fire walls, floor-ceiling assemblies or
roof-ceiling assemblies.
4. Please clarify the section view of all new interior partitions. Show:
a) Specify manufacturer and approval number or indicate "to be ICBO
approved".
b) Method of attaching top and bottom plates to structure. (NOTE: Top of
partition must be secured to roof or floor framing, unless suspended
ceiling has been designed for partition lateral load).
c) Show height of partition and suspended ceiling, and height from floor to
roof framing or floor framing.
5. Please note on the plans "AC Cable is not allowed in A, B, E, H, and I
occupancies. NM cable is restricted (without City approval) to one and two
family dwellings. Note on plans that an equipment ground conductor is to be
installed in all flexible conduits".
6. Please provide panel schedules, indicate new and existing loads.

7. Please provide an electrical single line diagram. Show new or existing
distribution equipment, ampere size and AIC rating of distribution equipment,
feeder over-current devices size and indicate AIC rating, conduit and conductor
size and length, sub-service ampere rating and AIC rating, transformer KVA size
and grounding conductor and grounding location.
8. Provide mechanical plans, showing existing and proposed HVAC equipment,
ducts and access to equipment.
9. Please provide details of the duct protection for the penetrations of the 1hour
floor/ceiling and ceiling/roof assemblies.
10. Provide mechanical ventilation in all rooms, capable of supplying outside air at a
minimum rate of 15 cubic feet per minute per occupant. UBC, Section 1202.2.1.
11. Provide complete plumbing plans, including:
a) Complete drain, waste and vent plans.
b) Provide complete water line sizing calculations, including the water
pressure, pressure losses, water demands, and developed pipe lengths.
UPC Section 610.0
c) Show water heater size, type and location on plans. UPC, Section 501.0
12. Show 1/4" per 12" slope on drain and waste lines. UPC Section 708.0.
13. Note on the plans that new water closets and associated flushometer valves, if
any, shall use no more than 1.6 gallons per flush and shall meet performance
standards established by the American National Standards Institute Standard
A112.19.2. H & S Code, Section 17921.3(b).
14. Provide complete energy designs for the proposed changes in envelope, lighting,
and mechanical systems. Provide the completed ENV-, LTG-, and MECH- forms
showing energy compliance.
15. On the plans clearly show the wall and roof insulation locations, thickness, and
R-values, as per the energy design.
16. The completed and signed ENV-1, LTG-1, and MECH-1 forms must be imprinted
on the plans.
17. When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to
comply with all of the requirements for new buildings, per Section 1134B.2. These
requirements apply as follows:
a) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.

18. Show on the site plan the complying disabled accessible path of travel from the
disabled accessible parking spaces to the primary entrance of the tenant space.
Please provide detailed plans of the path of travel, indicate slope and width, any
pedestrian ramps, curb ramps, walks, handrails, provide dimensioned parking
stall details etc.
19. Show that grab bars comply with the following, per Section 1115B.8:

Requirement: Pending 05.11 Knox Box
Knox Box required when access to or within a structure or an area is unduly difficult because of
secured openings or where immediate access is necessary for life saving or fire-fighting purposes.
The Fire Department will determine the location for the key box and provide an authorized order
form.
FIRE shall require the installation of KNOX key boxes in two central locations to serve no more than
four units. Please contact this office for ordering information at 760.602.4665.

Sprinkler system design shall be in accordance with standards set forth by the National Fire
Protection Association and UBC Standards 38-1 and 38-2. Permits are required prior to installation.
Plans, specifications and calculations shall be certified by a licensed fire protection engineer or other
person deemed competent by the Chief, and submitted in the name of a licensed sprinkler
contractor.
Warehouse buildings for which no specific use, occupant, product, activity or storage array has been
identified, shall be protected by sprinkler system designed to deliver water at the rate of .45 gallons
per square foot, throughout a 3000 square foot design area.
FIRE shall require plans for the reflected ceiling fire sprinkler installation if not already approved.
Requirement: Pending 05.18 Fire Extinguishers Required
Provide one 2A10BC fire extinguisher for each 6000 square feet or portion thereof with a travel
distance to the nearest extinguisher not to exceed 75 feet of travel. Provide notes on the plans that
the extinguisher will be provided.
Requirement: Pending 05.22 Exit Door Hardware
Exit doors shall be openable from the inside without the use of a key or any special knowledge or
effort.
Exception: In group B occupancies, key locking hardware may be used on the Main Exit when the
main exit consists of a single door or pair of doors if there is a readily visible, durable sign on or
adjacent to the door stating, "This door to remain unlocked during business hours."
For State Fire Marshal, sign shall read, "This door to remain unlocked whenever the building is
occupied."
See item 32 for additional exit door hardware requirements.
Exit door locks shall be Double cylinder deadbolts.
