STANDARD CONDITIONS:
Notice of Receipt and Acknowledgement. The permit is not valid and
development shall not commence until a copy of the permit, signed by the
permittee or authorized agent, acknowledging receipt of the permit and
acceptance of the terms and conditions, is returned to the Commission
office.
Expiration. If development has not commenced, the permit will expire two
years from the date on which the Commission voted on the application.
Development shall be pursued in a diligent manner and completed in a
reasonable period of time. Application for extension of the permit must
be made prior to the expiration date.
Compliance. All development must occur in strict compliance with the
proposal as set forth below. Any deviation from the approved plans must
be reviewed and approved by the staff and may require Commission approval.
Interpretation. Any questi-ons of intent or interpretation of any
condition will be resolved by the Executive Director or the Commission.
Inspections. The Commission staff shall be allowed to inspect the site
and the development during construction, subject to 24-hour advance notice.
Assignment. The permit may be assigned to any qualified person, provided
assignee files with the Commission an affidavit accepting all terms and
conditions of the permit.
Terms and Conditions Run with the Land. These terms and conditions shall
be perpetual, and it is the intention of the Commission and the permittee
to bind all future owners and possessors of the subject property to the
terms and conditions.
SPECIAL CONDITIONS:
1. Deed Restriction - Number of Dwelling Units. Prior to the transmittal
of the coastal development permit, the applicant shall record a restriction
against the subject property, free of all prior liens and encumbrances, except
for tax liens, and binding on the permittee's successors in interest and any
subsequent purchasers of any portion of the real property. The restriction
shall prohibit the rental, leasing, or occupancy of the permitted project for
more than one dwelling unit (single family residence) unless first approved in
writing by the California Coastal Commission or its successor in interest.
The recording document shall be in a form and content acceptable to the
Executive Director. Evidence of recordation of such restriction shall be
subject to the review and written approval of the Executive Director.

2. Applicant's Assumption of Risk. Prior to the transmittal of a coastal
development permit, the applicant as landowner shall execute and record a deed
restriction, in a form and content acceptable to the Executive Director, which
shall provide: (a) that the applicant understands that the site may be
subject to extraordinary hazard from waves during storms and from erosion, and
the applicant assumes the liability from such hazards; and (b) that the
applicant unconditionally waives any claim of-liability on the part of the
Commission and agrees to indemnify and hold harmless the. Commission and Its
advisors relative to the Commission's approval of the project for any damage
due to natural hazards. The document shall run with the land, binding all
successors and assigns, and shall be recorded free of prior liens and

SUBJECT: Geotechnical Investigation, Bell Residence, 2751 Ocean Street,
Carlsbad, California.
Dear Mr. Bell:
In accordance with your request we have prepared a geotechnical
investigation for the subject project.
PROJECT DESCRIPTION
It is our understanding that the site will be developed to receive a two-
story over basement residential structure of wood-frame construction.
Shallow foundations and conventional slab-on-grade floor systems are
anticipated. Grading will be minor and for drainage purposes.
SITE DESCRIPTION
The project site is a rectangular shaped lot, approximately 50 feet wide by
140 feet deep, that is locatedadjacent to and west of Ocean Street in the
City of Carlsbad. The site is bounded on the south by a motel complex, on
the north by residential property, and on the west by the Pacific Ocean.

The lot currently supports a single-family residence and associated
landscaping vegetation. The site slopes moderately to the west with
elevations ranging from seal level on the western portion fo the site to
approximately 45 feet along Ocean Street. The site configuration, logs of
our test pits and results of our laboratory tests are presented on the
attached Plates 1 through 5.
COASTAL BLUFF GEOLOGY
Based on the results of our investigation and our experience in the area,
the following items are presented. The items are numbered to correspond
with the applicable points mentioned in Section 1 (Geologic Stability of
Blufftop Development) of the California Coastal Commission Interpretive
Guideline dated December 16, 1981.
CLIFF.GEOMETRY AND SITE TOPOGRAPHY: The site topography-consists of
several terrace levels. The westernmost and lowest portion.of the site
consists of the existing beach which becomes inundated during the daily
high tides. A layer of riprap, approximately eight feet high, has been
placed near the tide line and another terrace has been created east of
the riprap. Several other terrace levels, separated by- slopes ranging
in height from five to ten feet, form the remainder of the site. The
uppermost level is approximately 20 feet wide and is at the same
elevation as Ocean Street.
CLIFF EROSION: We have reviewed available topographic maps in order
to assess the amount of historic cliff erosion at the site. Our review
of these materials Indicates that the amount of historic sea cliff
retreat has not been large enough to be accurately determined using the
available reference materials. It should be noted that sea cliff
erosion in the coastal areas of San Diego County is generally episodic
and that years or decades of little or no erosion followed by a
relatively short period of rapid erosion may occur. Riprap has been
placed on the western edge of the site, creating a protected slope
which is approximately eight feet in height.

GEOLOGIC CONDITIONS: The subject site is located in the Coastal
Plains Physiographic Province of San Diego County and is underlain by
Quaternary-aged terrace deposits, beach deposits and fill. The eastern
portion of the site is underlain by terrace deposits consisting of
reddish brown, loose to medium dense, slightly silty, poorly graded
sands. The soils encountered in the central portion of the site
consist of sandy topsoils underlain by friable beach sands. These
friable sands consist of moist, medium dense, light brown to grey sands
to depths in excess of ten feet below existing grade. The fill present
at the site consists of friable beach sands used to create the terrace
behind the riprap and minor fill associated with the existing structure
and terraces.
LANDSLIDING: No evidence of landsilding was observed at the site and
no landsliding problems are anticipated either during or after the
construction of the proposed.pröject.:
IMPACT OF CONSTRUCTION ACTIVITY: The amount of grading anticipated ,
for the project is minor; therefore the impact of construction activity
on the stability of the site is likewise considered to be minor.
GROUNDWATER AND SURFACE WATER CONDITIONS: No groundwater table or
seepage was observed during our exploration. However, the sea water
during high tide was observed to rise to approximately eight feet below
the existing grade of the western portion of the site. Thus,
infiltration of sea water may occur on the western portion of the site
during the daily rise and fall of the tides.
ERODIBILITY: The terrace deposits on the easterly portion of the
site are fairly easily eroded and the friable beach sands on the
western and central portion of the site are very susceptible to
erosion. However, construction, existing riprap, typical landscaping
and drainage controls should protect the site from erosion due to
precipitation and normal pedestrian traffic.

MARINE EROSION: Marine erosion has previously occurred on the
westerly portion of the site and mitigating measures have been used at
the subject site. The small beach bluff has been extended westward
with riprap and imported fill. This type of protection appears to be a
successful, acceptable method to retard marine erosion within this
community and at the subject site.
SEISMIC FORCES: The site is considered average with respect to
similar sites in northwestern San Diego County regarding expected
ground accelerations from seismic activity. The maximum bedrock
accelerations that would be attributed to a maximum credible earthquake
or a maximum probable earthquake occurring along the nearest portion of
selected fault zones that could affect the site are summarized in the
following table. Design acceleration is commonly considered to be only
two-thirds of the maximum acceleration.

moderate depending on such factors as the magnitude of the seismic
event and the distance to the epicenter. It Is likely that the site
will experience the effects of at least one earthquake during the life
of the proposed structure but groundshaking levels are expected to be
relatively low. Major seismic events are likely to be limited to the
Elsinore or San Jacinto Fault Zones. Earthquakes on the Rose Canyon or
Coronado Banks Fault Zones are expected to be relatively minor.
Construction in accordance with the minimum standards of the Uniform
Building Code and other applicable codes should minimize potential
structural damage resulting from seismic activity.
10) OTHER FACTORS: The effect of other factors such as foot traffic or
construction on adjacent property should be considered to be
negligible.
CONCLUSIONS AND RECOMMENDATIONS
GENERAL . . ...
No geotechnical conditions were encountered which will preclude site
development as presently proposed. The site Is underlain less than one
foot compressible topsoils and moderately compressible terrace deposits.
This condition will require special grading and foundation consideration as
described herein.
SITE PREPARATION
Site preparation should consist of the removal of existing loose topsoils.
Soils underlying areas to receive settlement-sensitive improvements
(exterior slabs and driveways Included) should be removed to a depth of
three feet below finish grade. Removal operations should extend to at
least five feet away from the perimeter of the improvements or to property
line, whichever is less. The bottom of the excavation should be scarified
to a depth of 12 inches, watered thoroughly and recompacted to at least 90

percent as determined in accordance with ASTM D-1557-78, Method A or C.
The removed soil should then be replaced in thin compacted layers.
DRAINAGE: The site should be graded and maintained such that surface
drainage is directed away from the structures and the top of slopes into
swales or other controlled drainage devices.
EARTHWORK: All earthwork and grading contemplated for site preparation
should be accomplished in accordance with the attached Recommended Grading
Specifications and Special Provisions. All special site preparation
recommendations presented in the sections above will supersede those in the
standard Recommended Grading Specifications. All embankments, structural
fill and fill should be compacted to at least 90% relative compaction at or
slightly over optimum moisture content. Utility trench backfill within
five feet of the proposed structures and beneath asphalt pavements should
be compacted to minimum of 90% of tts,maximum dry density. The maximum dry
:. :density of each soil type should be. determined in 'äcordance.with ASST.M.
Test Method D-1557-78, Method A or C.
FOUNDATIONS
GENERAL: Shallow foundations may be utilized for the support of the
proposed structure. The footings should have a minimum depth of 18
inches. A minimum wjdthoLI2_1nches ancL24_4nches—ts.rcornended for
continuous and isolated footings, respectively. A bearing capacity of 1000
psf may be assumed for said footings. This bearing capacity may be
increased by one-third when considering wind and/or seismic forces.
Footings located adjacent or within slopes should be extended to a depth
such that a six foot setback exists between the footing and the face of the
slope.
REINFORCEMENT: Both exterior and interior continuous footings should be
reinforced with) 04_bat's positioned near the bottom of the footing and
two #4 bar near the top of the footing. This reinforcement is
based on soil characteristics and is not intended to- be in lieu of
reinforcement necessary to satisfy structural considerations.

CONCRETE SLABS-ON-GRADE': Concrete slabs-on-grade should have a minimum
actual thickness of four inches. The slab should be reinforced with No. 3
reinforcing bars placed ._j4 JEt way, extending 12
inches into the footings. Where moisture sensitive floor coverings are
should be placed on top of the sand layer. A
two-inch-thick layer of clean sand should be placed over the visqueen to
allow for proper concrete curing.
EARTH RETAINING STRUCTURES
PASSIVE PRESSURE: The passive pressure for the prevailing soil conditions
may be considered to be 400 pounds per square foot per foot of depth up to
a maximum pressure of 2500 psj This pressure may be increased one-third
for seismic loading. The coefficient of friction for concrete to soil may
be assumed to be0.43 for the resistance to lateral movement. When
combining frictional and passive resistance the latter should be reduced -.
by one-third. '
ACTIVE PRESSURE: The active soil pressure for the design of earth
restrained structures with level .backf-iIls may be assumed to be equivalent
to the pressure of a fluid weighing 37 pounds per cubic for
unrestrained walls. This value does not consider any surcharge loading.
All earth retaining structures should have adequate weep holes or a
subdrain system to prevent the build-up of hydrostatic pressure behind the
wall.
BACKFILL: All backfill soils should be compacted to at least 90%
relative compaction. Expansive or clayey soils should not be used for
backfill material, the wall should not be backfilled until the masonry has
reached an adequate strength.
FACTOR OF SAFETY: The above values, with the exception of concrete to
soils friction coefficient do not include a factor of safety. Appropriate
factors of safety should be incorporated Into the design to prevent the
walls from overturning and sliding.

FOUNDATION AND GRADING PLAN REVIEW
The foundation and grading plans should be submitted to this office for
review by the soils engineer.
LIMITATIONS
The recommendations and opinions expressed in this report reflect our best
estimate of the project requirements based on an evaluation of the
subsurface soil conditions encountered at the subsurface exploration
locations and the assumption that the soil conditions do not deviate.

by undisclosed or unforeseen variations in the soil conditions that may
occur in the intermediate and unexplored areas. Any unusual conditions not

modifications if necessary. In addition, this office should be advised of
any changes in the project scope...or pi-oposedsite grading so that-it may be
determined if the recommendations contained herein are appropriate. This
should be verified in writing or modified by a written addendum.
