This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2013 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC, 2012 UPC, 2012 UMC and 2011 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2012 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 15-1508 05/27/15 1. Please make all corrections, as requested in the correction list. Submit THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete. 2. Verify final sets of plans and any new calculations will be stamped and signed by engineer and /or architect of record also. 3. The permit application states that this is a remodel. The 2nd floor appears to be built without permits and trying to legalize as a remodel. If this correct then clearly note this on the cover sheet of the plans and where noting existing would need to clarify as " Existing to be Legalized". In addition it appears that some of the remodel has already been completed. 4. The energy calculations are stating that upper floor is existing. If being legalize then cannot be existing and would need to revise accordantly . 5. The submitted energy calculations are requiring HERS field verification. Prior to initial plan check the CF-1 R forms were required to "Registered" copy (filed with the HERS provider data registry and assigned a registration number). The submitted T-24 calculations were not registered with the State of California. 6. Plans to reflect location of new FAU. Depending on location the following may or may not apply. a) Show minimum 30" deep unobstructed working space in front of furnace. UMC Section 903. b) Show source of combustion air to furnace, per Chapter 7, UMC. Specify the location and sizes of both of the combustion air openings. c) Note that passageway to the mechanical equipment in the attic shall be unobstructed and have continuous solid flooring not less than 24 inches wide, not more than 20 feet in length through the attic. d) Show a permanent electrical receptacle outlet and lighting fixture controlled by a switch located at the entrance for furnaces located in an attic or underfloor space. UMC Sections 908.0 & 909.0. e) If place in a FAU closet or alcove then clearly note on the plans that the FAU closet or alcove must be 12 inches wider than the furnace or furnaces being installed. UMC Section 904.1 f) If place in garage then show minimum 18" platform and protection from vehicle damage (i.e. details for bollard). Carlsbad 15-1508 05/27/15 7. The energy calculations are taking credit for two new tankless water heaters (47%) and a new FAU (5.1 %). The plans do not reflect this. Plans must reflect locations of new appliances. Please include a gas pipe sizing design (isometric or pipe layout) for all gas loads. This cannot be a deferred item 8. Provide the following design requirements for gas water heaters installed to serve individual dwelling units: ES 150.0(n) ♦ Provide on the plans a complete gas pipe design. The gas load for the water heater shall be a minimum of 200,000 BTU/hr. ♦ A condensate drain installed no higher than 2" above the base of the heater that also allows for gravity drainage. ♦ The "B" vent installed in a straight position (no bends) from the room containing the water heater to the roof termination (for future possible sleeving for high efficiency heater venting.) ♦ A 120 volt receptacle accessible to the heater installed within 3 feet. ♦ Pressure relief must extend to the exterior. ♦ Verify adequate combustion air is provided (unless mounted outdoors or noted on plans to be direct vented) 9. If applies : The fuel -fired water heater and/or FAU cannot be installed in a bedroom/bathroom. Detail compliance with CPC 505.1: 1) A direct vent style of water heater or 2) Specify it is to be installed in a sealed enclosure with a listed, gasketed, self -closing, and latchable door with a threshold. 10. If applies : In the garage, provide an adequate barrier to protect the water heater from vehicle damage. An 18" platform for the water heater does not satisfy this requirement. CPC Section 508.14. 11. All hot water piping sized %" or larger is required to be insulated as follows: 1" pipe size or less: 1" thick insulation; larger pipe sizes require 1'/2" thick insulation. Note: In addition, the size hot water pipe to the kitchen sink is required to be insulated. ES 150.00)2 12. Please clearly indicate on the cover sheet of the plans whether the existing residence has a fire sprinkler system installed or not and or if proposing to be fire sprinklered. If existing structure is fire sprinklered then provide a note stating that any additions/alterations will also be provided with an automatic residential fire sprinkler system. Section R313.2. 13. Please clearly indicate on the cover sheet of the plans whether the existing house was built before or after 1994. For additions or improvements to a residence built before 1994 please add the following note on the cover sheet of the plans "All existing "noncompliant" fixtures (toilets that use more than 1.6 gallons of water per flush, urinals that use more than one gallon of water per flush, showerheads that have a flow capacity of more than 2.5 gallons of water per minute, and interior faucets that emit more than 2.2 gallons of water per minute) shall be replaced. Certification of compliance shall be given to the building inspector prior to final permit approval. California SB407" . Carlsbad 15-1508 05/27/15 14. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2013 California Residential Code, which adopts the 2012 IRC, 2012 UMC, 2012 UPC and the 2011 NEC. Section R106.1. 15. Could not determine where existing exterior door exited to as no deck/stairs etc. 16. Recheck plans for tempered window locations i.e. within 2 ft of interior/exterior doors, shower/tub areas, within 5 ft radius of tubs (unless 5 ft above) and stairwells if applicable. Any glazing adjacent to the stairway, where the glazing is less than 60" horizontally of the treads. Section R308.4 17. The elevations do not appear to match the plans. For example see left side of master bedroom where noted to be 3048 and shown as a 2648 on sheet 3. Noting rear windows to be four 2016's and elevations reflect four 3020's. Re4vise energy calculations for any changes in fenestration. 18. Plans to clearly note minimum 36" clear landing depth at top of the stairs. If stairs were not permitted then specify stringer size and spacing and show how top and bottom of runs are structurally supported 19. Specify on the plans: Water conserving fixtures: New water closets shall use no more than 1.28 gallons of water per flush, lavatories are limited to 1.5 GPM, and showerheads may not exceed 2.0 GPM of flow. CPC Section 403 and 408. 20. Residential ventilation requirements: • Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior. Specify cfm and sone level • Residential bathroom exhaust fans shall be energy star rated and shall be control by a humidistat capable of an adjustment between 50 and 80% humidity. CalGreen 4.506.1. Exception: Control by a humidistat is not required if the bathroom exhaust fan is also the dwelling whole house ventilation. • All fans installed to meet all of the preceding requirements must be specified at a noise rating of a maximum 1 "Sone" (for the continuous use calculation) or 3 "Sone" (for the intermittent use calculation). 21.
