This is to report the results of tests and observations mode in order to inspect the compaction of
filled ground placed on certain areas of Lots 260 to 268, inclusive, 274, 276 and 277, 279 to
284, inclusive, 289 ta 301, Inclusive, 303 to 309, inclusive, and 322, of Lo Costa South Unit
No. 4, Son Diego County, California. The fills were placed duri,g the period between
December 11, 1969 and February 4, 1970.
The approximate areas and depths of filled ground placed under our inspection in accordance
with the approved specifications are shown on the attached DrawillJ No. I, entitled "location
of Compacted Filled Ground." The grodi'll plan used for the placement of filled ground was
prepared by Rick E'llineerirg Company and approved November 18, 1969.
The approximate locations at v.nich the tests were taken and the final test re,ults are presented
on pages 4 to JO, Inclusive, under the "Table of Test Results." The laboratory determinations
of the maximum dry densities and optimum moisture contents of the major fi II materials are
presented on page 11, under the "Laboratory Test Results." Some of the maximum dry densities
shown in the "Table of Test Re,ul ts" were combinations of these. The tests were taken duri rg

The final results of tests and observatlorw Indicate that the compacted filled ground has been
placed at 90 percent of the ma,cimum dry derwity or greater. It has been determined that the
fill materials, compoc:ted to 90 percent of the maximum dry density, have a safe bearing value
of at least 2000 pound• per square foot for one foot wide continuous footings founded at a ·
minimum depth and placed five feet or more Inside the tap of compacted filled ground slopes, .
If footings are placed closer to the expoMCI slopes than 5 feet Inside the top of compacted filled
ground slopes, these should be deepened one foot below a l l/2 horizontal to l vertical line
projected outward and downward from a paint 5 feet horizontally irwide the top of compacted
filled ground slopes. Tests indicate that the compacted filled ground Is adequate to satisfac-
torily support one or two story wood frcane d-lllngs designed for the recommended bearing
value, without detrimental settlements.
In our report of the original investigation conducted at this subdivision, (Project No. 69-3-24BC
dated May 22, 1969), -stated that same "expansive" soils existed on the site and if they were
allowed to remain in the upper 3 feet below flnished grade some of the lots would require
specially designed footings and slabs. We further s!1Jted that these lots would be listed upon the
completion of grading. The lots where expansive soils were observed to remain within the upper
3 feet, are tabulated as follows:
Type A: Lot 287
Type B: Lots 268, 273 and 274,280 to 285, inclusive, 289 to 301, Inclusive,
and 303 to 307, Inclusive
It Is recommended that the following special design precautions be taken for the houses lo be
constructed on the above-listed lots In order to minimize the effect of the expansive soils:
Type A Lots
l. Isolated interior pien should not be used. Continuous footings should be used
throughout, and these should be placed at a minimum depth of two feet below
the lo-,t adjacent exterior final ground surkice.
2. Reinforce and interconnect continuously with steel ba-s all Interior and exterior
footings with two 14 bars at 3 Inches above the bottom of all footings and two '1
bars placed 1 1/2 inches below the top of the stems of the footl ngs.

1. The continuous footirgs may be placed at a minimum depth of 18 inches below
the lowest ad facent exterior final ground surface rather than the two feet
recommended for Type A lots.
2. Sirgle #4 bars placed as directed (above) near tops and bottoms of all interior
and exterior footlrgs may be substituted for the two #4 bars recommended for
Type A lots.

The application must be signed by the owner (or his authorized representative) of the
property to be served. The total charges must be paid to the District at the time the
application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from the
main collection line in the street (or easement) to the point in the street (at or near
the applicant's property line) where the service lateral is connected to the applicant's
building sewer. The applicant is responsible for the construction, at the applicant,s
expense, of the sewer pipeline (building sewer) from the applicant's plumbing to the
point in the street (or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the
District's specifications, rules and regulations; and IT MUST BE INSPECTED AND APPROVED
BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT. THE APPLICANT, OR
HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE TIME INSPECTION IS DESIRED.
ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED,
After connection is complete, the property described above is subject to a monthly
sewer service charge, billed bi-monthly in advance. The rate will be governed by the
use of the property, single family, multiple dwelling or commercial •. Non-payment of
the sewer service charge is subject to a 5% penalty per month, plus disconnection if
necessary.
