Hi Paul. Based on my tour of the project today and the revised schedule you submitted on behalf of
Anastassi Development, I will agree to allow release of certificate of occupancy for units #101 and #102
on September 3, 2004. The remainder of units in buildings #4 and #7 will receive C of O release from my
office on September 9, 2004 if (and only if) all agreed upon recreation areas and landscape areas are
complete as of September 9, 2004. We have agreed Rec Areas A and AA, B, I, K and H as well as
Washington Street and Christensen Way street and landscape improvements must be completed before
any additional units will be released for C of O in buildings #4 and #7. Also, this release of C of O is based
on the commitment and assurances from Anastassi that the process to qualify the households and sell the
affordable housing units (in Building #1) will be initiated next week. With these understandings, Housing
and Redevelopment will not object to release of the C of Os for the units noted above. It should be clearly
understood that there will be no further exceptions allowed to the recreation area phasing plan and release
of units for C of O. Anastassi wili need to comply with the commitment you have made on their behalf.

Debbie: Jim Hunt has provided me with the attached schedule of sales of the affordable units. Anastasi
Dev. Co. has authorized me to provide it to you and confirmed that they will abide by this schedule.
Jim Hunt will coordinate with Frank Boensch for scheduling of the random name drawing indicated in line
2 next week.

Hi Mikes:
I took a look at the recreation amenities and landscaping yesterday at the Village by the Sea Anastassi
Project. The Phase I amenities and landscaping that our office wanted installed prior to the release of any
additional residential units for this project have been completed as of 9/15/04. Therefore, the Housing and
Redevelopment Department will not object to the release of C of Os for units within Buildings 4 and 7 of
the project.
Let me know if you need any additional information from me to release the C of Os for the subject units.
